We are looking for a Head of Commercial and Contracts to lead a team of lawyers that plays a key role in the successful delivery of the commercial aspirations of the Council, whilst adding value, and placing our clients and residents at the heart of their practice.
This is a fantastic role which will enable you to flex your legal expertise and vison across the disciplines of Planning, Contracts and Property law and lead upon some truly stellar projects. We’ll offer you the opportunity to work collaboratively, on a range of high profile projects with a range of technical experts.
You will be a qualified Solicitor or Barrister with substantial post qualifying experience, with experience of managing at a senior level a diverse range of legal services.

Qualifications & Experience
Qualified Solicitors or Barrister with substantial PQ experience
Significant experience of providing advice and interpretation of legal issues in relation to job portfolio
Experience of developing and implementing new and innovative strategies which are effective and which reflect current best practice
Experience of managing at a senior level a diverse range of Legal services
Proven experience of leading and managing change, including cultural change, resulting in measurable service improvement
Demonstrable experience of building and maintaining positive working relationships both within the organisation and with external bodies.

To be accountable for the management and successful delivery of the Housing Capital works programme. Managing a team of project managers and working with consultants to deliver the programme objectives. Works are delivered by both the Councils Direct Works team and also private contractors.
Responsible for a varied programme of works value circa £50M. Reporting the Assistant Director of Housing.
Responsible for the development and delivery of the energy improvement programme, including the ECO3 funded works.
Working with procurement team and PMO staff to deliver new projects as required.
Delivering safe works and a high level of resident satisfaction with the conduct of the works.
Management of the Councils retrofit coordinator and PMO officer.
Liaison with other teams to ensure data systems are updated and programmes of work are prepared and delivered.
Managing and preparing budget reports as required and assisting with the development of the Asset Management Strategy.
Responsible for chairing the Capital Programme Board – ensuring reports are provided, agendas set and actions followed up as necessary.
Any other duties commensurate with the grade of the post
Qualifications: –
Formal training in building surveying/technology/construction or related discipline. The level attained should be at Degree level. Proven experience with an HND or HNC will be considered.
Chartered membership RICS, MCIOB, RIBA, would be a benefit.
Experience: –
Experience of operating at a senior level managing building contracts and managing a project management team to deliver complex building works within a housing environment.
Able to demonstrate a track record of successful programme management delivery.
Extensive experience of working with the JCT suite of contracts.
Experience of working at a senior level in a construction or housing project management environment.
Project management and surveying experience.
Experience of large scale regeneration projects would be a benefit.
