As Team Manager you will lead, motivate, nurture, and manage a team (social workers and unqualified staff) to deliver a children’s social care service on a day to day basis. You will be responsible for ensuring the service provided is effective and delivering the required outcomes, as well as ensuring cases are dealt with in a timely manner. You will ensure that children and young people are adequately protected in line with our policies, procedures and relevant legislation.
For this role you will be expected to demonstrate relevant theoretical Social Work concepts, practices and detailed organisational knowledge relating to the provision of a professional Social Work service. You will need to demonstrate confidence in managing and leading staff to achieve performance improvements and service developments. You will need to demonstrate an ability to influence and negotiate partner relationships at management level.
You must have Team Manager experience for your CV to be reviewed by the MASH team and MASH experience.
DUTY WEEKS
The candidate would be expected to be onsite for duty weeks. Duty weeks are on a rota and currently are one and a half weeks in every three weeks ( one full week and then three days on a separate week).
LOCATION
County Hall North is in Horsham, a lovely town very close to the main shopping centre. It has some onsite parking, very close to the train station and a beautiful park. It also has a large open space with a canteen that serves light bites, teas and coffees.

Qualifications and experience:
A recognised Social Work qualification e.g. Degree in Social Work, Post Graduate Certificate in Social Work, DipSW, CQSW or equivalent as recognised by the relevant professional body.
A recognised post qualifying award in Social Work or demonstrable evidence of continuous professional development at a similar level.
Registration with the relevant professional registration body and maintaining registration with that body.
Demonstrable experience of delivering or co-ordinating a quality customer focused service to others.
Experience in dealing with significant issues, for example management of complex child protection matters, staff under performance, managing resources to address team performance priorities through allocation of limited resources.
Experience of managing/leading staff.
Expert relevant experience in specialist area, including sound relevant operational experience in social work, ideally working as a senior practitioner or small team leader/supervisor.
Experience of managing a small budget and/or contributing to financially related decisions on larger spends, how cost-effective decisions are made and operating within the financial constraints.
Experience of supporting initiatives in a political environment.
Demonstrable knowledge of how to improve practice and performance in a supportive, positive way
Valid, full driving licence.

The Lead Officer will ensure a sufficient supply of local and childcare places to meet current and projected demand and that capital investment improves the level of access to high quality learning environments and contributes to improving educational outcomes. They will liaise with the Department for Education to negotiate the commissioning of new school provision, provide expert advice and guidance to the Head of Service, Chief Officers, and Members, and build effective operational and strategic relationships with teams and stakeholders both within and outside of the Council.
This is a Leadership role within the Education, Learning & Skills Division of the Department for Children, Adults & Health, supporting the Head of Education, Learning & Skills in respect of the statutory duties for education and childcare arrangements for children and young people in South Gloucestershire.
DUTIES:

  • Undertake an annual review of the Commissioning of School Places Strategy and ensure timely member approval and publication of a strategy which reflects the latest position on the supply of places and how this needs to change in the medium and longer-term because of demographic changes and the requirements of the latest Council Core Strategy.
  • Coordinate the work of multiple teams internal and external to the Council to plan and commission new schools. This involves strategic planning of new schools including the lead responsibility for managing the free schools presumption process.
  • Take the lead role on school organisational changes including (i) liaison with Multi Academy Trusts operating in the local area that contribute to provision of education for South Gloucestershire residents; and (ii) in the coordination and delivery of the statutory processes necessary for organisational changes within the local authority-maintained sector.
  • Work with the local development and planning teams and legal teams within the school to maximise the potential for financial contributions toward new education and childcare provision.
  • Undertake an annual review of the Childcare Sufficiency statement including timely member approval and publication of the statement each year to highlight the latest position on the availability of childcare places in the local area.
  • Work with Property Services, Valuation, Legal and Finance colleagues across the Council to enable timely conversion of local authority-maintained schools to academy status, including taking the lead role on behalf of the Director of Children’s, Adults and Health for the process.
  • Lead on the development of an effective capital investment strategy in support of the Councils statutory duties for education including sufficiency and accessibility of schools places. Additionally for monitoring expenditure on all council investment priority projects in schools to ensure risks to cost and time are highlighted and appropriate mitigation identified.
  • Bring forward recommendations, in response to opportunities for capital investment in schools, projects which will address poor quality condition; suitability and sufficiency.

Purpose
