Temporary Section Leader : S38 Development Agreements
Job Description
The person will:
⦁ Undertake detailed technical approval of highway works submitted for future adoption under Section 38 agreements to ensure compliance with Council standards, including liaison with other relevant teams and service areas as may be appropriate.
⦁ Instruct the Legal Section to prepare such agreements including the calculation and provision of associated engineering and commuted maintenance sums – including the preparation of authority reports as required under the Council’s constitution.
⦁ Maintain digital scheme records such that they are available to the whole S278 / S38 team.
⦁ Arrange for the updating of Council records as and when required to reflect the adoption of new roads.
⦁ Report to the management team as and when required.
⦁ Ensure that appropriate levels of accountability and governance best practice are followed.
⦁ Undertake monitoring and reporting of performance towards achievement of goals and objectives.
⦁ Organise and participate in meetings, workshops and working groups as appropriate and follow-up on agreed actions.
⦁ Act in the public interest and make a meaningful contribution to strategic discussions.
⦁ Respond to correspondence relating to the delivery of the S38 scheme.

Person Specification
Below is an outline of the required profile and experience:
⦁ Experience of the highways infrastructure design and associated standards is essential to the role.
⦁ Experience of integrating Active Travel (public transport, park and ride, cycling and walking) highway schemes is desirable.
⦁ A knowledge of the Road Safety Audit process is desirable.
⦁ An awareness of the Highways Act 1980 and related regulations is desirable.
⦁ Ability to effectively manage various internal and external stakeholders and priorities.
⦁ Ability to work to tight timescales whilst prioritising objectives.
⦁ Ability to work with new standards and innovatively incorporate them into proposed designs.
⦁ Able to work effectively as part of a team in a flexible and considerate manner and develop effective relationships.
⦁ Good communication skills and the ability to explain technical and S38 legal issues confidently and clearly.
⦁ Be enthusiastic, inquisitive and committed to pursuing and exploring all issues relevant to the management and delivery of highway adoption agreements.
⦁ The ability to work effectively with minimal supervision.
⦁ Ability to communicate effectively via electronic media and video conferencing.
⦁ Ability to store and share information in digital formats and filing/sharing systems
