We are looking for a Landscape/Horticultural Officer, working full time for up to six months.
Main responsibilities of the role include:
- To manage the adoption process of new open space, ensuring good quality green space is available and accessible to all, and that new provision occurs in line with new development across the borough.
- To advise on the open space aspects of planning applications and planning policy.
- To co-ordinate and supervise the work of direct reports in accordance with the team, unit and corporate priorities.
- To work with the local community, government agencies and other organisations to plan, develop and enhance the use of parks and open space in Basingstoke and Deane and to provide horticultural support for the team.
⦁ Assessing and inspecting delivery of open space implementation on site and liaison with developers, internal and external parties to ensure compliance with planning approvals and permission
⦁ Calculation and invoicing of commuted sums and landscape bonds
⦁ Review and facilitate the discharge of planning obligations
⦁ Liaising with Residents Services officers, Legal Services and other teams to ensure smooth transition of good quality open space from developer responsibility to the Borough Council. - Co-ordinate and manage the work of direct reports to ensure corporate priorities are met and high-quality open space is delivered in a timely manner.
- Advise on open space elements of the planning process.
- Create and update relevant GIS layers utilised across the council.
- Formulate and update service maintenance rates which contribute to the council’s fees and charges scheme.
- Identify local needs in terms of provision and distribution of multi-functional green space and equipped play across the borough in consultation with parishes and partner organisations, and provide input to the annual service planning process of the Natural Environment team and feeding into council strategies and policies.
- Responsibility for specific service areas/projects and development plans as determined by the annual service planning process.
- Production of information for Capital and Revenue Estimates, Forward Plans, Records and Statistics, Reports
- Carrying out small scale landscape improvement works.
- To develop specific management plans for parks and open spaces.
- Assist in the promotion and marketing of the Section and the work it carries out.
- To ensure that service delivery complies with current regulations, accepted professional standards, the council’s policies and procedures and appropriate legislation (including legislation on data protection, equalities, health and safety and safeguarding children and vulnerable adults)’.
