At present the team has 7 members of staff including the team leaders. The team includes

2 staff members are part time (one works four days a week and the other 6 hours a day)
1 is an apprentice and only works 2 days
3 staff members work full time

The CRF team administers financial support Looked After Children for Asylum Seekers, Care Leavers, and Children In Need with a core focus on the systems administration and processing 941 weekly Bank, PFS and Bops payments. In addition to the weekly payments the team process about 150 one off payments per week which includes the issuing off petty cash and cheques. The team is also responsible for setting up Setting up rent accounts for Asylum care leavers and section 17 families. The apprentice who has was processing asylum weekly/monthly stats is longer able to do this task as he is now supporting another team. The team monitors Junior ISA/Trust funds for all looked and care leavers and the grant claim for 299 asylum clients. Care packages/placements in Art support trays for providers and payments are administered across the team but primarily by 1.5 FTE staff members.
Local Authorities across the board have seen an increase of approximately 80% in the cost of children’s packages during the pandemic. This has been caused by provider price increases combined with a surge in referrals.
Covid has resulted in an increase in the number of domestic abuse referrals, new-born children presenting in care proceeding, new UASC arrivals and increases in young people self-harming. The corresponding increase in demand for children’s social care services and support has impacted heavily upon the CRF team responsible for the financial administration of the packages and placements.
Demand for provision is expected to increase further as support services begin to resume following the pandemic with a backlog of cases relating to children unable to access support services, now with more complex and challenging needs, expected to emerge.

This request for agency resource is made to enable the CRF Officers to continue to support the increased demand for Children’s social care packages and placements fulling the statutory obligations of the authority and also facilitating provider payments thereby avoiding any potential risks to continuity of provision. Also, to avoid the risk of inputting and providing inaccurate data.

ROLE PURPOSE:

The Insurance team provides a support service to all Council services with the aim of minimising the Council’s exposure to financial loss and liability. The team is responsible for developing and implementing an active operational risk management programme across all Council services and at all levels, coupled with the provision of appropriate insurance cover.

This post can at times be under significant time pressures which need to be managed effectively; externally from claimants solicitors, the Council’s Insurers and the Courts, and internally to obtain prompt co-operation and information from service managers.

A significant part of the work of the team is affected by reforms to the Civil Justice System (the ‘Woolf’ reforms) which lay down strict time limits for filing defences and supplying supporting evidence. The deadlines are tight which means that significant cost can fall to the Council, including fines imposed by the court as well as compromising the Council’s defences, if the right quality and quantity of work is not achieved in line with the statutory timetable.

The main duties of the Senior Insurance Officer posts are to administer and manage insurance policies, records and claims alongside processing information on incidents involving real or potential financial loss to the Council. This involves considerable contact with other Council services, insurers, loss adjusters, solicitors and with members of the public, which can be in writing, by telephone and in person. The duties will also involve regular computer input and analysis of claims information.

EXPERIENCE

Experience of dealing with signifcant insurance tenders and renewals

We have a new opportunity coming up for an Occupational Therapist on a 3 month contract, 37 hours per week.
We are looking for a qualified OT or possibly an OTA with experience working with older people with long term conditions. Salary Grade 11 equivalent.
The OT will be carrying out risk assessments and downsizing packages of care enabling those we serve to live independent and fulfilling lives with the right support in place.
There will be the opportunity to work in a flexible way, with homeworking options available for the administrative elements of the post. This could potentially be 3 days on the Island and 2 days at home.
Due to the nature of the role, applicants will need to have their own vehicle to travel around the Island and will also need a full DBS check.
Applicants should be person centred and have a current HCPC registration as an Occupational Therapist.
Experience of working in partnerships to ensure the best outcomes for the people served is essential .
Rate is negotiable.

The SEND Advanced Practitioner is about promoting, monitoring and developing quality assurance practice within SEND
• They should have, or be willing to develop, specialist knowledge of SEND practice, which can be used across Children and Adult services and with our health colleagues.
• They will also represent the service in developing key service provision/local strategic initiatives to ensure joined up working and outputs across the Local Area.
• They will support colleagues in the SEND service and across all partners to undertake joint audits for improved outcomes and life chances for SEND children, young people and young adults, parents and carers who use the service.
• To support SEND Management Team in working alongside parent groups, young people’s participation groups and any other relevant stakeholder group.

Experience
Significant experience of Advanced Practitioner delivery in special educational needs services for children and young people.
Experience of implementing continual improvement in the quality assurance of SEND practices.
Significant experience of contributing to the delivery of high quality services for children and young people and/or adults with disabilities, and/or special educational needs.
Evidence of successful integrated working with colleagues across service and partner agencies to promote the best interests of children and young people and/or adults with disabilities, and/or special educational needs.
Experience of being involved in monitoring services and implementing action plans following audit and inspection.
Experience of engaging people who use services and using their feedback to improve service provision.
Experience in children and / or adults safeguarding.
Involvement in the monitoring and evaluating of outcomes for groups of children with a wide range of additional needs in a wide range of educational settings.
Experience of designing and delivering guidance materials, and briefings aimed at a wide range of staff, partners and parent/carers
Experience of evaluating the impact of specific interventions for children and young people with SEND.

Qualifications/Training
Appropriate professional qualification or related level 4 qualification (DipSW, Degree, CQSW or Educational equivalent).
Knowledge of current SEND research and evidence to inform practice.
