16.Identify any public safety hazards and other issues, which could detrimentally affect the appearance of the environment, and to report such issues to the Supervisor for attention.

Enfield’s Position: 

•          As of 10/05 there were 211 households with children in shared accommodation. Around 150 of these have been in hotels for 6wks+ breaching statutory duty

•          33 children are subject to children’s service support and TA is interfering with our statutory responsibilities also subject to challenge from the Children’s Commissioner

•          There are 31 JRs received between January – March 2023 which we can’t defend. These are costly and drain capacity.

•          Families are vulnerable and the placements are affecting schooling, employment, care plans directly – in addition to clear overall negative impacts on wellbeing and mental health. 

We are therefore looking for a Cohort Lead (PO2) to provide operational oversight over a team of officers allocated to support the reduction of B&B and temporary accommodation.

Job Specifics – Skills, Experience, Knowledge & Abilities

 Essential:

1.         Detailed knowledge of current and emerging housing legislation and case law related to housing advice issues including private sector landlord and tenant law, security of tenure, homelessness law, housing benefit and other welfare benefit regulations, possession proceedings in the county court including court procedure rules, 

2.         Significant experience of deciding homeless applications in accordance with Part 7 Housing Act 1996

3.         Experience of successfully dealing with members, MPs enquiries and complex solicitors enquiries etc. 

4.         Experience in researching, interpreting and explaining complex legislation and policy.

5.         Ability to plan and maximise use of resources and manage a budget effectively to deliver quality services 

6.         Experience of working effectively  within a multi-disciplinary environment and in partnership with other staff agencies to ensure that the needs of the customer are met

7.         Ability to work using own initiative as part of a team while, managing workloads efficiently, prioritising work and adopting a flexible approach to changing and competing demands

Main Purpose of Post/Job Summary

Duties and Responsibilities
• Undertake, either individually or as a member of a team, duties connected with the removal of household, industrial, commercial and recyclable refuse from a variety of locations, eg, houses, shops, schools. This could involve the full use of refuse containers, eg, plastic sacks, wheelie bins, and paladin bins.

• In the absence of a regular driver or service reserve driver, ensure all collections are provided in the appropriate sequence and ensure that such staff undertake tasks in accordance with Council’s Procedures and Policies.

• Assist the assigned driver, as requested, to manoeuvre the vehicle, provided training has been given.

• Clear up spillage, loose refuse and litter in any area arising from the Refuse Collection Service i.e. use of Sharp Kits.

• Report bins damaged or not emptied to the Team Leader.
• Report any premises that appear to have a refuse disposal problem to the Team Leader.

• Notify the occupants of premises as to any change with collection requirements through an appropriate system.

• Operation of any associated apparatus and safety equipment, fitted to the vehicle assigned.

• Identify any public safety hazards and other issues that detrimentally affect the appearance of the environment and to report same to the Team Leader.

• Identify and report any public safety hazard relating to the service to the Team Leader on a daily basis.

  • The postholder may from time to time be given the opportunity to carry out refuse collection duties.  Such duties may specifically include: Undertaking, either individually or as a member of a team, duties connected with the removal of household, industrial and commercial and recyclable refuse from a variety of locations, eg, houses, shops, schools.   • The postholder may from time to time be given the opportunity to carry out driving duties in connection with Environmental Cleansing.  The postholder must have received assessment to drive specialist vehicles and to undertake team leader and relevant reporting/completion of daily returns.
  • A local agreement has been negotiated whereby cleansing operatives may be given the opportunity to drive the Council’s Street Sweeping vehicles.  Following suitable training, the driver rate will only be paid where an operative has been allocated to driving duties.
  • Assist driver where requested, to manoeuvre vehicle as assigned, following training.In the absence of the regular driver, or service reserve driver, to ensure that all relevant areas are swept in accordance with Route Schedules and to ensure that any casual staff assigned undertake tasks in accordance with Council procedures and policies.
  • Operate associated apparatus connected with the vehicle as allocated, in a safe manner.
  • Responsible for the use of Radio Telecommunications equipment assigned to the vehicle, in accordance with Road Traffic Legislation.
  • Report, as appropriate, any public safety issues as arise from Council responsibility and any issues as could detrimentally affect the appearance of the Environment.
