PURPOSE OF POST:
To receive and handle all initial Children’s Social Care contacts and queries entering the Multi Agency Safeguarding Hub (MASH) via telephone and written methods.

The OD Support Officer is responsible for a number of the support functions in the Organisational Development team. The Adult Social Care Division exists to promote the independence, inclusion and well-being of all adults with social care needs. It aims to do this by enabling people to:

The role of Move-On Officer Covid-19 is responsible for a caseload of people who are at risk from or are rough sleeping or in short term accommodation. The focus of this role is to help people shield, isolate, access accommodation and health and wellbeing opportunities linked to Covid-19 as well as supporting with the decant of residents in pathway services.
The role will work across a number of settings, and support transitions to new accommodation and support with activities to support isolation including shopping, accessing grants and health services. The role will also include supporting people access PRS accommodation.
The role will be responsible for developing and sustaining relationships with letting agencies, pathway providers, and working in partnership with Housing Needs and voluntary organisations. The Move-On Officer Covid-19 role will work collaboratively with the Move-On team to support people, achieve positive health and housing outcomes.
Main Responsibilities
- Support all aspects of the work involved to help people who are street homeless or living in emergency temporary accommodation to shield, isolate and maintain wellbeing.
- Where required, conduct comprehensive Move-On Assessments to support people to identify goals, opportunities and available options around housing, health and employment.
- Work closely with the Local Lettings and Temporary Accommodation Teams at Homes for Haringey to secure suitable private rented accommodation and rent deposit support.

Purpose of the Job:
Working within a defined geographical area the post holder is responsible for all aspects of the SA process including requests, re-assessments, amendments and complex placement decisions within statutory timescales.
The Post holder must work collaboratively and cooperatively with young people and families or carers of children and young people undergoing SA. This could include working directly with young people aged over the age of 16 and who have left compulsory schooling.
This person will be expected to specialise in and mostly work with young people (year 9- age 25) but will be required to cover for colleagues outside of own specialist area
Main duties and responsibilities:
- To work collaboratively and cooperatively with young people and the parents or carers of children and young people undergoing SA and who have EHC plans from assessment through to decision to issue or decline to issue. The post holder must ensure that families are involved with the process and kept informed about the process and that the child or young person is central to any decision made about them.
- To conduct the SA process from initiation to issue of final plan within the statutory timescales. This means the post holder will need to write the EHC plan using the information gathered as part of the assessment and work collaboratively with wider professional agencies to ensure the outcomes specified in the Plan are identified and delivered and support the Placements officer to ensure appropriate placement is named.
- To provide detailed information to key decision making panels, SENDT and other appeals (including ISP) in relation to the young person’s proposed placement, costs (including travel costs) and any other matters pertaining to placement and provision, as well as contribute to the LA’s responses to tribunal appeals and complaints, including those from councillors, as well as parents and schools.
- Attend, initiate and/or organise meetings ensuring key stakeholder attendance in relation to the Statutory Assessment process, re-assessments, or amendments following Annual Review.
- To know and be able to explain to others, specifically the families/carers of children and young people and schools how to navigate the Local Offer website and locate relevant information
- To robustly maintain LA databases including Synergy on a ‘live’ basis, ensuring all records are kept up to date and accurate.
- To maintain positive and effective relationships with schools and health and ensuring that the service works effectively in partnership with all key stakeholders and professionals and other appropriate services linked to the children and family’s needs.
QUALIFICATIONS

Purpose

MAIN PURPOSE:The purpose of this post is to administer all aspects of Council Tax billing, up to and including the issue of the bill and Housing Benefit and Local Council Tax Support assessment, ensuring a high standard of quality and accuracy of work. Staff will ensure that all work undertaken is in accordance with law, regulations and guidelines and handled as promptly and efficiently as possible.
GENERAL INFORMATION
The Billing and Benefits section administers the billing of Council Tax liabilities, assessment of Housing Benefit and the assessment of Local Council Tax Support (LCTS). The section consists of four senior posts who provide legal and technical expertise, direct and monitor workloads and manage a group of twenty seven FTE Billing and Benefits officers undertaking all administrative tasks.
The post holders ensure that decisions on Council Tax liability, exemptions, discounts, reliefs and Housing Benefit entitlement are made in accordance with law and policy guidelines, and that demands and notices are issued in a timely manner.
All staff must be mindful of potential fraud and that suspected irregularities are referred for investigation in all cases.
A common factor in Revenues and Benefits services is that any member of staff may be called upon to act as a witness in proceedings in courts or tribunals to give factual evidence.
DUTIES
- Day-to-day administration of Council Tax billing and benefits processes, whilst seeking to promote efficiency and continuous improvement.
- Interpretation of Council Tax and Benefits legislation, ensuring that processes and decisions apply in accordance with law and policy guidelines.
- Administer the Local Council Tax Support Scheme in accordance with local policy and guidelines.
- Make decisions in respect of Council Tax liability, exemptions, discounts, reliefs and Housing Benefit entitlement and that notices are issued in a timely manner, referring any matters of doubt to a Senior Billing and Benefits officer.
- Ensure the accuracy of the property and taxpayer database, including Housing Benefits and LCTS data, by updating the IT systems and agreeing totals to Valuation Office Agency where appropriate.
- Undertake enquiries to identify exemptions, discounts and reliefs from council tax and evaluate household details relating to Housing Benefit / Local Council Support claims, carrying out detailed assessments of income, capital and other resources relating to entitlement.
- Verify and validate information, making all necessary calculations to determine entitlement and notifying customers accordingly.
- Liaise with Visiting Officers in relation to establishment of liabilities, reliefs and other queries, including the completion of new dwellings and claims for benefit and LCTS.
- To maintain an awareness of current legislation, policy and guidance relating to Council Tax, Housing Benefits and Local Council Tax Support.
- Respond to requests from customers for clarification of decisions, providing statements of reasons, correcting any errors discovered and reconsidering any decisions where appropriate.
- To liaise with all internal and external partners as required.
