PURPOSE OF POST:
To assist in the provision of a comprehensive legal service to the Council, its Executive, Committees and Sub-Committees, and to Departments.
To provide legal advice and to be responsible for a personal legal case load in relation to property matters
- Give legal advice, often in relation to highly complex matters, to Officers and 25 members of the Council as required to achieve innovative solutions to problems which comply with the law.
- Conduct all types of land related transactions in an effective efficient and timely 25 manner to achieve any relevant budgetary targets or policies set by the Council while ensuring that the law is complied with.
- Carry out, with the minimum of supervision, a wide range of other legal work as 25 required, including the drafting of any necessary documents (but excluding advocacy before Courts and Tribunals) to implement decisions taken in pursuance of the Council’s functions.
- Prepare reports for and attend and give legal and procedural advice, including 15 in relation to complex and highly complex matters to the Executive, to any Committee or Members of such Executive and to such Committees, SubCommittees, Working Parties and other groups of Members or Officers as may be required to enable decisions to be taken and implemented in accordance with the law.
- Exercise judgement as to whether specialist legal advice and/or assistance is 5 required and instruct Counsel in such cases as may be approved by the Head of HR and Monitoring Officer or the Principal Solicitor (Property and Planning) to enable decisions to be taken and implemented in accordance with the law.
- Participate in projects relating to corporate, interdivisional or interdepartmental 5 work as may be required by the Principal Solicitor (Property and Planning) or the Head of HR and Monitoring Officer to enable the Council to formulate and implement policies in accordance with the law.

This is an exciting time to join Essex Educational Psychology Service (EPS). A new role of SEND Inclusion and Psychology Lead has been established in each quadrant following our redesign. They will work collaboratively across the
leadership team to strategically plan and drive forward the SEND vision for
Essex. They will lead and manage the SEND Inclusion team made up of EPs,
Inclusion Partners and Assistant EPs to effectively support individual and clusters of schools, settings and colleges to be inclusive for children with SEND.
This role includes all aspects of managing a team of EPs within the area and
holding countywide responsibilities for service-related development.
Key accountabilities
• Effectively lead and develop the SEND Inclusion team within a designated
quadrant, overseeing the system for programme allocation and management across the team.
• Accountable for the quality and impact of the work of the Inclusion team, showing a commitment to evidence-based practice. Providing support and supervision to the team for the most complex individual setting/schoolwork.
• Accountable as the professional lead for SEND Inclusion and Psychology on behalf of the local authority (LA), in one quadrant.
• Contribute to statutory processes and seek to promote effective decision making and strategic planning, resourcing and deployment of staff across the quadrant.
Work with the quadrant leadership team, social care, health, parents/carers and educational settings to innovate and co-produce news ways of working.
• Work closely with School Effectiveness Partners to develop cohesive and
collaborative practice of the SEND Inclusion and School Effectiveness teams, for
the benefit of schools and settings.
Required Skills and Experience
The successful candidate will have a Doctorate or Master’s degree in Educational
Psychology and eligibility for chartered status within the British Psychological Society. A minimum of 2 years’ experience working as an Educational
Psychologist is essential.
The role requires substantial experience as an Educational Psychologist working in a local authority context, detailed knowledge of effective research-informed
interventions, and excellent leadership skills.

To lead the team responsible for prioritising and managing the ongoing programme of changes to the borough’s waiting and loading restrictions. This includes the expansion of controlled parking, modifications to existing CPZs, disabled persons’ parking bays and new yellow line restrictions. To ensure that each meet the specified time, cost, and quality standards.
The post’s grade is PO7 but I am expecting the market day-rate to be in the region of £210.63 a day.
Knowledge
Expert knowledge of the technical and legal matters relating to expanding controlled parking, modifying existing CPZs, parking bays and waiting and loading restrictions. This includes planning requirements, sustainability and environ-mental legislation, and legislation relating to citizen involvement
Good understanding of project management methodologies and techniques for planning, monitoring and controlling projects, including quality and risk management
Good understanding of change management and performance management processes
Experience
Significant experience, ideally in London, of managing the delivery of controlled parking zones and programmes of change to waiting and loading restrictions
Experience of managing technical teams in the delivery of large capital and non-capital projects
