Role purpose

This role focuses on designing, implementing, and managing comprehensive total reward strategies and job evaluation processes that align with the council’s strategic goals and objectives. Including conducting market analysis to ensure competitive compensation and benefits offerings, managing employee benefits programmes, and ensuring consistency and equity in job grading, including job evaluation. The role holder works closely with HR leadership, finance, managers, Trade Union colleagues, and other key stakeholders to ensure that the council’s compensation and benefits offerings are competitive, cost-effective, affordable, and support the attraction, retention, and motivation of top talent. 

Accountabilities

Design and Implementation of Total Reward Strategy:

•          Support the development and implementation of a comprehensive total reward strategies that align with the council’s strategic goals and objectives.

•          Conduct market analysis to ensure competitive compensation and benefits offerings.

•          Support the development and implementation of a new Pay & Grading framework for Somerset Council.

•          Review and maintain the end to end job evaluation process 

Collaboration and Communication:

•          Collaborate with HR leadership to align total reward programmes with business objectives.

•          Develop and deliver employee communication materials to promote the Council’s total reward proposition to help attract and retain staff.

•          Provide guidance and support to managers and employees on compensation and employee benefits.

•          Provide guidance to managers on job evaluation and structural designs 

Analysis and Reporting:

•          Analyse and report on compensation and benefits data to inform decision-making.

•          Monitor and evaluate the effectiveness of the total reward programmes and make recommendations for improvements.

•          Assist with the preparation of compensation and benefits reports for senior leadership.

•          Assist with new and existing jobs prior to evaluation

Job Evaluation and Grading:

•          Lead panels to conduct detailed job evaluations and analyses to determine appropriate job grades.

•          Ensure consistency and equity in job grading across the council.

•          Develop and implement job evaluation policies and procedures.

•          Review and update role profiles (job descriptions) to ensure they accurately reflect the role and responsibilities.


Knowledge 

Strong understanding of total reward strategies and best practice.

Familiarity with market analysis and benchmarking techniques.

In-depth understanding of job evaluation methodologies and frameworks.

Knowledge of employment legislation related to job evaluation, pay equity, compensation, and benefits.

Knowledge, including educational qualifications:

Principal Job Purpose

Responsible to:       Team Manager

Responsible for:      To provide and develop an enhanced level of social work skills within standards or practice. To comply with all relevant legislation, guidance, national and Departmental polices.

Principal Accountabilities

To provide social work assessment and care management in line with the policy and procedure of the Authority.

To effectively manage a caseload.

To assist and empower service users to develop their potential for independence and enable them to exercise choices wherever possible.

To ensure the implementation of agreed plans, monitor progress and coordinate the process of reviews that involve service users, carers and associated professional and partner agencies.

To provide full information and advice on the availability of services, the appropriateness of service provision and statutory responsibility of the Department.

To write clear and concise reports for a variety of audiences, including court and safeguarding.

To act as an advocate in pursuit of the service users� best interests, including educator to professional colleagues and the community at large, the needs and rights of the service user.

As required, to provide or access information or refer appropriately to alternative agencies in matters which require specialist or specific advice, e.g. Welfare rights, legal rights.

Qualifications/relevant experience

CQSW: Diploma or BA honours in Social Work

Registered with Social Care Wales

Other Experience

Social Work experience in Children or Adults Services including placements

Job Purpose:

Under the general direction of the Parking Services Supervisors and in line with the relevant

legislation, Code of Practice, policies, and procedures, carry out enforcement of parking and

traffic contraventions to minimise congestion and disruption on the highway network, using

CCTV camera enforcement systems.

Main Duties and Responsibilities:

1. Review and analyse video footage from CCTV and ANPR enforcement cameras, in the

detection of parking, bus lane and traffic contraventions.

2. Process video images and input data to issue penalty charge notices and enforcement

notices where required in line with the Council�s civil enforcement powers and responsibilities.

3. To operate ICT systems that capture and process contraventions and issue penalty charges

notices, relating to the enforcement of parking, bus lanes and other moving traffic offences.

4. Undertake regular system checks of the camera equipment ensuring that it is fully

operational. Report any defects in a timely manner and liaise with suppliers as necessary to

resolve issues and minimise system downtime.

5. Liaise with internal and external stakeholders to ensure that accurate vehicle �white lists� of

exempted vehicles are maintained, and that system databases are updated regularly.

6. Undertake regular checks of the on-street infrastructure (e.g. traffic signs and road-markings)

to ensure that restrictions are fully enforceable, reporting any defects in a timely manner.

7. Complete Authorised Officer Witness Statements as and when requested by the Parking

Appeals Team, in order to confirm the validity and integrity of CCTV evidence packs that are

submitted to the Traffic Penalty Tribunal as part of the appeals process.

8. Carry out administrative duties including compiling and monitoring records, photocopying,

relaying enquiries and messages, producing basic system reports and the distribution of

documents.

9. Ensure that work is processed and completed within the relevant legislative timescales and

with due regard to operational procedures, protocols and policies relating to the Acceptable use

of ICT and with due regard to current legislation, including the Data Protection Act 2018 and

Codes of Practice.

10. To work in a team environment and on own initiative in organising and prioritising workloads

to meet deadlines and specific targets.

11. To exercise care in handling, processing, operating and safeguarding any equipment or

data under the Council�s control.

12. Any other duties and responsibilities within the range of the salary grade.

Job Purpose
