Your responsibilities are to:-

  • Grass cutting activities using both hand held and ride on equipment to open spaces, schools etc.
  • Assist with grave digging and cemetery related tasks when suitable training has been prided, eg machine operator, manual handling.
  • To maintain horticultural features inclusive of shrub bed and areas of annual bedding.
  • To carry out the marking and maintenance of various sports facilities.
  • To undertake landscaping of open spaces.
  • Arboriculture work.
  • To empty litter bins and to carry out litter picking to open spaces, verges and hard surfaces (reactive or proactive/scheduled).
  • Respond to fly-tipping service requests ensuring the correct process is followed for evidence collation. 
  • To ensure that vehicles are kept clean and that daily safety inspections are carried out.
  • To ensure that all plant and machinery is used in accordance with manufactures advice and instruction.
  • To carry out other duties and works to provide services for the Authority and commensurate with the terms and conditions .
  • Collect waste:-
  • Bank holiday rota � but only when the operative has indicated a willingness to be included in the rota for Waste.
  • Normal working day:- only when staff shortages are at such a level that there is no alternative and all other appropriate means to ensure cover have been exhausted.

4. Create and maintain accurate and up to date records of client’s details through bothmanual and IT recording systems in order to produce accurate statistical reports andreturns. Monitor own performance targets and evidence thorough casework.


5. Regularly liaise with all Register Providers, private landlords and other agenciesand develop links to support the housing options service. Attend appropriateprofessional meetings, including team meetings where relevant.


6. Arrange and support systems to provide home visits, appointments and duty basedcontact to people in need of advice in respect of homelessness and applications forhousing. Ensure that customers are supported to complete appropriate housingapplications and any other relevant paperwork to support their needs.


7. Support and ensure the effective management of the housing register, assist inallocating vacancies in accordance with the Allocations Policy to relevant RP’s(Registered Providers) ensuring the Council’s nomination agreements are maintained.


8. Assist and support customers to retain their existing accommodation, ensureappropriate signposting to partner agencies and be mindful of the Council’sSafeguarding policies and practices. The work also includes supporting the Homes forUkraine Scheme for Guests to secure more permanent housing should they wish toremain living in the County.


9. Support the arrangements the Council has in place for the use of temporaryaccommodation, including the use of Bed and Breakfast.


10. Notify and keep the Senior Housing Options Officer and Team Manager aware ofany budget spend in relation to temporary accommodation and seek approval for theuse of any prevention fund monies that could assist a customers in maintaining theiraccommodation.


11. Attend any Court hearing on any appropriate homelessness matters when requiredand work in collaboration with Citizens Advice Rutland to ensure the customer isalways supported. To signpost where appropriate to relevant support agenciesincluding contracted services by RCC.


12. Provide performance information and collate statistical data as required. Reportany concerns to the Senior Housing Options Officer in relation to trends that areappearing.


13. To act in accordance with the principles set out in the Employee Code of Conductand the Council’s Values, recognising the duty of all public sector employees todischarge public functions reasonably and according to the law.

The Director of Public Health is a statutory Chief Officer of the authority and is the Council and wider system leader for assessing and improving the health and wellbeing of residents, reducing inequalities in health outcomes and protecting local communities from public health hazards including infectious diseases and environmental threats. 

As the leader for health, the Director of Public Health is the principal advisor on health and wellbeing matters to elected members, officers and partners, with a leadership role spanning health improvement, health protection and healthcare public health. 

The Director of Public Health is required to be a visible system leader in Hillingdon Health and Care Partnership (HHCP) and will contribute available resources directly under the DPH control and influence HHCP resource allocation to ensure that the local public health system proactively tackles the health, care and wider determinants that affect health and wellbeing in Hillingdon communities. This will include working with local communities, to develop solutions in response to challenges that affect health and contribute to health inequalities.


  1. Statutory Responsibilities 

The statutory responsibility and purpose of the post holder is to provide leadership, deliver key functions described below. The post holder is expected to demonstrate a high level of expertise in the Faculty of Public Health Competencies (Appendix 1) and the person specifications (Appendix 2). 

The Director of Public Health is responsible for:

  • Delivering Hillingdon’s duties to protect and improve public health, and any functions and regulations to improve public health protection and health improvement delegated to the local authority by the Secretary of State
  • Being the chief officer and principal adviser for public health to the Council, system partners, and local communities, influencing policy and practice 
  • Supporting the Chief Executive and Councillors in developing and delivering the Council’s strategic agenda and maintain their confidence, and the confidence of national, and regional partners
  • An effective role as statutory member of the Council’s Health and Wellbeing Board; to advise on the development of the Joint Local Health and Wellbeing Strategy that sets out the priority assessed needs of the population, and for shaping the health and wellbeing agenda; using the national outcomes frameworks; public health, NHS and social care 
  • Being an active participant at Place through strategic participation as a leader within HHCP, contributing and directing the priorities for population health improvement, influencing change and enabling a culture of continuous improvement in health and wellbeing, innovation and evaluation. 
  • Exercising the functions of Hillingdon Council to plan for, and respond to emergencies that present a risk to the publics’ health


1. QUALIFICATIONS

Inclusion in the GMC Specialist Register/GDC Specialist List or UK Public Health Register(UKPHR)

If in the above Register / List in a specialty other than public health medicine/dental public health, must have equivalent training and/or appropriate experience of public health medicine practice

Public health specialist registrar applicants who are not yet on the GMC Specialist Register/GDC Specialist List in dental public health/UKPHR must provide verifiable signed documentary evidence that they are within 6 months of gaining entry at the date of interview; all other applicants must provide verifiable signed documentary evidence that they have applied for inclusion in the GMC/GDC/UKPHR specialist registers

2. STATUTORY or ROLE SPECIFIC REQUIREMENTS

Must meet minimum CPD requirements (i.e., be up to date) in accordance with the Faculty of Public Health requirements or other recognised body 

3. EXPERIENCE

Minimum of three years’ experience of public health practice at senior level

Experience of working in complex political and social environments

Scientific publications, presentation of papers at conferences, seminars etc

4. KNOWLEDGE & SKILLS

High level of understanding of epidemiology and statistics, public health practice, health promotion, health economics and health care evaluation

Full understanding of and commitment to addressing relationships and cultures of organisations that impact on the wider determinants of health

Full understanding of and commitment to delivery of improved health through mainstream NHS activities

Understanding of NHS and local government cultures, structures and policies

Knowledge of methods of developing clinical quality assurance, quality improvement and evidence based clinical and/or public health practice

Understanding of social and political environment

Understanding of interfaces between health and social care

Substantially numerate, with highly developed analytical skills using qualitative and quantitative data

Good presentational skills (written and oral)

Ability to design, develop, interpret and implement policies

Excellent staff and corporate management and development skills

JOB PURPOSE:

3.      DESCRIPTION OF DUTIES:

The postholder will be responsible to the Project Manager on specific matters relating to their projects. The postholder will undertake the following specific duties:

� Offer information, advice and assistance to tenants and leaseholders whilst major works are being carried out to their homes.

� Liaise with and set the standard for contractors and their RLO�s (and where appropriate consultants) engaging with residents.

� Take an active role in developing, agreeing and managing the residents� consultation plan for individual projects.

 � Agree with contractors the resident�s information packs, and format and content of updates to residents, including newsletters using a variety of media outlets.

� Coordinate the temporary or permanent re-housing of residents, where necessary. � Advise Project Managers of the likely effects of capital works on residents.

� Provide information, and assistance to leaseholders concerning their obligations to contribute to the cost of major works thorough service charge payments. � Liaise with contractors, external agencies and SHP staff to secure satisfactory outcome where there are difficulties in gaining access to dwellings or where there are other disputes with residents.

 � Ensure that insurance claims and other claims submitted by residents are processed efficiently. � Initiate and manage legal action against individual tenants and/or leaseholders where necessary.

 � Participate in the development of capital projects, as a project team member.

 � Advise Project Managers of any issues which may affect the project.

� Arrange and attend meetings, presentations and exhibitions for residents. This will require working outside normal working hours and at evenings and at various locations throughout the borough.

 � Design and carry out social surveys prior to the commencement of major projects. � Establish and maintain a customer feedback/complaints procedure for each project. � Ensure information on vulnerable residents or those posing a risk is communicated in line with policy.

� Ensure proactive approach to identify vulnerable residents within programmes, and where appropriate ensure adequate provision made for their needs long term.

 � Devise and maintain systems for reporting defects arising during the work or afterwards.

� Undertake resident satisfaction surveys following the completion of capital projects, including a full analysis of the results Page 3 of 6

� Assist in the implementation of the Best Value Action Plan for the HRA Capital Programme.
