JOB PURPOSE

The Development and Flood Risk Officer will log applications, assessing, deciding and informing the Planning Authority whether proposals are supported or objected to, on the basis of flood risk and inclusion of sustainable drainage systems (SuDS). This is part of the Lead Local Flood Authority’s statutory consultee role for major planning applications.
The role is required to work across and understand the policies/processes in highways, water companies and the Environment Agency, maintaining knowledge of recent developments in the field of SuDS including flood risk, water quality, biodiversity, viability, water supply, construction and building regulations. Knowledge and understanding of drainage design and analysis software systems is key to success in this role.
Role Responsibilities:
Responsible for responding to major planning application consultations and chargeable pre-application enquiries within required timescales, updating the applications database/case management system.
Work collaboratively with partners to address technical issues arising, to resolve quickly with no impact on response times.
Responsible for maintaining up-to-date knowledge of leading edge practice national legislation and guidance, determining effective practical application across the Council.
Deliver follow-up process to planning consultations e.g. logging assets on the asset register.
Attend engagement events as required and update partners/interested groups of the team’s activities on a regular basis if appropriate.

Knowledge, Skills and Experience:
Educated to degree level or equivalent by experience.

Claims Handler , to handle claims against the Council

MAIN PURPOSE OF THE JOB
- To support the Risk and Insurance Manager and Senior Claims Officer in providing a comprehensive claims handling service to the community, outside bodies and officers of the Council dealing with all claims made against the Council’s Public Liability and Employers Liability policies, including repudiating or settling claims in accordance with current guidelines directly with the claimant or their representative.

Job Purpose

Work collaboratively in supporting delivery of efficiency improvements and cost reduction plans across the Council providing high quality advice and direction on financial strategies, policy, standards and practices to achieve strategic objectives.
Service/Functional Accountabilities
- Responsible for supporting the business by understanding all the financial assets, liabilities and priorities for a business operation(revenue, capital, funding streams & debt) & present options to senior managers to drive change and improve efficiency to meet strategic objectives.
- Responsible for partnering and supporting Service Directors and stakeholders to carry out financial performance management, pricing and investment analysis. In addition, support the business planning process by advising senior managers and supporting the maximisation of external funding to the Council.
- Accountable for supporting business development by using insightful predictive analytics, optimising financial modelling and commercial acumen.
- Support cross organisational projects and ensure the best commercial & value considerations to drive transparent and robust decision making. This support will involve detailed analysis and interpretation in communicating financial and performance data to support evidence-based decisions.
- Work collaboratively with Senior Finance Business Partners and Management Accountants in the development and review of financial policy and plans ensuring they reflect the Council’s strategic objectives and promote continuous improvement
- Responsible for promoting delivery of value for money services, as evidenced by benchmarked cost driver comparators to analyse financial trends and drive efficiencies. Develop networks with best in class peers.
- Support timely preparation of robust business cases & decision making documents by quantifying associated costs, benefits, risks and funding solutions, being solely accountable for the financial implications Responsible for compliance with financial regulations and professional accounting standards and financial impact assessments relating to changes in legislation or service initiatives
Skills, Knowledge and Experience
- Full CCAB / CIMA qualification with evidence of continuing professional development
- Experience in application of financial management and financial frameworks – preferably public sector, through a full financial cycle
- Excellent communication skills to influence a wide range of stakeholders and aware of the political environment in which this role operates
- Evidence of identifying improvements in financial systems and processes with a strong delivery and performance focus
- Experience of supporting the evaluation of innovative and effective means of financing the delivery of services.
- Evidence of providing financial advice to inform decision making Demonstrate experience of establishing credibility and contributing effectively with management teams and wider multi-disciplinary networks
- Knowledge of International Financial Reporting Standards Demonstrate experience of working with senior managers, working within and supporting multi-disciplinary teams to achieve service outcomes

SUMMARY OF RESPONSIBILITIES AND DUTIES:
- With appropriate supervision, assess for and provide services to children and families in need within the framework of the appropriate legislation, regulations, departmental procedures and child care policy. This will include responsibility for children and families where needs are particularly complex and problematic.
- To ensure that services are efficiently and effectively provided, liaising as necessary with other divisions, Council Departments, N.H.S. trusts, schools, carers, voluntary and independent sector providers.
- To maintain high standards of professional practice within their own workload and to promote and enhance such practice within the team and division.
- Senior Practitioners may be responsible for supervision of some staff (up to level III Social Workers) in the service and share the operational management of the service.

KNOWLEDGE

EXPERIENCE
