a) To support, assist and deputise for the Senior Traffic Orders Officer in preparing all highway-related legal orders and notices required by the Council and by others
b) To keep up to date the definitive database of Orders and Notices relating to the Council’s highway network and to respond to service requests relating to this
c) To invoice third parties for services rendered in relation to traffic orders and notices
Key Responsibilities
1) Respond to all the Traffic Orders team’s service requests and enquiries promptly, escalating if outside post-holder’s area of responsibility.
2) After undertaking any necessary research, write first drafts for any highway-related legal orders and public notices requested by the Council or by others
3) Ensure the accuracy and comprehensiveness of all definitions of restriction and prohibition in draft orders, using maps and diagrams.
4) Circulate draft proposals to all statutory consultees in advance of publication, recording and communicating any responses prior to final draft
5) Prepare documentation for public consultation, including arranging for publication of the statutory notices in the London Gazette and local press and preparing on-site notices, ensuring full compliance with The Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996
6) Make deposited documents available for public inspection, ensuring that these can be accessed during normal working hours at the address stated on the order/notice for not less than six weeks after the Order was made.
7) Instruct the appropriate Street Works Inspectors on the placing, checking and removal of on-site notices, securing and filing a Certificate of Posting upon removal. If no Street Inspector is available attend site to display notice.
8) Maintain all indices, records, files etc. including financial records, updating as required in addition to amending and consolidating previous orders.
9) Collate evidence of spend and prepare draft invoices for external customers. When approved by line manager, issue invoices and chase payment as necessary
10) Promote and uphold the Council’s code of conduct and FRESH values, ensuring that all staff in the service are treated equally with understanding and respect
11) Ensuring the council’s policy on equal opportunities and managing diversity is fully integrated into work practices and services delivery.
12) Work flexibly in undertaking the duties and responsibilities of this job, and participate as required in multi-disciplinary cross-department and cross-organisational groups and task teams.
13) Undertake any other duties that may be required to meet the demands of the service. These may be varied from time to time to meet the needs of the service consistent with the requirement of the job, including provision of cover in the absence of staff to ensure that the Council fulfils its statutory network management duty.

About the job:

Development of new Family Hubs
Haringey are looking for someone that has excellent stakeholder management skills, evidence track record of successfully scoping and leading on the delivery of programmes/projects and has worked within large public sector organisation preferably within a children setting.
The role is to lead and support senior managers to develop the new Family Hubs in Haringey which will include:
• setting out the vision for providing families with the integrated support they need to care for their children from conception, throughout the early years, and into the start of adulthood. This is to enable parents to establish a firm foundation for their children, from which to meet their full potential in life
• producing the delivery plan setting out how Haringey will deliver on this new programme of work. This includes:
• how services should be delivered in line with the family hub model framework set by DfE
• what will be expected in terms of delivery plans, reporting, and evaluation
The post will be outside IR35 and at a maximum day rate of £500 depending on experience.
Knowledge, Qualifications, Skills and Experience
Extensive knowledge of Children Services
Must be able to use initiative to decide relevant actions and make recommendations to Sponsor/ Manager, with the aim of improving deliverables and compliance to policies

Business support to the Central Placement Team.
- To co-ordinate appointments, attend and minute funding and service panels. Ensuring that all funding approvals remain current.

- To participate in a rota of panel support with other panel administrators, covering where necessary for sickness and annual leave.
EXPERIENCE - At least two years’ experience of general office administration

QUALIFICATIONS
