To work under the direction of the Safer Communities Operation Manager in the Safer Communities Service to ensure the effective and efficient running of the licensing service and discharge the Council’s statutory duties in respect of a range of licensing functions and to serve the Council, its Committee Members and Officers.
The service is responsible for administering and enforcing a variety of licensing registrations and permit regimes, including those related to alcohol, entertainment and late night refreshments; gambling premises and lotteries; animal establishments, scrap metal and marriages.
The successful candidate will:
(1) have excellent knowledge of Licensing Act 2003, Gambling Act 2005 and other licensing legislation related to the post.
(2) administer applications for the grant, renewal, transfer and variation of a variety of licences, registrations and permits utilising appropriate systems and databases for recording information accurately and timely in accordance with set procedures and GDPR requirements.
(3) carry out associated licensing enforcement responsibilities in line with Council’s Enforcement Policy including responding to complaints, carrying out routine inspections, interviewing witnesses and licensees and others. These duties may include formal interviews of individuals subject to potential criminal prosecution under caution; preparing committee reports, files for evidence and statements; giving evidence at the licensing committee and magistrates and other appropriate courts acting as witness or investigating officer.
(4) carry out inspections of licensed premises and address non-compliance through a stepped approach according to the Council’s enforcement policy. This will involve visits to premises outside of usual office hours.
Knowledge
Excellent knowledge of Licensing Act 2003, Gambling Act 2005 and other
licensing legislation related to the post.

Social Workers receive a Welcome Bonus of £1000 paid in your first month salary followed by a Retention Bonus of £1000 after your first completed year of service, a retention bonus of £2000 after your second completed year, followed by a retention bonus of £3000 every completed year thereafter.
Brief Description of job role and department
⦁ As a social worker in the London Borough of Sutton your role will be to act as an officer of the Local Authority and execute statutory functions ensuring that individuals are safeguarded and supported to achieve positive outcomes.
⦁ You will work in partnership with people, other professionals and agencies and intervene to safeguard individuals, promote social change, maximise independence and provide appropriate information and advice about third sector and universal services which support positive outcomes.
⦁ You will have the ability to apply professional curiosity and use social work theories and knowledge to formulate and test hypotheses reaching a professional judgement and decision.
⦁ You will produce a good standard of professional documentation relevant to your service area and be able to prioritise your workload and work within defined timescales.
⦁ Principles of human rights and social justice are fundamental to the role and you will be required to be able to effectively balance the protection of individual rights against the need to use professional authority and accountability effectively to safeguard vulnerable individuals.

Person specification (knowledge, skills, experience and behaviours required in the role)
- Social work qualification and at least one year’s post qualifying experience in a social work role and be able to meet the requirements of the social work regulator. With the exception of Newly qualified Social Workers (ASYE).
- A current valid UK driving licence and the use of a car for work, with valid insurance covering business use – where required.
- Demonstrate an effective and active use of supervision for accountability, professional reflection and development
- Demonstrate an ability and understanding of the frameworks, theory and research which are applicable to the practice setting.
- Demonstrate a working knowledge and understanding of the legal and policy frameworks and guidance that inform social work practice and which safeguard vulnerable service users. (Relating specifically to the area in which this post is placed).
- Demonstrate an ability to clearly and effectively communicate with service users, families and carers colleagues, and other professionals ensuring that individual’s views opinions and wishes are explicitly recorded using a range of tools and techniques applicable to the service sector.

We are looking for a Principal Social Worker which will focus on Court Work.
You will be a case holding social worker working with approximately 10/11 children (4/5 families) who are subject to care proceedings. You will be responsible for all aspects of the case management including statutory visiting, care planning and review, and court.
You will work with children and their families to assist in decision making for Children to remain at home or return home to their parents. Assessments will need to consider the current risks and associated protective factors whilst also identifying the likelihood of sustained change within the child’s timescales.
You will have experience of working with children subject to care proceedings and their families and produce work of an excellent standard which provides recommendations based upon sound evidence based analysis.
You will have undertaken assessments using the DOH Framework of assessment and have knowledge and understanding of the principals of the NSPCC Reunification framework. You will understand the impact of trauma both on parents’ capacity and on the child’s needs and be able to ascertain if the parent(s) has capacity to meet the needs of the individual child. You will require the skills to overcome barriers to engagement during the assessment process and tailor your assessments to the learning styles of parents.
Your assessments will draw upon the knowledge of other professionals working with the child and their family and exploring the informal support networks available to the parents to assist them in the parenting role.
