Job Purpose

To inspect highways assets to ensure that they are safe for public use and ensure that the appropriate action is taken in respect to any defects identified, including issuing work to contractors, check completed work and monitoring progress. To be part of the highways on call system and respond to emergencies out of hours, including winter maintenance.

Main Areas of Responsibility:

•          To undertake highway related inspections (both walked and driven) in accordance with the Highways Act 1980, the New Roads and Street Works Act 1991, and Well Managed Highways Infrastructure – A code of Practice, and maintain and update all associated records

•          To ensure that all works and inspections are undertaken within the correct timescales and to the appropriate standards in accordance with current Council policy and guidelines, leading to the achievement of business and service targets

•          To log and report defects on assets such as, for example, carriageway and footway surfaces, street furniture, carriageway markings and highway drainage 

•          To raise works orders as a result of undertaking routine Section 58 Inspections, ad hoc inspections, claims investigations, and serviceability inspections as part of ongoing highway maintenance activity. Check works are carried out correctly and to the required standards

•          The job will be mostly site-based and will require work to be carried out in adverse conditions

The role is office based in Huyton two or three days per week, usually on a Monday or Tuesday.

The candidate must have experience of working with legal data bases and the family court.

Exceptionally attendance at court may be required although this is only likely if it is a requirement of a compliance hearing.

The role is 36 hours a week with a flexi time approach to the hours worked.

The candidate is required to hold a DBS or be able to very quickly provide a DBS once appointed.The work demand arises largely due to an increase in caseloads.  Recruitment for full time posts has concluded but candidates have expressed the need to serve 2 months notice and the contractual offer will take a number  of weeks due to needing a DBS.

Pembrokeshire County Council is seeking to appoint a focussed, dynamic planning ecologist with excellent communications skills to support the delivery of development that enhances the built and natural environment in Pembrokeshire.    

The post holder will provide specialist advice and information on ecology (and nutrient neutrality) with regard to the land use planning process primarily in respect of the Local Planning Authority’s Development Management function ensuring compliance with related legislation and policy. 

You will need a degree in ecology or related subject with a significant period of relevant experience of work of a similar nature.  Knowledge of applicable legislation such as the Habitats Regulations and planning legislation and guidance is also essential.  You will be an articulate and effective communicator, self-motivated, organised and highly computer literate, including using GIS and databases. 1.         Advise on appropriate mitigation and provide consultation comments on planning applications in relation to ecological matters.

2.         Regularly liaise externally with applicants, planning agents, consultants, developers, consultees, ecological consultants on matters relating to ecological requirements of planning applications. 

3.         Provide specialist advice to colleagues in Conservation, Planning and other directorates such as Highways, Infrastructure and Projects on a frequent basis, and also the Biodiversity Champion.
