Role Purpose
The primary purpose of the role is to research, draft and implement HR policy, practice notes, guidance documents and Codes of Practice in order that HR processes are transparent and reasonable, and support the Council’s Equality, Diversity and Inclusion agenda, which in turn informs the design and implementation of the Workforce Development Strategy to create an inclusive workplace.
Lead on HR transformation projects, initiatives and developments and ensure effective delivery and implementation of project objectives.
Assisting the HR Employment and Reward Manager with a portfolio of policy innovations the job holder will be expected to work closely with both the Equality, Diversity and Inclusion Lead and other Senior HR Managers.

Knowledge, Qualifications, Skills and Experience
- A degree or equivalent qualification in related discipline

- The ability to develop a strong network amongst staff networks, trade unions and managers
- Good IT skills including familiarity with MS Office and social media technology.

MAIN PURPOSE OF THE JOB:
Supporting tenants with their individual Person Centred Plan to achieve maximum independence.
KEY DUTIES AND RESPONSIBILITIES:
Support individuals needs and wishes as identified in their Person Centred Plan, this will involve helping tenants achieving objectives for themselves and maximising their independence.
Support tenants to prepare meals, undertake household tasks, shopping and self-care. To participate in leisure activities, social events and to escort to appointments e.g. doctors, dentist etc.
The support worker will be responsible for addressing any tasks e.g. cooking, laundry, sewing and cleaning that for any reason the tenants cannot undertake themselves, as identified in their Person Centred Plan.

It is a requirement to work on a rota basis, which will include bank holidays and weekends; it is an expectation that employees are flexible in their approach and are prepared to cover colleagues absences.
It is an expectation that as part of the departments continuing development programme, you will from time to time be required to work in different locations within the network.
Undertake such other work as may be determined by the Strategic Director of Health and Community Directorate from time to time, up to or at a level consistent with the principal duties and responsibilities of the job.

Patient/Clinical Care

- To frequently exert physical effort in cramped conditions and sustained postures for periods of up to 40 minutes several times a day. This would include moving patients as part of their treatment or moving equipment
- With every patient, concentration is required to listen, observe, evaluate, document, plan and act on information gathered.
- To deal with distressing or emotional situations, such as dealing with patients and families who are distressed due to acute or a terminal illness, those who are elderly, those with special needs and those experiencing prolonged ongoing deterioration.

Key tasks and accountabilities are intended to be a guide to the range and level of work expected of the post holder. a. To complete personal work, work programmes and projects on time and in accordance with requirements.
b. To prepare and present high quality, accurate, well-presented, understandable reports, documents and feedback as required for internal use, working groups, customers, staff, partners, etc.
c. To take a flexible approach to the changing systems and patterns of work.
d. To maintain a high level of knowledge, expertise and professional development in the fields of work covered by the post.

h. To act as an Authorised Officer of the Council in the performance of the statutory functions in accordance with the current scheme of delegation.
i. Basic understanding of fire safety requirements in HMO’s
j. To respond to complaints, service requests and enquiries regarding HMO’s and to undertake visits, inspections, sampling and investigations. This will require a degree of agility as it may include climbing stairs and ladders and entering areas with awkward access.
k. To carry out initial investigations and surveys to identify non-compliance with HMO standards
l. Interpret basic floor plans and prepare schedules of works
Relevant Education and Experience
Educated to A Level standard (or equivalent) (A-C grades in three (or more) subject areas (or equivalent).
Experience of managing and prioritising, with minimal intervention, a demanding personal workload, consistently achieving competing individual work objectives, standards and performance.
Hold a Housing, Health and Safety Rating System (HHSRS) competency certificate (2 day course). (desirable)
Experience of working in a property licensing/enforcement environment (desirable)
Experience of processing HMO licences and applications via an online system (desirable)
Experience of undertaking investigations, inspections, data analysis and documentation reviews.
Basic understanding of fire safety requirements in HMO’s (Essential)

You will work as a part of a strong and dynamic Occupational Therapy service as
a member of an area-based team. In this role you will undertake strengthsbased assessments via a variety of mediums (e.g. telephone / video
assessment, home-based assessment) with the guidance of an HCPC registered
occupational therapist (as directed by Care Act 2014), utilising your skills and
knowledge to develop and implement a plan of support aimed at improving
wellbeing and delivering outcomes for people. The plan may include advice,
information, the provision of assistive equipment and recommendations for
home adaptation. You will also be expected to carry out risk assessments and
undertake assessments under the Mental capacity Act 2007. You will receive
induction and training to enable you to undertake your role, and you will be
supervised by a qualified Occupational Therapist.
Key Skills:
- Ability to undertake a strengths-based assessment with minimal guidance (as
directed by the Care Act 2014) to ascertain required information. - Ability to develop a person-centred care and support plan with clearly defined
outcomes. - Effective communication and interpersonal skills to provide clear and concise
guidance and to demonstrate and explain practical activities. - Ability to prioritise and organise work and meet agreed performance
expectations and deadlines. - Sound and accurate IT skills (Microsoft Office) in order to carry out research,
analyse documents, present data and undertake general administrative
processes.
Qualifications and/or experience:
• A minimum of 3 GCSEs including Maths and English or equivalent
qualification e.g. NVQ.
• Completion of Occupational Therapy Assistant Competency Framework or
similar.
• Experience of working with people with disabilities or with elderly people, and
an understanding of the effects of a disabling condition on a person.
• Some experience of working in a hospital, social care or similar formal care
environment.
• Knowledge of the use of and the risk and safety factors associated with
disability and equipment / adaptation provision.
Please note we require the person to start mid-January, until October 2022. They will require double vaccination against COVID-19. Working arrangements – initially in the office mostly, moving to approx. 2 days office, 3 days home based.
