To support the high-quality delivery of commissioning programmes in line with the One Council Commissioning Framework and Model across services within the Adult Care and Community Wellbeing Directorate including joint commissioning opportunities with the NHS Integrated Care Board (ICB). 

To support Heads of Service in the development and implementation of commissioning plans and make/recommend commissioning decisions to meet identified needs, ensuring that the Council achieves the expected and desired outcomes across portfolios and service categories.

To deliver improved outcomes through service innovation and development whilst assuring value for money is achieved in commissioning decisions. To develop and implement commissioning strategies and plans in line with the Joint Strategic Needs Analysis (JSNA) / Health and Wellbeing Strategy priorities and Corporate Plan Priorities. 

To ensure all commissioning activities are carried out in accordance with legislation, statutory guidance and Council policies and procedures.

The work closely with the Senior Strategic Contract Manager and Senior Strategic Commercial and Procurement Manager to ensure effective leadership and delivery of key aspects of the commissioning cycle including; reviewing, shaping, planning and design of new commissioned services; the redesign of existing services, joint review processes, engagement, benchmarking, best practice, demand, intelligence, cost and risk analysis.

To assist with the delivery of a consistent strategic commissioning approach across the Council and the ICB as appropriate, with:

–           Embedding new ways of thinking and working. 

–           Developing and maintaining strong, positive working relationships across service areas, with providers and partners.

–           Continuously look for synergies and efficiency savings across strategic commissioning areas.

The post holder will be leading or managing commissioning projects with whole service or countywide impact, and leading Council and/or ICB complex projects. The post holder will be flexible to work on priority projects as these emerge or priorities change.

The role will provide day to day leadership, advice and guidance within own area of responsibility as appropriate but will include working closely with Commercial Services. Provide support to other commissioning project team members including but not limited to; service area colleagues, corporate services colleagues, Procurement Officers, Contract Officers, Commercial Development Officers, Business Support and external partners as necessary.

Professional & Specialist Knowledge  

Relevant qualifications (such as an appropriate degree or professional qualification) or demonstrable experience in a relevant specialist area, and relevant and demonstrable experience across most of the diverse range of knowledge needed for the role.

Understanding of health and social care landscape, including responsibilities, drivers and priorities of organisations represented.

The post holder will be expected to have Minimum of 3 years practical experience in commissioning and/or related discipline.

Proven experience in managing complex improvement projects.

Assurance methodologies (e.g. project progress or gateway reviews).Usual IT suite including good Word and Excel skills plus ability to learn relevant specialist software e.g. Information Management, Performance Management, Business Management.
