To assist the Senior Engineer to deliver an efficient highways development control function. To help facilitate development whilst meeting the Council’s statutory obligations in regard to road safety, active travel and maintaining the free flow of traffic. To assist in the delivery of the strategic transport planning function.
- Provide pre-application advice on highway design issues to developers and their agents, to agree the scope of Transport Assessments and Transport Statements and request traffic surveys where necessary to help in the assessment of development proposals.
- Assess the geometric layout of highway design proposals submitted as part of planning applications in accordance with relevant design standards and guidance such as Manual for Streets; TAN 18 and the Design Manual for Roads and Bridges.
- Provide formal written comments to the Planning Development Management team as part of the statutory consultation for planning applications and provide advice as required.
- Attend meetings with developers, the general public, elected members, town and community councils and other interested parties, as required, and represent the Highway Authority as necessary as part of the planning consultation process.
- Assess, give feedback, and provide final approval for detailed construction drawings and specifications provided by developers, and consultants acting on their behalf, for works covered by Section 38 and/or Section 278 agreements.
- Supervise construction works to ensure they are carried out in accordance with the approved design drawings and construction specifications as part of Section 38 and/or Section 278 agreements.
- Appraise Transport Assessments and Transport Statements submitted as part of planning applications to ensure that they provide a robust evaluation of the potential impact of development proposals.
- Attend the Council’s Planning Committee, when required, to answer any questions the Committee might have in regarding to the impact of a development on the highway network.
- Provide written professional evidence to support the Highway Authority at Planning Appeals and to attend Planning Appeals as necessary.
- Provide assistance to the Senior Engineer (Development Control) and to the Legal Department regarding any details required in the drafting of Section 38 and Section 278 agreements.
- Liaise with other internal teams to seek views on more specialised issues such as traffic signal design or public transport provision.
- Supervise tests required as part of both the design and construction process to ensure that they are carried out in accordance with standard industry processes. Examples of these tests include CBR tests and percolation tests.
- Prepare Traffic Regulation Orders in liaison with the Council’s Legal team, including the preparation of schedules and consultation with stakeholders in accordance with statutory requirements.
- Provide assistance to the Senior Engineer and Section Manager to identify and develop the transport requirements for strategic plans and regeneration proposals.
- Operate and maintain the Council’s transport planning software such as TRICS, TEMPRO and JUNCTIONS.

Duties and Responsibilities:
- To promote flexible and team based working and to work flexibly across the service to ensure that all daily recycling and waste collections and tasks are completed on the scheduled day.
- To work flexibly as part of the Recycling and Waste team in all areas and on all waste streams, vehicles or crews as directed by a Supervisor as part of group / depot based team working – whereby all teams work together until the daily collections / work tasks have been completed. This means that teams working on recycling collections work together as one team to complete all recycling collection tasks; the same applies to teams working on refuse collection and garden waste collections.
- To work flexibly, including longer hours as and when required, where vehicle breakdowns, traffic congestion / accidents, delays at waste transfer stations or bank holidays make it necessary to do so in order to complete service delivery on the specified day.
- To promote a professional image of the council at all times by the maintenance and proper wearing of uniform, protective clothing and ID and to report any missing or damaged items (e.g. torn clothing) to a supervisor before leaving the depot and to the Environmental Team Leader whilst on site. Personal identification must be worn and displayed at all times.
- To empty and return the full range of recycling and waste containers on the allocated round;
- To safely load and remove wheeled bins used for residual / trade waste, garden waste and recycling materials using bin lift mechanisms.

The post holder will be responsible for maintaining a high level of general maintenance and cleanliness and ensure a friendly and efficient service to the public.
The post holder will provide customer service support to individual and group patrons of assigned facility/facilities, to help ensure visitor comfort, safety and enjoyment.
Post 1: 37 hours per week
Post 2: 22.5 hours per week

**The post holder(s) will be required to remain at the onsite/ on duty, during contracted hours, until 10.00pm (Tuesday – Friday) and 5.00pm (Saturday), as applicable, however if there are bookings after this time the post holder will be required to remain onsite / on duty until all bookings are completed.

Whilst the current vacant post is based in Newry Leisure Centre/Tennis Bubble and St Colmans Sports Centre, Newry suitable candidates who are placed on a reserve list may be offered a similar post in other Council locations.

Purpose of post:
To provide a confidential, effective employee relations and business partner resource to (an) assigned department(s)/directorate(s) and location(s) across a range of people management and employee relations issues, including recruitment, discipline and grievance; attendance management; dignity at work and capability.
To contribute as an integral member of the HR department to the provision of a modern, professional high quality and responsive HR service to support the corporate and business plans of Newry, Mourne and Down District Council.
Key Duties and responsibilities:
- To provide proactive specialist advice, knowledge and support to managers within an assigned directorate, geographical or other area in relation to the effective application of HR policies, procedures, terms and conditions across a range of national agreements, employment law and HR best practice.
- To provide generalist HR advice to managers on the interpretation and application of HR policies and procedures and support the implementation of appropriate procedures and processes, including grievance, discipline, attendance management, dignity at work and capability.
- To ensure co-ordination and consistency of advice between all HR business partners through regular liaison and exchange of ideas and best practice.
- To ensure effective working relationships with key stakeholders such as directors, managers and representative bodies.
- To promote equality and diversity within the council and particularly, in the post’s assigned area(s) by adhering to the council’s equal opportunity policies and procedures and by ensuring that allocated targets to reduce inequalities and promote good relations are achieved.
- To develop and implement HR solutions through early intervention and prevention drawing on the benefits of engagement, communication, mediation and other solutions to reach the best outcome; ensuring compliance and the risk to the council is managed and mitigated.
- To act as counter signatory for the completion of criminal checks by applying for and receiving disclosure certificates through AccessNI, ensuring that access to Disclosure and the information they contain is managed in accordance with AccessNI guidelines.
- To ensure the central co-ordination and management of all employee relations cases both internal and external to the organisation, including confidential recording and archiving and the retention of full case notes.
- To participate in consultation and negotiation through the local joint consultative mechanisms with management and the trade unions on the resolution of employee relations issues; HR policies, procedures, and guidelines as required.
- To provide regular or ad hoc HR reports for senior management, committees and council as required.
- To provide cover on a rotational basis for the HR Manager, assuming certain responsibilities in their absence to ensure continuity of service to Departments and Directorates.
- To assist the Learning & Development Manager in the development and delivery of co-ordinated HR learning and development interventions to line management, on delegated core people management functions including discipline and grievance, harassment and bullying and attendance management.
- To advise and support individual managers in conjunction with Occupational Health to reduce sickness absence and put in place support mechanisms to expedite the timely return of staff to work, supporting attendance management case conferences as required.
- To monitor and report on the attendance management process for the designated area(s) and proactively support managers in dealing with long-term and short-term absence issues appropriately.
- To prepare responses to Freedom of Information and Data Protection requests, Ministerial, Parliamentary or NI Assembly questions; liaising with internal and external stakeholders as required.
- To ensure the timely and effective production of information from the Department’s integrated management information systems as required.
- To manage case file notes and associated materials with the appropriate discretion and confidentiality at all times and in accordance with data protection requirements.
- To assist the HR Manager with employee resourcing activity as and when required; taking the lead in organising and chairing selection panels, identifying selection methods and advising on current employment legislation and codes of practice.
- To support managers in undertaking investigations and chairing hearings in HR matters as appropriate (e.g. discipline, grievance & harassment) and provide written records of proceedings, to ensure compliance with the relevant legislation; as and when required.
