Role Purpose
The primary purpose of the role is to research, draft and implement HR policy, practice notes, guidance documents and Codes of Practice in order that HR processes are transparent and reasonable, and support the Council’s Equality, Diversity and Inclusion agenda, which in turn informs the design and implementation of the Workforce Development Strategy to create an inclusive workplace.
Lead on HR transformation projects, initiatives and developments and ensure effective delivery and implementation of project objectives.
Assisting the HR Employment and Reward Manager with a portfolio of policy innovations the job holder will be expected to work closely with both the Equality, Diversity and Inclusion Lead and other Senior HR Managers.
Generic Responsibilities
- Understanding, knowledge and ability to follow guidelines that ensures compliance with Health and Safety at Work, Data Protection and other statutory requirements.
- Understanding and commitment to promoting and implementing the Council’s Equal Opportunities policies.
- Knowledge and experience of using IT systems and social media.
To undertake any other temporary responsibilities aligned with the overall purpose and grade of the role.
Knowledge, Qualifications, Skills and Experience
- A degree or equivalent qualification in related discipline
- Previous experience in dealing with employee relations issues within an HR environment, preferably in Local Government
- Previous experience of the development of policy within an HR environment
- The ability to develop a strong network amongst staff networks, trade unions and managers
- Good IT skills including familiarity with MS Office and social media technology.
- Ability to work on own initiative with minimum day-to-day supervision.
- Ability to work with complex, sensitive and confidential information in a clear and logical manner.
- Good communication skills with an ability to engage and communicate to staff at all levels.
- Excellent written skills to produce policy documents in a coherent, concise and accessible manner.
- Detailed understanding of Equalities employment issues.
- Developed understanding of employment legislation and its impact on policies. Ability to keep abreast of changes in statutory employment law requirements.
