Passenger Assistants (PA) accompany children and young adults, usually with additional needs (medical/behavioural), who require transport to and from school/college. There are currently approximately 800 students aged between 4-25 accessing Home to School transport which will be in either a Minibus or a Taxi. You will be providing cover for PAs who are unable to work and therefore cover maybe required during the hours of 07.00-10.00 and 14.00-17.00 Monday to Friday. We may also need to contact you during the day to arrange future cover which maybe last minute. Sometimes this is short term cover for half a day, sometimes it can be longer. It is a rewarding job with lots of variety. You’ll meet lots of students with differing needs and gain great experience whilst accompanying students into Schools across Plymouth and into Devon and Cornwall. You are paid for the time you work and will be given one day of ‘classroom’ training on Microsoft Teams before accompanying a PA on a route. Candidates should live in the Plymouth City Council Area. Please be aware these are variable hours as you will be placed on a relief register to cover PAs as and when required.

The Senior Traffic Order Officer is responsible for managing the preparation of Orders and Notices relating to Prescribed Routes, Waiting Restrictions, Controlled Parking Zones, Bus/Cycle Lanes, Speed Limits, Stopping up of highways, Road Humps and Pedestrian Crossings and any other that are deemed necessary to regulate the flow of traffic on the public highway.

Main Duties:

To lead on the coordination of order making throughout the business unit to minimise abortive work and maximise synergy of operation through developing management systems. 
• To work with other authorities and key partners of the Council and develop strong partnership  to maximise benefits and achieve efficiency of delivery.
• To act as lead officer for the liaison with all interested internal and external parties, ensuring that the Council’s statutory obligations are met and that orders are prepared in accordance with the relevant Acts of Parliament, other Legislation and the councils policy and procedures as appropriate.
• To act as lead officer for advising other team members for the procurement of external consultants  for order making and to design specifications for such.

Key Knowledge:
• Preferably, a relevant degree or professional qualification or an equivalent combination of qualification and experience together with demonstrable skills and aptitude.
• Demonstrable understanding of the procedures necessary to  deliver traffic orders in a local authority setting.
• Appropriate knowledge of current legislations  with regard to traffic regulations.
• A knowledge of project management and its application.

Relevant Experience:
Experience of working on technical schemes within a quality assured working environment.
Experience of working within a project team to agreed outputs to agreed deadlines using your own problem solving skills.

PURPOSE OF THE JOB:
This is a high profile p rofessional post with a significant impact on the Council’s overall financial position, and in terms of broader corporate objectives. The post holder will:
Be responsible for managing a small team of surveyors and support staff.
Manager or work in project teams comprised of officers from different services as well as external consultants and contractors.
Have overall responsibility for managing the Council’s Commercial Property Portfolio (400 properties); on of the Council’s most important sources of revenue.
Develop and implement a Commercial Estate Management Strategy and supporting policies.
Prepare detailed financial reports in respect of current and forecasted income and expenditure.
Develop and implement programmes of w ork including rent reviews, lease renewals, and programmes of capital investment in the commercial portfolio.
Provide high level professional advice w hich is likely to have a significant impact on the Council’s ability to deliver k ey corporate programmes such as the Estate Regeneration programme and the office accommodation strategy.
Develop and acquisitions and investment strategy with the objective of enhancing the Commercial Property portfolio and increasing rental income.
Manage the Voluntary and Community Sector (VCS) property portfolio, exercising a high degree of political sensitivity, and working closely with a wide range of stakeholders ranging from Executive members, through to commercial tenants, a nd organisations from the VCS.
Be responsible for reviewing the current V CS lettings strategy and policies and for ensuring that all properties within the VCS portfolio are managed in line with this strategy and policy.
MAIN AREAS OF RESPONSIBILITY

  1. Commercial Property Portfolio
    Develop and implement a Commercial Property Strategy (and supporting policies and procedures) which will enable the Council to achieve its financial and broader corporate objectives. Keep this under review and ensure that it continues to meet the Council’s changing circumstances.
    Develop programmes of rent r eviews and lease renewals and ensure that these are delivered by the Estates Surveyors and other staff.
    Agree financial and other targets with the Director of Finance, Assistant Director of SPS and the Head of Commercial Estates, and ensure that these are achieved.
    Keep comprehensive and up t o date performance information showing progress in delivering the programmes of work.
    Ensure that void properties are let in a timely manner and in line with t he Commercial Property Strategy and Policies.
    Manage the Income and Debt Officer to minimise rent arrears and to ensure that the appropriate adjustments are made to rent account and other records.
    Agree programmes of capital w orks to the commercial property portfolio and ensure that these are delivered.
    Work with the Head of Commercial Estates and officers from the Council’s finance division to agree annual income and expenditure budgets and ensure that these are achieved.
    Ensure that the services has e xcellent financial and performance information which is used as a key element of the management of the portfolio.
    Develop a commercial property and acquisitions a nd investment strategy for enhancing the commercial property p ortfolio (either by investment in the existing stock or through acquisition of new commercial properties).
    Keep the performance of t he commercial portfolio under review and ensure that it continues to provide the best r eturn (both financial and in terms of meeting the Council’s broader priorities).
  2. Voluntary and Community Sector Portfolio
    Implement the Council’s VCS Lettings Policy and Business Plan
    Carry out annual reviews of the VCS Lettings Policy to ensure that it continues to meet the needs and circumstances o f the Council and the VCS
    Provide highly professional advise and recommendations to senior officers and to Cabinet Members in respect of particular VCS organisations and buildings.
    Ensure that a VCS lease i s in place for every VCS o rganisation that occupiers a Council-owned VCS p roperty
    Work closely (in cross-service teams and working groups) with officers from the Council’s Community Investment and P artnerships team and from other Council Services
    Liaise with VCS organisations (both those that occupy Council properties and those seeking a property)
    Provide options appraisals, valuations, feasibility s tudies, and business cases in respect of particular VCS properties.
    Develop a programme of capital improvements to VCS properties and playing a strong “client” role in ensuring that capital projects are delivered (through the Council’s Technical Services and w here appropriate through consultants) on programme and on budget.
    Work with the Head of Commercial Estates and officers from the finance division to set annual VCS income and expenditure budgets, and then ensuring these budgets are achieved.
    Manage a team of surveyors and o ther officers to ensure that routine e state management work including rent reviews, lease renewals, and debt recovery, is managed efficiently and effectively.

The Sourcing Officer will work across the Sourcing team within Procurement & Commercial Services to provide support primarily across the three University category sourcing areas and with the wider Sourcing team as required.
• To support on low value (‘sub’ Find a Tender Services (FTS)/OJEU) procurement including providing advice on obtaining supplier quotes, requisition support, waiver submission, procurement process
• Producing low value (closed tender) documents using standard templates including standard contracts for review by team management

CIPS Level 3 or equivalent is essential. Please do not send candidates who do not meet the essential criteria, they will not be considered.
The role requires 3 days on-site at our Preston Campus in Lancashire. The remaining 2 days are working from home.
As this is maternity cover the period is not fixed, however is anticipated to be between 6 and 12 months.

Work Experience
Experience of working in a commercial environment, leading on low value purchasing projects
Demonstrable understanding of recognising the key elements in contracts relevant to protecting the contracting body
Use of technology such as e-sourcing; finance systems and Microsoft packages
Education/ Qualifications
CIPS Level 3 (or equivalent)

Able to understand customer needs and offer new ideas to influence innovative purchasing solutions
Written and verbal communication skills appropriate for the effective performance of the role and to communicate with stakeholders at all levels
Knowledge of procurement legislation, tendering, contract management and supplier management.

The role will:
• Ensure the voices of young people are heard and included in relation to decision making, policies, service development, enhancement, and review of the Enfield Youth Justice Service (YJS).
• Coordinate, support and deliver the YJS Young Consultants programme, supervising up to 6 Young Consultants per month and ensure the programme is link into the Youth Justice Service Management Board.
• Work collaboratively with YJS colleagues to encourage, engage and empower young people participate in the leadership programme to make positive change for themselves and their peers.
• Recruit and work with young people to develop an accessible and engaging monthly participation programme.

Skills, Experience, Knowledge, Behaviours

Essential:

  1. As a regular and intrinsic part of this role requires you to speak to members of the public in English, the ability to converse at ease with customers and provide advice in accurate spoken English is essential and consistent with the requirements of this role. This role also requires you to be polite and courteous when conversing with the public.
  2. A minimum of 2 years’ experience working, and positively engaging children and young people aged 11-19 particularly young people who are vulnerable.
  3. Demonstrable experience of empowering young people to speak up and have their voice heard in a meaningful manner? Ability to coach and develop young people’s interpersonal skills and confidence through training and youth support.
  4. Ability to develop positive relationship of trust with young people who may have additional needs and considered at risk of harm
  5. Have good knowledge and experience to all aspects of youth work curriculum including participation and equality and diversity. Familiar with current legislation and Government policy related to young people and youth democratic services.
  6. Experience of delivering one to one and group work interventions, information, advice and guidance for young people in a range of settings in response to their needs
  7. Demonstrable strong interpersonal communication skills such as active listening, empathy, ability to constructively challenge and resolve conflict, solution focused skills, facilitation skills and clear writing skills.
  8. Ability to work effectively with other professionals in a respectful and collaborative manner amd also
  9. Youth work skills and experience or transferable youth work skills and willingness to learn and develop youth work skills
