Provide an efficient and effective service in respect of the administration of and casework relating to the formal assessment, statementing and review procedures, including placement and provision, for pupils with special educational needs, working closely with the Named Officers. The postholder would be required to do this within the context of the Code of Practice on the Identification and Assessment of Special Educational Needs, the national and local education system and local policies and objectives. Undertake Casework relating to the provision of transport support for children and young people with special educational needs to facilitate their attendance at school or college
- DUTIES
- To be one of the LA’s designated officers under the 1996 Education Act, to provide help and advice for parents and professionals at any stage before, during and after the assessment process referring only complex cases or issues to the Named Officers and deputising for them in their absence.
- To undertake casework in relation to pupils with special educational needs
- To administer, with the clerical officers, the assessment and statementing of pupils with special educational needs in accordance with the 1996 Education Act ensuring that the procedure for assessment and statementing of pupils with SEN is complied with and that annual reviews and reassessments are properly and fully enacted. These include :
⦁ ensuring compliance with the statutory deadlines for the assessment and statementing process and that relevant forms and letters are sent to parents, schools and other professionals or agencies. The statutory deadlines are closely monitored and measured by Audit Commission Performance Indictors.
⦁ interviewing/talking to parents to advise them on their response to the assessment and statement procedures, where necessary recording verbal statements and arranging for interpreters, translators or signers as required, making recommendations to the Named Officers about action that may be required or referring on more complex cases
⦁ negotiating with and clarifying to parents or schools their rights and responsibilities in respect of the various stages of the assessment and statementing procedure and educational placement
⦁ ensuring that schools are complying with the annual review process referring more complex issues to the Named Officers or Service Manager.
⦁ writing formal Statements for pupils of all ages with special educational needs in consultation with the Named Officers following section 323 assessments and annual reviews referring complex cases to the appropriate Named Officer or Service Manager and to deal with associated casework arising from this.
⦁ working with the Named Officers to investigate and identify appropriate provision, (schools or units) for pupils with special educational needs to be recommended to the SEN Panel and ensuring that provision is DFCS approved
⦁ providing parents with details of the placement recommended for their child, making suitable travel arrangements for them to attend interviews in liaison with headteachers, the Education Welfare Service and social workers where necessary.
⦁ consulting with and negotiating, as directed, with headteachers and others to ensure that appropriate provision is made for pupils with SEN and as indicated on the child’s Statement of Special Educational Needs.
Essential
Previous relevant experience of administrative work or casework related to children with Special Educational Needs and an understanding of the SEN Code of Practice

To take day-to-day responsibility and control of key corporate buildings to ensure they are safe, secure and well-maintained and managed for staff, visitors and other building users.
Main Responsibilities
- To take an overall coordinating role in terms of all the supported FM resources (not directly managed) to ensure that there is a good building user experience at all times.
- To coordinate the activities of hard services, cleaning and other soft services, security, reception and others. Where necessary to provide feedback and/or adjust the schedule of services to ensure the building is clean, tidy, safe and well managed at all times.
- To maintain oversight of all statutory testing and planned preventative maintenance, ensuring all inspections and works are carried out in a timely way. Where appropriate, escalating to the Council’s hard services team/provider to ensure the right priority is assigned to any remedial actions required. Working closely with the Corporate Landlord Technical team.
- To establish and maintain the security protocols for the building, working closely with the Council’s in-house security team. The post-holder will be responsible for good house-keeping at all times, and ensuring restricted areas are secured effectively.
- To be responsible for the building emergency procedures. The post holder contribute and support the writing of the Emergency Evacuation Plan for the building and ensure that there are sufficient fire wardens/marshalls and other designated personnel, who are trained. To conduct fire drills in accordance with corporate policy.
- To assist with Capital Project works – coordination and communication. To manage and coordinate the activities of contractors on site (current large refurbishment project to support) The post holder will review RAMs, sign Permits to Work, conduct H&S inductions for contractors, and monitor the activities of contractors to ensure work is carried out safely.
- To take responsibility for managing key documentation for the building, making use of the Council’s property database, Technology Forge. To ensure reports and documents are reviewed, considered and acted upon, and to ensure due record keeping is maintained.
- To act as the lead interface of the FM service with building users and service managers. This will include chairing the Building User Forum, acting on feedback from building users to ensure continuous improvement, and dealing with service complaints – investigation, solution and feedback.
- To maintain high standards of house-keeping in terms of clutter, storage, use of electrical appliances, cleanliness, signage etc. To work with managers, HR, comms and others to encourage high standards of building user behaviour.
- To manage and monitor the new ways of working within the office space – managing the main new hot desking touch down areas ensuring staff are adhering to this policy.
- To manage and monitor staff breakout areas – they are kept clean & tidy at all times.
- To conduct regular site walk rounds, ensuring essential services are working, boilers, lifts, lighting, heating, air conditioning, no faults on the fire & intruder alarm systems. Proactivity picking up any defects and reporting them to the help desk to ensure a quick solution.
- Ensure external areas are being litter picked, maintained, deal with and arrange clearance of any fly tipping and graffiti.
Knowledge, Qualifications, Skills and Experience
- At least 2 years of experience managing a large and complex building.
- Accredited training in health and safety (IOSH, NEBOSH Certificate or equivalent) and fire safety
- General knowledge of function, operation and maintenance of a building’s plant, systems and equipment

Purpose
