To assist in delivering a friendly and professional library service to the community at Penarth Library. This will involve dealing with enquiries, helping out with library activities, and providing support for customers to make use of the library stock, resources and facilities.
MAIN DUTIES AND RESPONSIBILITIES
The job description refers to the principal duties and responsibilities of the Post. It does not necessarily list in detail all the tasks required to carry out these duties and responsibilities.
- To deliver the highest standard of customer service in all dealings with customers
- Identify and resolve as far as possible any shortfall in service provision and report to supervisors or line managers
- Respond to customer enquiries and requests for the range of library services, advising them helping customers to resolve any problems or difficulties they may be having
- Provide accurate and consistent information and advice regarding library services, signposting customers to other organisations as appropriate
- Advise and inform customers about Council services and raise service requests, with a view to resolving queries at first point of contact where possible or signposting customers to appropriate contact points
- Promote the Council’s online services to customers and provide help and support for customers in their use
- Provide help and support for customers in the use of the library’s stock, computers, online resources, equipment and facilities, including troubleshooting when problems arise
- Deliver a range of library activities such as reading, literacy and informal learning activities, displays and events
- Assist in maintaining library resources in good order, including shelving, stock management procedures and updating library databases
10.Carry out front desk duties and the associated back office processes relating to the Library Service and the Council Contact Point, such as enrolments, handling reservations, collecting statistics, and handling sale items
11.Take payments and assist with checking cash balances and floats as well as operating the cash register and other equipment involving cash
12.Utilise a diverse range of IT systems and databases to deliver library services and the Council Contact Point
13.Undertake training and participate in appropriate workshops required to fulfil the duties of the post and to enhance service provision
14.Keep library equipment and computers in a clean condition
15.Undertake occasional key holding duties in the absence of library supervisor and manager
16.Undertake work on and for the mobile library pop-up service and other such initiatives where required.
17.Comply with Library Service processes and procedures as detailed in the Staff Manual and other relevant documentation, and in accordance with guidance from supervisors and managers.
18.Be aware of Council policies and procedures necessary to effectively carry out the duties of the post, including:

The Education Health and Care Plan Caseworker is the key professional in bringing together and identifying key information on children’s special educational needs across professional groups and agencies and is responsible for writing the education health and care plan for a child (EHCP) in collaboration with the parent and child.
The EHCP is a statutory document that must be written in a way that complies with local and national and local policies and approaches to SEND, in particular the 2014 Code of Practice. The EHCP Caseworker must identify appropriate outcomes and resourcing that is then devolved to settings in order to support children and young people with SEND between the ages of 0-25 years. The educational health and care plan is a statutory document and the support must be delivered by the educational establishment, in the way described in the EHCP.

About the role
Social workers in the Leaving Care service support young people who are looked after (LAC) and
Unaccompanied Asylum Seeking Children (UASC) from around age 16, working with the Permanence Team to transfer cases at the most appropriate point for the young person. Social workers lead on the identification of needs and pathway planning, and provide direct support to young people to achieve their aims.
Social workers will ensure the educational, training and employment needs of young people are assessed and met and will Identify needs and assist young people to develop the skills, knowledge and confidence they need to live independently, including to manage their money. This includes identifying and securing accommodation needs, assisting with the resettlement process and ensuring good quality legal representation for those seeking asylum, or who have an unresolved immigration status.
Social workers will carry some cases beyond the young person’s 18th birthday but may increasingly hand over support for older young people to Personal Advisors, as appropriate for each case.

Capital Accounting - maintain, monitor and control Capital Programme. Input valuations and all year end closedown and accounting entries including completion of grant claims and government returns.
Treasury Management activities including - daily and month end treasury activities, completion of statistical returns and cashflow forecasts. Year end closing on an IFRS basis completing all Financial Instruments related notes and transactions.
Maintain and operate the CIPFA Asset Manager System for Capital Accounting and the Logotech system for treasury - prior experience of these would therefore be an advantage.
Knowledge of year end Collection Fund accounting would be a bonus

Overall Role Purpose
Reporting to the Senior Practitioner, the post holder will be responsible for the management of a caseload and to identify, develop and deliver, in partnership with other YOTPS staff and relevant external partner agencies, appropriate interventions and preventative initiatives, designed to prevent offending, reduce re-offending and anti-social behaviour by young offenders. At least one year’s proven experience as a Youth Offending Case Manager using AssetPlus as assessment and planning tool.
A well developed working knowledge and understanding of the Children Act 1989, Crime and Disorder Act 1998, the Data Protection Act, GDPR and other relevant legislative frameworks and developments.
A good knowledge of the latest development of youth justice initiatives.
Knowledge of the causes of crime and effective interventions to reduce offending and re-offending behaviour, youth crime and anti-social behaviour.
An understanding of the roles and responsibilities of relevant statutory partner agencies.
A sound understanding of the research into effective practice with children and young people, particularly in the area of youth crime prevention.
Knowledge and understanding of child development, adverse childhood experiences and trauma informed practice.
Experience in writing Pre-Sentence Reports.

SUMMARY OF RESPONSIBILITIES AND DUTIES:
- To develop and implement a robust strategic and business planning framework for Children and Education or Adults and Housing services, ensuring a ‘golden thread’ is embedded across all levels of planning and the appropriate engagement of Elected Members, senior managers, partner agencies, staff and service users.
- To ensure that strategic and business planning is intelligence led and based on clear understanding of need and performance.
- To understand and keep abreast of national and local legislative and public policy developments and undertake broader horizon scanning in respect of either Children and Education or Adults and Housing services and ensure implications are appropriately communicated to senior managers and elected members and fed into strategic and business planning processes.
- To provide strategic level advice, verbally and in writing, on policy and performance issues to senior managers and portfolio holders.
- To effectively provide support and influence of policy direction through Member decision making processes.
- To lead working relationships and liaison with the council’s corporate centre in respect of the input of ECHS department services into corporate planning and performance management processes.

- To lead and ensure the successful implementation of the Service Level Agreements with schools in respect of educational data and training and to lead on further income generation initiatives (Children and Education postholder).
- To lead for the service on new and existing programmes of work to support the delivery of integrated Adults and Health services (Adults and Housing postholder).
- To lead and co-ordinate risk management procedures in respect of the ECHS department services, reporting on risks to senior managers and co-ordinating risk management planning and implementation.
- To lead on the deployment of strategic services capacity in the development and implementation of specific service improvement strategies across either Children and Education or Adults and Housing services.
- To lead and act as project manager on specific improvement projects as identified and commissioned by the departmental leadership team.
- To lead the input of strategic services in the preparation for and process of external inspection, regulation and peer review, including self-assessment, the provision of required data, information and evidence and fieldwork planning.
- To lead on the engagement of partner agencies in governance bodies, strategic and service planning and in performance management of either Children and Education or Adults and Housing services.
- To lead on the co-ordination and servicing of Bromley’s multi-agency Children’s Executive Board and the borough’s Children and Young People Plan (Children and Education postholder).
- To lead on the development of partnership governance structures in respect of adults social care and health services in conjunction with the Director of Adult Social Care.
- To lead, manage and deploy Strategy Officers; Performance Team Manager and Performance Analyst to ensure this capacity is maximised and adds value to the delivery of services.
- To provide effective supervision to these staff, undertake appraisals in line with council policy and ensure the learning and development needs of all staff in the service area are identified and met.
- To manage appropriately all budgets in this service area and comply with the council’s budget setting and budget monitoring procedures.
- To liaise with corporate Audit, sign off audit terms of reference and lead on post audit compliance in respect of services within this portfolio.
- To work closely with the equivalent Head of Service for Strategy and Performance in respect of the overall use of capacity and resilience across these service areas, deploying staff and deputising for the equivalent Head of Service as required.
- To deputise for the Assistant Director as required.
- To undertake any other duties commensurate with the level of post as required to ensure the efficient and effective running of the department/section.
