Youth Offending Service (YOS) and Targeted Youth Services (TYS) A Partnership between Bedfordshire Police, Bedfordshire Probation Trust, Luton Borough Council, Luton Clinical Commissioning Group & Luton Health & Well-being Board
As the Operations Manager you will effectively manage the day-to-day operations and delivery of youth justice and Targeted Youth Services in Luton to achieve best outcomes for children, young people, families, and victims and protect the public from serious harm. Ideally you will have a relevant professional or degree level qualification, ideally as a qualified social worker, probation office, police chief inspector.
The key objectives of the post:
Manage and direct the operational staff and resources across the service to meet the statutory aim of preventing offending and re-offending by children and young people in Luton.
Manage and direct the Targeted Youth Service staff, resources, and budgets to assess the needs and provide services to support young people and families where a young person is vulnerable.
Promote and maximise the welfare and safeguarding of children, young people (and their family members) and victims known to the service and protect the public from serious harm.
Increase awareness, understanding and confidence in the youth justice system by other agencies and members of the public
Contribute and assist in the operational and strategic development of the YOS, Youth Justice and Targeted Youth Services in Luton

Previous experience of establishing and maintaining long term partnerships between statutory agencies and voluntary and independent sector agencies and work with a wide range of people to effect crime reduction in Luton.
You will have substantial and up to date specialist knowledge, skill and expertise in fast and frequently changing youth justice and children’s services arenas.
Experience of management responsibility for the Targeted Youth Service element. This will include management of casework, leading on case allocation and risk management for the service; also managing detached programmes, and group work curriculum’s within neighbourhood localities.
In relation to TYS, the post holder will maintain effective links and working relationships within the Department and with relevant statutory, voluntary, and private agencies.
Additional Information
You will be required to work some out of office hours including evenings/weekends and less often bank holidays, and participate in a 7-day on call’ rota system including attending where court cover may be required or where issues of safeguarding and/or risk of harm to the public occur (on average approximately 1 weekend in four).
A normal office environment, although travel throughout the Borough, Bedfordshire and the eastern region on a regular basis is expected. Some travel around the eastern region of England and to London and other areas of the country from time to time.
