About the role
As a member of the Building Surveying Services section you will:
Deliver and manage major capital works contracts in line with contract specifications, agreed performance standards and ensure works are executed efficiently, with minimal  disruption and with value for money.
Deliver pro-active, professional and customer-focussed surveying services, to ensure that the Council’s land and property assets are fit for purpose and legally compliant.

The main purpose of the role:
Plan, co-ordinate, execute and manage delivery of specific capital and major works’ projects, along with planned maintenance and repair programmes of work in conjunction with the Senior Building and Projects Manager
Deliver pro-active, professional and customer focused quality surveying services for all the Council’s properties to ensure that the Council’s land and property assets are fit for purpose.

Qualifications and education
Relevant professional qualification, (e.g. RICSor CIOB), or technician qualification (HNC, degree or equivalent). If no relevant professional qualification is held then the candidate will need to demonstrate at least 10 years experience in a similar role.

Experience
Experience of undertaking building surveying, contract procurement, contract administration and project management activities in a similar environment (candidates without a professional qualification are required to demonstrate

substantial experience).
Extensive experience of specifying, procuring and managing repairand improvement projects.
Experience     of     working     with     contractors, consultants and external agencies
Extensive experience of defect diagnosis and identifying appropriate repair solutions.
Experience of managing project budgets, cost analysis and cost reporting.
Experience of managing contractors’ quality and performance
Experience of using a computerised building maintenance and repair system.

Knowledge/Skills/Abilities
Sound       understanding      of       construction technology and repair techniques.
Working knowledge/understanding of building services technology and maintenance, including the property management system, Technology Forge.
Sound understanding of procurement processes, and the use and interpretation of construction contracts.
Good levelof numeracy; understanding of financial control.
Good knowledge of MS Wordand Excel.
Working knowledge of AutoCAD or similar drawing software.
Awareness of property-related sustainability issues.

Job Purpose

Responsibilities

  1. Responsible for management, continual improvement and modernisation of the youth justice service area, making best use of financial and human resources in line with the departmentalworkforce resource plan.

Statutory Accounts

  • Project work supporting Chief Accountant to implement IFRS 16 Lease accounting for 2024/25 accounts

  • Dealing with audit queries for the 2024/25 interim audit and any remaining queries on 2023/24 audit
  • Support completion of 2023/24 Whole of Government Accounts
  • Preparing for year end closing 2024/25 including co-ordination of year end debtors/creditors reconciliations

Pensions

Qualifications

The role
Herefordshire Adults & Communities are developing adult social care services in keeping with the responsibilities under the Care Act 2014. We are looking for an experienced Manager to lead the County and Younger Adults Team Team to ensure continual improvement in hospital discharge practice, process and improved outcomes for individuals. 
The County Team work with individuals with complex needs such as Learning Disability, Mental Health, Forensic and/or a combination of these needs. Our Younger Adults Team works with Adults under 25 years of age who may be Care Leavers and are preparing for adulthood, the team work with those in receipt of complex needs funding and Education, Health and Care Plans. Both of the teams work with individuals in receipt of S117 aftercare, Joint CHC funding and work towards facilitating safe hospital discharges from both Community and Mental Health Hospitals. 
The successful applicant will have demonstrable management experience working in Social Care Teams, particularly with complex needs. The role involves close partnership working with various partners including health, adult social care, commissioning and Hoople to ensure a robust, timely and effective discharge for individuals coming out of hospital.

Qualifications:
1. CIPD qualified, or working towards this with experience of working effectively in a

Knowledge and Experience:
5. Significant experience of casework management; disciplinary, grievance,

Purpose:
To provide HR support and assistance to the HR Operations team and give advice and guidance to
managers and staff. In doing so the role holder will build and develop effective working relationships with
managers which will allow the role holder to have an impact in influencing and supporting managers to
achieve their local and the corporate objectives.
Accountabilities:
? In consultation with the HRBP, provide managers and staff with appropriate advice and guidance
on Council policies, terms and conditions of employment and other HR related issues in
accordance with employment legislation.
? Support, coach, challenge and empower Directorate line managers in managing people issues
(e.g. Disciplinary, Grievance etc.)
? Dealing with local trade union (TU) representatives in relation to individual cases or local
collective issues; Build and maintain relationships with line managers, employees and TU
representatives across the Directorate(s) to ensure positive interactions and speedy resolution of
any issues that arise
? Responsible for screening all vacancies, identifying potential redeployment opportunities for
employees on the redeployment register and assist in matching them to suitable alternative jobs
across the Council.
? Undertake effective Job Evaluations, drawing on benchmarking data and ensuring a fair, consistent
and objective assessment
? Ensures senior Directorate stakeholders receive insight from their people data (e.g. sickness
reporting, grievance numbers etc.) To update the casework database (paper-based and electronic)
in an accurate and timely fashion and provide essential HR data for monitoring purposes as
required.
? Finds solutions to problems relating to strategic, policy or legal constraints or requirements
? Understands local issues in the Directorates and takes action based on the implications from a HR
perspective
? Ensures that relevant work is passed to the appropriate point in HR as required
? To advise on and participate in staff appointments where appropriate, ensuring that Council
procedures are followed in terms of the grading, advertising recruitment and selection of staff.
? To contribute to the overall development of the HR team including HR policy development and
projects.
? To undertake research as required and support the HRBP to prepare briefing papers as necessary.
? To maintain own continuing professional development and to liaise/network with other HR practitioners as appropriate.
? To maintain and keep up to date with HR policies and procedures and to respond to queries from
managers and staff on terms and conditions of employment as appropriate.
? To ensure effective communication with colleagues across the Council and externally where
appropriate regarding work in progress, emerging trends, issues or problems.
? To participate in working groups as required and to attend other meetings on behalf of the HRBP
and the HR Operations team as required.
? Any other duties commensurate with the grade and purpose of the post.
