The contract is based on the  management  /  delivery of a large Domestic Electrical Installation Condition Reporting programme , the completion & certification of any remedial works identified to make the installation’s Satisfactory  and Domestic Fire Alarm Installation & Servicing works. 

The contract manager will be responsible for managing a team  of  Inspectors and customer relationship officers and external contractors completing the works.

The candidate should have experience in delivering / manging electrical contracts in a Social Housing environment and the challenges this presents.

The role will be office based however some working from home may be available at the discretion of the line manger after a probation period.

Responsible for providing operational support to managers including monitoring and managing service providers, contractors, consultants and other agencies to facilitate high levels of service delivery to all aspects of the design and delivery of projects.

To manage borough wide electrical schemes, works packages and projects to high standards including customer expectations, quality standards, and workmanship. This includes the management, motivation and development of teams and staff within the remit of the post holder.

PRINCIPAL ACCOUNTABILITIES

Responsibilities

  1. Provide strong leadership and management support to the electrical safety team, ensuring effective planning, development, organisation and prioritisation of workloads to ensure effective and efficient operations across the team.
  • Accountable for devising and implementing action plans in response to problems arising from the ongoing provision of services under their area of control including recommending changes in procedures or activities as appropriate including responsibility for all day-to-day operational decisions.
  • Manage the monthly performance of contractors and consultants through various processes such as assisting in performance reviews, progress, partnering and framework meetings. Responsible for the implantation and delivery of lessons learnt meetings and making appropriate recommendations for improvement to the compliance electrical manager.
  • Using experience and professional expertise to contribute towards an investment strategy with the aim of improving the ongoing condition of the building’s electrical installation and fire alarm stock.
  • Utilising financial and budgetary skills on a project basis to develop and review technical and economic models relating to projects, creating internal budget applications, budget forecasts and monthly/quarterly/annual reports.
  • Playing a lead role in the procurement and contracting processes across a range of contract types to achieve compliance, effective delivery and value for money.
  • Managing resident, officer and councillor consultation and liaison processes to ensure good communication throughout the project lifecycle. 

Knowledge, including educational qualifications:

Educated in a range of electrical disciplines i.e. City & Guilds 2360 Parts 1 & 2, 2391 Inspection, Testing & Certification of Electrical Installations, 2382 18th Edition BS7671 etc.

Knowledge of Housing Fire safety guidance documents which impact on building safety and the various types of Fire Alarm installations required within them and their testing and certification requirements.

Knowledge of current housing legislation and social issues impacting on service delivery

Knowledge in the planning and delivery of works in large quantities within residents’ homes and the challenges this can present in a diverse & multicultural environment.

Experience:

Extensive experience of working within a team in a managerial capacity.

Experience of managing/monitoring contract programmes

Experience of managing projects, preferably within a housing context

Experience of delivering large value projects within budget and timescales

Aptitudes, Skills & Competencies:

Ability to plan and think strategically and communicate effectively both orally and in writing, with a wide range of stakeholders.

Ability to develop strong working relationships across the council and with external stakeholders.

Ability to think and work methodically with strong attention to detail

Ability to work on own initiative and effectively prioritise and meet deadlines when faced with conflicting priorities

Ability to use computer systems including word processing, spreadsheets for correspondence, reports and performance monitoring.
