Job Summary
Supporting the Payroll Supervisor, undertake and be responsible for the efficient, accurate and
confidential processing and generation of the Councils Payrolls and Pension administration.
The post holder will be required to have the knowledge and capability to perform all duties within the
Payroll Section to ensure required levels of service quality are maintained.
Key Tasks
- In the absence of the Payroll Supervisor ensure that all appropriate procedures are carried out in
accordance with agreed schedules in line with Council Policies and Procedures. - Work in conjunction with the Payroll Supervisor in the delivery of the Payroll functions and associated
expenses including processing, validating, and generating Bank Automated Clearing System (BACS)
in compliance with Pay as You Earn (PAYE), Superannuation Scheme, including legislative, statutory,
regulatory requirements and Council’s procedures. - To be responsible for the collation, processing, checking and inputting the costs of timesheets for
payroll processes. - To maintain accurate payroll records for both new and existing employees.
- Interpret, implement and process Terms and Conditions of Service for employees and Elected Officers.
- Interpret, prepare and process payment of Attendance and Travelling Allowance to PCSP Members
in accordance with PCSP Financial Guidelines. - Prepare and process payment of Basic Salary, Special Responsibility Allowance, travelling and
subsistence allowances to Councillors in accordance with Councillors Regulations and Councils
Scheme of Allowances. - To process Real Time Information for HMRC and Automatic Enrolment Pension returns for NILGSOC,
in accordance with their regulations. - Prepare and calculate statutory and miscellaneous payments e.g. Holiday Pay and Pay-in-Lieu of
Notice and process redundancy payments in accordance with regulations. - Provide a range of gross cost reports on payroll system with regards to claims and drawdown for
funded posts to Council as well as labour costs and function by allocating hours and payments by
cost centre in accordance with procedures. - Responsible for the implementation of job evaluations i.e. updating computer and personal records
and calculation and payment of arrears due. - Ensure accurate implementation of annual pay awards to individual employees and Councillors and
where necessary prepare, calculate and input arrears of pay due. - Assisting in preparing information for management accounts or other management information as
requested. - Assisting with the provision of pension related information and the preparation and submission of
the Annual Year End Return. - Co-ordinating Automatic Enrolment and communicating with eligible jobholders and other employees
on the right of opt out, in order to adhere to Pension Regulator Guidelines. - Superannuation – record new entrants, withdrawals, transfers and retirements, complete and submit
the appropriate forms/ spreadsheets to the NI Local Government Officers’ Superannuation
Committee. Calculate and verify amounts payable arising from breaks in service
(Employee/Employer Costs) e.g. Career Breaks, Unpaid Maternity. Implement and maintain AVC
and SCAVC schemes. - Responsible for the maintenance of the mileage system for payments to Officers, Councillors and
PCSP Members claims, e.g. new employees, leavers, updating car cc, apply new mileage rates and
liaising with software supplier. Balance and create export file for each payroll and import to payroll
system. Assist in the maintenance and administration of Council Cycle to Work Scheme and Car
Loan Scheme.

The purpose of the All-Age Complex Placements Officer is to be responsible for securing placements for service users with complex needs, arranging individual placement contracts, ensuring value for money and positive outcomes for individuals.

To commission care packages for complex cases specialising in people with Learning Disabilities, Physical & Sensory Disability, Dementia or Mental Health issues
To commission, where appropriate, approved packages of care with Reablement and homecare providers on the Domiciliary Care Framework Contract, and ensure timely, safe and smooth transfer of those clients in the care of those providers.

Reporting directly to the IT Infrastructure Services Manager, the Project Manager will have
responsibility for this specific short-term project plan, to consult on, design and coordinate the implementation of facilities available within the Microsoft 365 suite of products and associated technologies.
In addition, the post holder will develop and coordinate workflow processes and templates in relation to policies that are required within Microsoft 365 and associated technologies to ensure compliance with Data Protection and the IT Security Policies.
Principal Accountabilities
- In consultation with the appropriate manager and project board, define the scope of the project.
- Create a detailed work plan which identifies and sequences the activities needed to successfully complete the project.
- Develop a schedule and work flows for project completion that effectively allocates the resources to the activities and review with senior management and all other staff that will be affected by the project activities; revise the schedule as required.
- The post holder will be assigned project support staff during the lifetime of the project and will be responsible to allocate, review and check the quality of specific pieces of work undertaken by them.
- The post holder will be responsible for determining and implementing workflow, procedure and testing for Microsoft 365 for use by IT Services and the organisation. The key steps in each workflow will be determined by the post holder in consultation with the relevant IT specialist.
- Implement the project according to the project plan.
- Develop forms and records to document project activities and set up files to ensure that all project information is appropriately documented and secured and develop a comprehensive User Guide as part of the ongoing support for the system and users.
- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project.
Academic/ Professional Qualification
Educated to HND/or Degree level in a relevant discipline or proven relevant experience
Relevant qualification in Project or Delivery Management or proven experience in implementing change projects

Transport Services manages the maintenance and repair of the council’s vehicle fleet/plant/equipment, in accordance with legal regulations, hire company’s and manufactures’ standards and targets. The Commercial Vehicle Technician (Level 3) role is to support the Workshop Manager by undertaking the maintenance of the Council’s fleet, including third party and plant maintenance and that processes are carried out effectively to meet the services obligations including legislative and health safety, in a timely and cost-effective manner.
We have our own workshop at Oakleigh Depot and maintain a large fleet of service vehicles and plant used for front line services such as recycling and waste collections, street cleansing and ground maintenance tasks and passenger services. We maintain vehicles such as RCVs and vans up to and above VOSA standard. Vehicle technicians are to assist in the delivery of an efficient and effective Transport Workshop service in a safe manner, with regard to ensuring the fleet is maintained in a legal and roadworthy condition, and promote continuous improvement and ‘right first time’ culture.
Applicants are required to have City and Guilds and IMI qualifications.
Experience of maintaining commercial LGV and plant is essential.
Experience of maintaining Mercedes and Dennis vehicles and buses.
Up to date MOT test qualification and the ability to drive class 2 vehicle.

Cardiff Council and the Vale of Glamorgan Council are working together to provide an innovative new Adolescent Resource Centre (ARC) / Edge of Care Service for 11-17 year olds. Taking a strength based approach, our aim is to work co-productively with families to improve relationships and enable young people to remain living within their family home.
The ARC has been delivering services to young people who require intensive interventions and access to therapeutic interventions across Cardiff for the last three years. As a result of this success, alongside an increase in need and regional funding, the Service is expanding to become a Regional Edge of Care Service, which will operate across two locations across Cardiff and Vale of Glamorgan.
As part of this Service, you will be working within Cardiff’s experienced team providing flexible and responsive care packages of respite, intervention, outreach and family support.
You will be working with young people across Cardiff at their homes and at our centres at a time of need delivering positive outcomes. You will provide structured, evidence-based interventions enabling families to develop problem solving skills, resilience and achieve positive change. You, and the team will provide a rapid response to children and families in crisis, enabling them to address and overcome the difficulties that have led to the family being at risk of breakdown, and prevent further escalation.
As a Support Worker, you will have some experience of working with adolescents who present with challenging behaviour, you will have experience in working with carers and as part of a wider team. You will be working flexibly that includes some evenings and weekends.
Driving license and full use of a car is essential. Enhanced Child and Adult DBS needed.
