To complete ASB risk assessments, to ensure effective risk management plans are in place for victims identified at a higher risk of harm. To use a variety of legal and non legal remedies as part of interventions to deal with those engaged in anti-social behaviour and crime. To investigate and deal with issues including (but not limited to): 

•          Domestic Abuse

•          Mental Health

•          Hate Crime

•          Child Sexual and Criminal Exploitation

•          Vulnerable Adults

•          Drug Attractor addresses

•          Brothels

•          Misuse of Public Spaces

•          ASB and Crime on Housing Estates

To manage priority 1 level cases on behalf of council housing. To promptly challenge anti-social behaviour, working closely with relevant teams in Council Housing and other internal services and external organisations.  To work with Police and other agencies to  use a variety of legal and non-legal measures that are available to tackle crime and ASB reported in and around Enfield Council’s social housing stock.

To follow policies and procedures when dealing with victims and perpetrators of anti- social behaviour. To refer high risk cases and locational issues to existing multi-agency panels ie CMARAC and PPSG.

To represent the ASB Team at case work management meetings relevant to Crime and ASB ie Domestic Abuse MARAC and Intergrated Offender Management Panel

Education and Experience     

Essential Criteria

Responsibilities

  1. To effectively manage two direct reports (2 SEHCP Coordinators, the SEND Tribunal Caseworker and the 0-5 EHCP Coordinator) and the overall casework team ensuring that staff are motivated and supported in all casework processes for the old and new  legislation, that this runs smoothly, statutory timescales are met and service delivery to all clients is of the highest standard and meets both quality outcomes and statutory targets and to promote excellence in practice using evidenced based methods.

A Tree Officer is required within the Planning (Development Management) team to  assess trees for TPO; manage caseload of tree works applications and consider development impacts upon trees associated with planning proposals.

General description of role

An opportunity has arisen for a well organised and effective individual to join our busy Development Management Service in the role of Tree Officer. 

The role will involve assessing planning applications in relation to the impact upon trees, and assessing proposals to carry out works to protected trees, liaising with applicants and their agents, where required. Job Description : In this exciting role, you will be required to act as a lead professional responsible for delivering a statutory social work service to those people who access or need the service, to include assessment, planning, implementing and review, and being responsible for leading on a specialist area of service delivery, ensuring that key developments are communicated to colleagues and that business change is successfully implemented. You will work effectively in partnership with other staff and voluntary agencies, and demonstrate a thorough understanding of all the relevant health, voluntary and private services in the area. The role will involve regular exposure to people who access or need the service and/or subject matter which may place significant emotional demands on you, for example significant work involving dealing with highly complex social work cases and leading on safeguarding enquiries. You should be resilient in working with challenging behaviours from those accessing the service. You will act as a senior professional representative for the service by working with a focus on ensuring the effective delivery of services to those people who access or need the service, acting with integrity, professionalism and respect on behalf of the organisation, ensuring at all times that the needs of individuals and the business are paramount. You will also provide regular supervision to other qualified Social Workers within the team. You will remain up-to-date and compliant with all relevant legislation and adhere to organisational procedures, policies and codes of conduct as well as Social Work England professional standards in order to uphold a high-quality, seamless service. You will be expected to work within organisational, policy and legislative requirements.

Key Skills:

1. Ability to work proactively as a member of the team to make an accurate

assessment of needs and negotiate and implement effective plans and

outcomes, whilst prioritising workload and meeting deadlines.

2. Demonstrable evidence of leadership skills when working in partnership with

people, carers, colleagues, and a variety of external agencies in complex

situations to meet people’s outcomes.

3. Expertise of managing situations with complex and competing risks, utilising

a risk enablement approach, and using evidence-based practice. Solution

focussed with the ability to analyse complex situations and provide forward

thinking strategies and solutions that consider a variety of possible strength-

based solutions, balancing risks, resources and desired outcomes.

4. Expertise in leading on safeguarding enquiries.

5. Highly developed communication skills to influence in a multi-disciplinary

setting and communicate clearly and effectively to explain complicated

information to a wide range of people and negotiate and persuade others to

adopt a particular course of action that they may not otherwise wish to take.

6. Able to model and use social work skills in practice, supervision, mentoring

and leadership to develop and maintain an environment in which

professionally curiosity, critical reflection and analysis is valued, staff are

supported their find own solutions and practice capability is developed.

7. Able to employ a range of social work approaches and interventions, based

on theory, research evidence and evaluation, linking theory to practice

including acting as a subject matter expert in one or more specialist areas of

intervention.

8. Working autonomously with a highly complex, varied caseload often involving

managing high levels of risk, prioritising, and organising own work and work

of others to meet agreed performance expectations.

9. Able to diagnose, research, analyse and interpret highly complex or technical

information to make or support effective and robust judgements; and write

reports and implement recommendations. Using evidence gained to inform

good practice and maintain a focus on positive outcomes for service users,

families, carers and communities. Ability to think creatively, innovatively and

laterally and to adapt to changing situations in a measured and flexible

manner to tailor the advice.

10.Ability to be proactive in maintaining up-to-date knowledge and

understanding of changes in legislation and effectively lead and supervise

others to enhance and support legally compliant practice.

Qualifications and/or experience:

• Degree in Social Work or a recognised equivalent Social Work qualification

Pay : Payrate : Up to £38 per hour . We are bound by the MoC, which means pay rates are capped. Whist we are able to pay up to £38 per hour, this rate is for those deemed to be at a qualified level for at least 2 years . Working arrangements – Mix of home and office and face to face to visits In this varied and challenging role, you will work with both Health & Social Care colleagues to provide an excellent Social Work Service. In West Sussex we have a real focus on strengths-based approaches and community led support; both yourself and the team will be working hard to support people to regain their skills and independence following their hospital admission, wherever possible. As an experienced Social Worker, your focus will be on delivering statutory social work service. This includes undertaking complex work, and ensuring work is delivered in a timely manner. You will work collaboratively with individuals and effectively into the future. You will remain up to date and compliant with all relevant legislation and adhere to organisational procedures, policies, codes of conduct and the values of West Sussex. You will also carry a small complex case load and supervise a small number of staff within the team, including supporting our duty function. The role will involve you working with the Northern area Social work teams. These teams comprise the Mid-Sussex, Horsham and Crawley teams, working out of County Hall North and Crawley Library (if designated to work with the Crawley team). Key Accountabilities •Act as a professional representative for the service by working with a focus on delivering services to those people who access or need the service, acting with integrity, professionalism and respect on behalf of the organisation, ensuring at all times that the needs of individuals are paramount. • We are committed to safeguarding and promoting the welfare of children, young people and vulnerable adults. • Prepare for, and work with individuals, families, carers, groups and communities to assess their needs and circumstances, implement care packages and evaluate and monitor progress considering best value care package options. • Participate in a help desk/duty system and manage a caseload under regular supervision. Assess needs, risks and options taking into account legal and other requirements. Work effectively in partnership with other staff and voluntary agencies and gain a good understanding of all the relevant health, voluntary and private services in the area. • Report any allegation or suspicions of abuse or potential abuse of a vulnerable person to an immediate manager or supervisor. Contribute to Safeguarding Investigations and child/adult protection planning where appropriate. • Use professional knowledge to negotiate with and on behalf of those people who access or need the service and with a wide range of providers and other professionals. • Ensure effective implementation of department policies and procedures in line with statutory responsibilities. • Maintain accurate records of all work undertaken and produce case reports and correspondence for a variety of audiences including meetings, conferences, court, panels and other agencies. • To contribute to initiatives and development work as required. • To develop effective working relationships and communicate effectively with those people who access or need the service, families, carers, colleagues and other professionals in order to deliver the appropriate interventions. • Prepare for, attend, contribute and participate fully in supervision. • Support Family Aides/Community Support Workers and sessional workers in providing care and support for vulnerable people and their families as required. Assist in supervision and mentoring of students as appropriate. • Ensure the best value use of resources particularly when commissioning work. • Responsible for small expenditures from an agreed budget when appropriate.
