  1. First point of contact for completing routine queries and workflow relating to
    Employment and Position Changes
    ? Honoraria Payments
    ? Document Provision
    ? Contract Changes, grade, hours
    ? Position or Hierarchy changes
  2. Prepare contracts of employments, contractual change notifications and
    associated variations
  3. Manage and resolve routine queries Employment, Position or System related
    issues.
  4. Raising calls in line with both councils Fusion related processes and managing
    their resolution, where required working with the Councils System Team when
    calls are raised to 3rd party system providers
  5. Attending drop in sessions or one2one training sessions, with managers or
    employees
  6. Exercise a good understanding of the legal requirements for Employment,

    including a working knowledge of both councils, terms and conditions.
  7. Maintain performance recording databases in respect of key performance
    indicators within the team
  8. Providing assistance & advice to other Employee and Establishment officers as
    well as the wider team, sharing knowledge.
  9. Updating the Fusion HR and Payroll system
  10. Actively participating in Testing of Fusion.
  11. Lead on any ad hoc projects relating to Employment or Hierarchies
  12. Managing the allocation of work into the corporate workflow systems
  13. Approving requests from Managers and Employees, in line with current
    processes and procedures
  14. Creating new positions, in line with HR and Council Policy and processes
  15. Updating structures in line with work flows from Fusion and ad hoc realignments.
  16. Participate in HR audits covering employment and establishment, internal
    processes to ensure council staff comply with policies, procedures and
    legislation.
  17. Identifies and records any system faults and follow these up with Senior
    Employment and Establishment Officers as well as Corporate Business System
    Team and where required liaising with Fusion and other third party system
    providers.
  18. Work flexibly across other oneSource and Council services, to provide a proactive
    and efficient service to Employees and Managers.
  19. Notifying payroll of changes that will have an impact on an individual’s pay
  20. Understands, provides advice and acts in line with terms and conditions of
    service. Meet transactional processing deadlines as part of achieving Service
    Level and Operating Level Agreements.
  21. Understands and provides advice, acts in line with and interpret relevant
    legislation.
  22. Interprets when issues are arising and flags up with the Team Lead as
    necessary.
  23. Operates within established policies, procedures and operating frameworks to
    achieve targets.
  24. Develop and maintain procedures and systems to ensure the efficient and
    effective running of the Employment and Establishment service.
  25. Contribute to the development of self-service, by working with the Employee and
    Establishment Lead on agreed delivery of support to managers and applicants
  26. Ensure records and information systems are kept accurately including the
    inputting and updating of information on appropriate computerised information
    systems.
  27. Promote the Council’s image as an employer through the implementation of best
    practice, and efficient and effective processes.
  28. Ensure the implementation of the Council’s equality and diversity objectives
    through a range of practical activities relating to employment and establishment,
    including providing advice and guidance to managers, positive action initiatives
    and monitoring and evaluation of employment and establishment outcomes.

  29. Make the best use of appropriate ICT systems including the Council’s Fusion
    System, internet and intranet, email and other systems in order to provide an
    efficient and effective employment and establishment service.
  30. Ensure work is completed and compliant with agreed timescales, targets and
    service standards.
  31. Work flexibly with colleagues across oneSource especially colleagues within the
    HR Organisation Development service to ensure excellent customer focus is
    maintained in all areas of work.
  32. Manage the Councils Resource workflow system by allocating work to available
    teams.
  33. Maintain high levels of sensitivity in relation to personal, confidential and
    sensitive issues.
  34. Implement revised and updated employment and establishment processes and
    procedures, in line with best practice, ICT systems and customer requirements,
    with a focus on offering creative solutions to resourcing needs and designing
    appropriate selection tools and tests.
  35. Assist with the review and evaluation of new processes and procedures in line
    with service standards and ensuring continuous development of the employment
    and establishment and HR service.
  36. Assist on HR and employment and establishment projects and initiatives.
  37. Actively promotes equality, diversity and inclusion within the organisation and
    acts in a manner consistent with these principles.
