The Brokerage Team works as part of the Commissioning and Procurement Team in Adult Social Care Team to source care from contracted care providers which will support people to live the lives they want to lead.

The Role
This is a fast paced role with priorities changing rapidly often during the same day. Reporting to the Self Directed Support Team Leader, you will be a resilient motivated individual and use you wide ranging Social Care Market knowledge and experience of health and social care to broker services and support for Vulnerable People in accordance with the Care Act 2014. As an innovative, vibrant thinker, you will influence colleagues, negotiate with, and manage, providers to deliver best value for money services. Your understanding of the Council’s cost challenges, operating processes and legislation around Vulnerable People will drive you optimise contractual agreements whilst safeguarding people and improving their outcomes. Focusing on continuous improvement methodologies you will work closely with social work teams, procurement, commissioners, partners and wider Council teams to provide value for money brokered solutions and, where applicable, suggest alternative options where it would offer better overall outcomes and value.
As an experienced team player, your support and close working relationship with colleagues in your wider team will be invaluable to ensure the whole team is always available and able to respond and support our internal and external customers.
Key requirements
You will be a resilient driven individual with a proven working knowledge of the health and social care sector and the brokerage function alongside an up to date understanding of the legislation associated with care and obligations relating to Vulnerable People. You must be an experienced and proficient user of all Microsoft packages and SharePoint You must be a flexible worker as the brokerage team manages care across 7 days so a rota is in place for occasional weekend and bank holiday working to meet demand as required.

We are looking to appoint a dynamic practitioner who has experience of working with vulnerable young people preferably in an education setting. In doing so, you will liaise closely with and support foster carers and residential home key workers, social workers, personal advisors and designated teachers/student support services in schools and colleges.
The successful candidate will have good knowledge of the English education system, including assessment across the Key Stages and post 16 pathways.
We are seeking someone who is passionate about enabling Looked After Children and Care Leavers to progress educationally in line with their non-looked after peers.
Our ideal person sticks to deadlines, thinks on their feet, is hardworking, supportive of staff and the team around the child, approachable and friendly. They will be excellent at managing a very busy schedule, organised and pro-active, especially in setting up enrichment activities for our young people. ROLE PURPOSE:

- Hold a caseload of Looked After Children (placed in and out of borough) as decided by the Virtual School Headteacher
- Track the attainment and progress of all Looked After Children (from Nursery to age 18) on their caseload
- Raise the attainment of Looked After Children by chairing and producing high quality, timely Personal Education Plans (PEPs) and monitoring the progress and outcomes of PEP targets.
- Promote a multiagency approach to working with Looked After Children and Care Leavers, particularly in regards to their education
- Advise and support Care Leavers still in education, employment or training, as required
- Contribute to the provision of enrichment and extra-curricular learning activities for Looked After Children and Care Leavers
- Pro-actively develop and maintain effective working relationships with other agencies to ensure joined up services for Looked After Children and Care Leavers

This is a strategic role accountable for developing strategies, action plans and processes which support the continued development of the SEND agenda to ensure it is embedded within social care operations and practice across both children’s and adult services. To contribute to and influence the development of services and support for children and young people with SEND.
To establish and lead a network of social care SEND ‘champions’ and link workers. Facilitating and overseeing the implementation of the SEND agenda within social care through this network and gathering insight and intelligence from them and other groups such as the parent carer forum to inform future planning. To support development of a data dashboard in relation to social care data and report to the SEND development group and SEND partnership board.
To be responsible for developing social care aspects of the Local Offer that provide relevant advice and information and meet all legislative requirements. With in – depth knowledge, and understanding of both social care operations and the SEND agenda , identify areas where social care services need further development to ensure compliance with the SEND Code of Practice – generating solutions and implementing strategies and plans to address this – aligning these to social care’s operational and business plans and statutory obligations.
To negotiate with and influence others, build and nurture effective partnerships, working collaboratively with a wide range of stakeholders across the Local Authority, community, parent and voluntary organisations, promoting opportunities for co-production. Gather feedback from children and young people – develop case studies to ensure that the voice of the child at heart of our practice influencing future service developments.
To participate in Quality Assurance and dip sampling of EHCP To act as the regional and national interface, representing social care at key regional and national events, and be a source of expert professional advice on SEND reforms relating to social care within the Local Authority. To ensure that learning from SEND inspections is used to improve practice and inform service developments.
To attend the SEN Panel as the Social Care lead to ensure Social Care actions are communicated and followed up from the Panel as well as ensuring wider learning from Panel impacts on practice.
The post holder will represent Enfield Council at key regional and national events and will be a source of expert professional advice on SEND reforms relating to social care within Enfield and will seek to learn nationally from the evidence base of best practice.
