To take day-to-day responsibility and control of key corporate buildings to ensure they are safe, secure and well-maintained and managed for staff, visitors and other building users.
Main Responsibilities

  1. To take an overall coordinating role in terms of all the supported FM resources (not directly managed) to ensure that there is a good building user experience at all times.
  2. To coordinate the activities of hard services, cleaning and other soft services, security, reception and others. Where necessary to provide feedback and/or adjust the schedule of services to ensure the building is clean, tidy, safe and well managed at all times.
  3. To maintain oversight of all statutory testing and planned preventative maintenance, ensuring all inspections and works are carried out in a timely way. Where appropriate, escalating to the Council’s hard services team/provider to ensure the right priority is assigned to any remedial actions required. Working closely with the Corporate Landlord Technical team.
  4. To establish and maintain the security protocols for the building, working closely with the Council’s in-house security team. The post-holder will be responsible for good house-keeping at all times, and ensuring restricted areas are secured effectively.
  5. To be responsible for the building emergency procedures. The post holder contribute and support the writing of the Emergency Evacuation Plan for the building and ensure that there are sufficient fire wardens/marshalls and other designated personnel, who are trained. To conduct fire drills in accordance with corporate policy.
  6. To assist with Capital Project works – coordination and communication. To manage and coordinate the activities of contractors on site (current large refurbishment project to support) The post holder will review RAMs, sign Permits to Work, conduct H&S inductions for contractors, and monitor the activities of contractors to ensure work is carried out safely.
  7. To take responsibility for managing key documentation for the building, making use of the Council’s property database, Technology Forge. To ensure reports and documents are reviewed, considered and acted upon, and to ensure due record keeping is maintained.
  8. To act as the lead interface of the FM service with building users and service managers. This will include chairing the Building User Forum, acting on feedback from building users to ensure continuous improvement, and dealing with service complaints – investigation, solution and feedback.
  9. To maintain high standards of house-keeping in terms of clutter, storage, use of electrical appliances, cleanliness, signage etc. To work with managers, HR, comms and others to encourage high standards of building user behaviour.
  10. To manage and monitor the new ways of working within the office space – managing the main new hot desking touch down areas ensuring staff are adhering to this policy.
  11. To manage and monitor staff breakout areas – they are kept clean & tidy at all times.
  12. To conduct regular site walk rounds, ensuring essential services are working, boilers, lifts, lighting, heating, air conditioning, no faults on the fire & intruder alarm systems. Proactivity picking up any defects and reporting them to the help desk to ensure a quick solution.
  13. Ensure external areas are being litter picked, maintained, deal with and arrange clearance of any fly tipping and graffiti.

Knowledge, Qualifications, Skills and Experience

  1. At least 2 years of experience managing a large and complex building.
  2. Accredited training in health and safety (IOSH, NEBOSH Certificate or equivalent) and fire safety
  3. General knowledge of function, operation and maintenance of a building’s plant, systems and equipment
    Specific knowledge and experience on managing FM hazards e.g. confined spaces, working a height, asbestos, water safety, etc. Desirable
