The London Borough of Bromley is committed to supporting our health and social care residents to receive a direct payment. Direct payments will enable the residents to achieve greater choice and control regarding their care and support needs
The direct payment team works with care managers to set up direct payments including ensuring management and payments arrangements are in place and recorded and that it meets the residents’ expectation.
The Direct Payments Officer will work with team members to provide a comprehensive, efficient, and effective health and social care direct payment function that ensures that residents are supported throughout the direct payment set up process.
SUMMARY OF RESPONSIBILITIES AND DUTIES:
- Set up service agreements on the Council’s electronic record management system to enable successful payment of goods and services related to direct payments.
- Complete amendments to direct payments on the Council’s electronic record management system.
- Terminate and suspend direct payments and record on the Council’s electronic record management system.
- Provide advice and guidance where necessary to residents in relation to direct payment set up and its process.
- Accompany where necessary care managers to residents home to complete reviews and discuss direct payments
- Receive a number of direct payment set up cases to manage and complete within an agreed time period.
- Take part in duty system – which includes responding to emails and calls from residents and colleagues as well as participate in mailshots and post tasks.
- Champion and advocate direct payment take up with residents and colleagues.
- Complete care and support planning for residents and calculate personal budgets and direct payments.
- Discuss with care managers, providers and residents any problems associated with the direct payment, delivery of service.
- Resolve problems or report to the team leader or manager.
- Attend to any complaints from residents and or their relatives, discuss with providers and find resolutions.
- Liaise with other local authorities if necessary, attend meeting and forums to identify best practices and develop such practices to benefit Bromley.
- Complete provider liaison in relation to direct payment set up, payments and management.
- To register residents on the Council’s electronic record management system for direct payment related activities.
- Facilitate the completion of direct payment compliance paperwork including prepaid card with residents.
- To answer direct payment residents’ calls regarding their direct payment.
- Escalate residents’ calls and emails to care managers and ensure that the resident receives a response.
- Provide advice regarding local domiciliary care agencies who will accept the direct payment rate.
- Provide quality assurance of the completion of direct payment paperwork and ensure all forms are recorded on the Council’s electronic record management system.
- Complete direct payment review to ensure that the direct payment is achieving the correct outcomes for the resident.
- To process referrals for interim packages of care when necessary to ensure the resident’s safety and prevent admission to an acute setting.
- Escalate any safeguarding concerns to the relevant to Team Lead and/ or appropriate Council department for action.
- Undertake any other duties commensurate with the level of the post, as required to ensure the efficient and effective running of the Department / Section.
KNOWLEDGE

The Commercial Support Officer reports directly to the HR Commercial Partner and will be integral to the delivery of our HR & OD traded services. The Commercial Support Officer will work with the HR Commercial partner to provide end-to-end management of all the HR & OD traded services contracts, service level agreements and external providers. They will be the first point of contact for schools using the service and will have responsibility for Schools SLA management and updating and developing the Action HR website.
Key activities
Building effective relationships with all commercial Traded & Shared Service customers (internal and external).
Developing relationships with external service providers (third party contractors).
Working closely with HR Commercial Partner to ensure that traded services and external provider contractual management is well organised and maintained.
Maintain processes and systems with contractors and customers; and monitor contract review dates via reviews database.
Support the HR Commercial Partner to prepare for undertaking of contract and SLA reviews ensuring legal compliance and continue to develop standards for contracts.

Upload all prices onto the SLA online portal for all customers ensuring accuracy and attention to detail.
Complete the chasing task to ensure all customers have confirmed their purchases within the designated buyback period, arranging calls with those who may not repurchase to establish the reasons and negotiate them continuing.
Run reports for relevant budget holders and stakeholders on progress throughout the SLA contract and be able to provide context around these.
Extract financial data from the SLA portal to assist in the invoicing process.
Attend workshops/ meetings held by our third party contractors to ensure knowledge of our systems is up to date to utilise these the best we can.
Ensure information on the SLA portal is easily accessible, working and engaging.

“The Market Management Service was established to ensure that Enfield’s private rented sector (PRS) meets resident’s needs. The role

Main Purpose of Post/Job Summary
To provide a comprehensive and flexible administrative Business Support Service working across a range of Council functions/departments as required, this will include implementing and maintaining business support service standards and providing an excellent standard of customer service for internal and external customers.
To contribute as team member to the provision of a modern, professional, high quality and responsive business support and customer focused service to support the Corporate and Business Plans of Newry, Mourne and Down District Council.
Duties and Responsibilities
- Provide comprehensive administrative and secretarial support to a number of Council Officers on a daily basis including acting as point of contact for a service or department.
- Provide seamless confidential business support and administrative cover working cross departmentally as required within the Business Support Service.
- Provide business support to agreed service standards and standard operating procedures to ensure the highest standards of work, including effective and efficient turnaround times and work prioritisation.
- Process and record applications, system transactions and queries in accordance with approved operating procedures.
- Provide an excellent standard of customer service, including reception services and liaison with other departments of the council, external agencies and members of the public. This will include taking ownership of customer queries and complaints and following through to completion.
- Provide advice and information to colleagues and customers on business support processes.
- Process and maintain a range of data and document management systems, this will include filing, archiving, retrieval, research, checking for accuracy, transfer of data to other agencies in line with statutory or service level agreement requirements.
- Prepare papers and reports actioning recommendations and maintaining follow up and manage correspondence in accordance with departmental procedures.
- Process financial transactions, to include recording and receipt of all monies (including credit card payments), bank lodgements, updating financial records, generating and processing invoices for authorisation, purchasing goods and/or services, maintaining stock control records, assisting with financial claims and budget monitoring in accordance with financial regulations and governance.
- Operate and monitor the Council’s manual and computerised booking/requisition systems in accordance with approved procedures.
- Acknowledge correspondence received and draft, issue and respond in accordance with departmental procedures and agreed timescales.
- Organise meetings, prepare agendas, service meetings, take minutes, distribute all relevant documents, action recommendations and maintain follow up as required.
- Assist in the delivery of departmental projects and events, as required.
- Assist in the maintenance of relevant Business Support Systems and Quality Management Systems including monitoring and review of systems and implementing improvements as directed.
- Provide peer support with staff inductions, work placement students, training and development programmes in accordance with Council policy and procedures.
- Contribute to all aspects of service delivery within the Business Support Service, delivering high quality and cost effective services.
Performance Improvement
- Keep up-to-date with changes and amendments to relevant and allied procedures including areas of best practice relating to the post holder’s service area.
- Participate in employee training and development activities to ensure that knowledge, skills and competence required to fulfil the role in full are up to date.

Flintshire Hospital Social Work teams have access to various supporting services such as an in-house Reablement team, Community Resource team, Intermediate Care and therapeutic intervention for individuals.
This role is fast paced and you will hold the case until the person is discharged to the ‘Discharge to Assess/Intake’ team with short term intervention. Flintshire has a good track record for supporting their employee’s well-being and career development via regular supportive one to one supervision and the opportunity for peer support and training.

Planning Support Officer
This is a short term opportunity whilst we seek to fill the position on a permanent basis (recruitment currently underway) within our Planning administration team.
