We are looking for a co-ordinator who will join our team of 12 admin support. You’ll be providing self-directed and proactive, confidential professional business and administrative support. This will include various admin tasks including such as attending complex meetings to produce written records, and providing assistance to senior leaders to enable them to deliver their strategic objectives and key outcomes.

Working Arrangements : The team currently work from home and come into the office once a week, on Wednesdays. Occasionally meetings take place in the other WSCC offices, so you’ll also need to be able to travel independently around the county.

The Strategic Property Development team at Enfield Council manages a varied, primarily commercial development portfolio, dealing with everything from industrial estates to mixed-use regeneration schemes, joint ventures and land promotion activities.

The Role
We are looking for 2 experienced Principal Development Managers, who will manage, develop, acquire and dispose of primarily commercial property and promote land for mixed-use development.
Duties will include negotiating development and conditional sale agreements, managing joint venture relationships, funding agreements, agreeing Heads of Terms for property acquisitions and disposals, instructing and monitoring external agents and working with the Council’s external consultant teams on promoting land for development through the Local Plan process.
The successful candidates will be responsible for a portfolio of projects and workstreams, working within a small, dedicated team which reports to the Head of Strategic Property Development.
You will work collaboratively with colleagues in Strategic Property Services, Legal, HRA, Finance and other departments, to maximise asset value and generate new revenue streams or capital receipts through the team’s external market-facing activities, raise standards and support service delivery.
The Team
Strategic Property Development is a small but growing team of property specialists, who are passionate about optimising Enfield Council’s property assets and community dividends. We have an ambitious programme of projects, guided by the Council’s Strategic Asset Management Plan (SAMP) to deliver on the Council’s broadest corporate objectives including economic growth, environmental sustainability and expanding opportunities for new employment and housing in the Borough.
We are also growing the Council’s capacity and capability in Geographical Information Systems (mapped data) and our aim is to have a property team, to provide Enfield Council with an exemplar professional property service.
The Requirements
You will be an experienced Development Manager with strong commercial acumen and proven competencies in a variety of project delivery models and asset types.
You will play a pivotal role in managing a diverse range of workstreams working with a variety of client group and will need to demonstrate a good understanding of the challenges and opportunities facing local government in relation to the optimisation of its property estate.
You must have a proven ability to generate new income and capital receipt opportunities, as well as the ability to manage expenditure whilst delivering projects on time and within budget.
The role may require you to supervise in-house staff, as well as managing external providers of professional services who support the development management team.

Licensing Enforcement Officer, experience in taxi’s would be very useful. Also covers Licensing Act, gambling, caravans, street trading, etc.
Main Purpose
Protects public safety and animal welfare providing technical and enforcement services in the FLOS Team and is jointly responsible for the delivery of the inspection programme and enforcement across the district.
Takes a lead role for the provision of complex specified service areas. Deals with complex and non-routine enquiries.
Responsible for developing and reviewing policy and procedures e.g. Taxi “Rulebook”, Criminal Record, Enforcement, Licensing Act, Gambling Act, Street Trading, charity collections etc.
Interview drivers for licences to drive Hackney Carriages and Private Hire vehicles. Decides on the fitness and suitability of applicant’s, vehicles, premises and records to comply with the standards required under legislation before the issue of licences. Meets and deals with licence holders on problems they may have regarding the regulations etc.
Delivers a risk based inspection programme of all licenced premises focussed on performance targets e.g. animal boarding, riding establishments, zoos, scrap metal, licenced premises, alcohol, gambling, caravan sites etc.
Decides when a licence application has been properly submitted, and where relevant, decides what conditions should be attached to a licence. Decides on licence approval or refusal making reference to local procedures, council policy, legislation, government guidance and regulations to a greater or lesser degree depending on availability. Refers to a hearing when appropriate.
Determines contested applications, reports to hearing and court at appeal
Investigates complaints concerning licensed premises, vehicles and unlicensed activities.
Works with partner agencies such as police and trading standards to ensure compliance with legislation.
Takes enforcement action, serves legal notices, suspends and revokes licences as appropriate. Has responsibility for enforcement outside of normal working hours. Undertakes recorded interviews under caution. Prepares prosecution file in accordance with the Safer Communities Enforcement Policy. Prepares own witness statements and those of witnesses, attends court and gives evidence.
Arranges vehicle Compliance Tests in accordance with the Hackney Carriage regulations and issues certificates. Liaises with garages re problem vehicles, visits garage if required and adjudicates where vehicles have failed. Handles any complaints from the garage against the driver of the Hackney/Private hire vehicle when attending their Compliance Test.
Ensures taxi fare meters are sited and operated and calibrated correctly. Carries out checks on suspected abuse of meters. Undertakes meter tests of vehicles over a measured distance.
Represents Harrogate Borough Council on external groups/forums and participates in Corporate working groups relating to all Licensing matters.
Prepares and presents reports on all aspects licensing work for Head of Service, Cabinet Members and Committees, attends meetings giving advice, guidance and evidence.
Responsible for the enforcement & recovery of Licence fees throughout the year. Must follow agreed accountancy and audit procedures in handling, banking, receipting and balancing of all money.
Liaises with the trade in relation to matters such as policy, compliance etc. Facilitates forum groups such as Pubwatch, Offwatch, Taxi Liaison group and other local liaison groups.
Checks and determines eligibility using Disclosure and Barring Service, Police and medical reports.
Works with immigration and safeguarding agencies to prevent and detect serious crimes.
Reviews and updates as necessary all systems, forms and procedures in liaison with Technical Support Team.
Participates in and provides training and education in Licensing matters/updates to staff.
Ensures that all relevant targets and performance standards are met.
Identifies and delivers opportunities for fee paid services in accordance with the Charging for Services Policy.

About the job You will work as part of a strong and dynamic Occupational therapy service. About the job You will work as part of a strong and dynamic Occupational therapy service. In this role you will be required to undertake strengths-based assessments (as directed by Care Act 2014) utilising Occupational Therapy skills and knowledge to develop and implement a plan of support, aimed at improving wellbeing and delivering outcomes for people. The OT will be required to assess and provide equipment and minor works and have good manual handling knowledge and ability ensuring the reablement programme is monitored and reviewed and the person’s outcomes are met.
The plan may include advice, information, the provision of assistive equipment and recommendations for home adaptation. You’ll be expected to use up to date evidence-based practice to inform your intervention and where appropriate carry out risk assessments and undertake assessments under the Mental capacity Act and/or Deprivation of Liberty safeguards. Maintaining continual professional development (CPD) and sharing best practice with colleagues to deliver positive outcomes for residents in West Sussex is key. Linking people back into their communities, removing barriers to engagement and providing interventions that support resilience and maintain wellbeing is also essential to this role.
Key Skills:
- Ability to apply a risk enablement approach and use evidence-based practice.

- Sound and accurate IT skills to ensure effective record keeping, respecting confidentiality.
Qualifications and/or experience:
• Diploma / BSc Occupational Therapy or equivalent Occupational Therapy qualification.
• Registration with Health and Care Professions Council (HCPC).
• Experience of undertaking clinical functional assessments and of Occupational Therapy intervention planning, implementation and review.
• Experience of working as an Occupational Therapist with people with physical disabilities in the community providing appropriate interventions to enable independence at home.

Job Purpose
To provide Occupational Therapy assessments for individuals and their carers to assist them reaching their occupational outcomes within their home environment for those with long term barriers caused by their health. To subsequently work with them to formulate an action plan to remove barriers, building on the person’s strengths, supporting them to optimise function. Where required to recommend techniques, equipment and/or adaptations to enable them to continue living at home/in the community with as much independence as possible. To review interventions and build ongoing resilience prior to closure.
- Complete the Occupational Therapy process, in various settings within the community, for example people’s own homes, sheltered and residential homes or schools, working closely with colleagues in housing, health, care services, and the third sector managing a caseload of complex cases.
- Carry out outcome focussed occupational therapy assessments, and specialist assessments with regards to manual handling, positive risk taking, seating assessments and the environment to support the planning of detailed recommendations and interventions.
- Demonstrate knowledge and share techniques as appropriate to support people to develop optimal levels of functioning and to support their carers where possible.
- Assessment and provision where required of disability equipment, to use or rule out core stock and/or including researching non-stock specialist orders that will assist clients and / or carer’s to achieve / optimize safety and independence with daily living tasks.
- Assessment and recommendations where required to support the provision of adaptations to include minor and major adaptations to people’s homes in conjunction with housing colleagues and partners to assist clients and/or carer’s to achieve optimum independence in achieving their occupational outcomes. Where adaptations are not appropriate, the OT will assist in initiation and completion of re-housing assessments.
- Carrying out continued professional development, including attending and receiving appropriate training, receiving regular clinical supervision, completing reflective practice, maintaining a professional portfolio, active participation in student fieldwork education, adhering to professional code of conduct and code of ethics, adhering, ensuring membership to essential professional bodies (HCPC/RCOT) and pursuing special interest group membership where appropriate to field of practice.
