The Performance, Compliance and Data Officer will assist the Operations Manager in: • Contract management activities • Financial administration and budget monitoring • Stakeholder engagement • Analysis of property data and production of reports.
This post will focus on customer service with responsibility for ensuring that tasks raised via the outsourced helpdesk and reported in the CAFM (Concerto) are followed up with suppliers, chased and completed in accordance with the contractual performance standards. The post holder will be a good communicator and will take responsibility for liaising with the customer that has reported the fault to keep them informed and see faults through to completion.

The Education Health and Care Plan Caseworker is the key professional in bringing together and identifying key information on children’s special educational needs across professional groups and agencies and is responsible for writing the education health and care plan for a child (EHCP) in collaboration with the parent and child.

Social workers in the Leaving Care service support young people who are looked after (LAC) and

- To understand and keep abreast of national and local legislative and public policy developments and undertake broader horizon scanning in respect of either Children and Education or Adults and Housing services and ensure implications are appropriately communicated to senior managers and elected members and fed into strategic and business planning processes.

- To lead on the development of, and compliance with, inter-agency data sharing protocols in respect of either Children and Education or Adults and Housing services.
- To lead on the development and use of multi-agency intelligence ‘hubs’ in respect of either Children and Education or Adults and Housing services in the borough which inform and support JSNA, other needs analysis and planning purposes.
- To lead on innovation in the use of data and intelligence, including in the use of IT data reporting tools for planning and performance management purposes across council and multi-agency services.
- To lead and ensure the successful implementation of the Service Level Agreements with schools in respect of educational data and training and to lead on further income generation initiatives (Children and Education postholder).
- To lead for the service on new and existing programmes of work to support the delivery of integrated Adults and Health services (Adults and Housing postholder).
- To lead and co-ordinate risk management procedures in respect of the ECHS department services, reporting on risks to senior managers and co-ordinating risk management planning and implementation.
- To lead on the deployment of strategic services capacity in the development and implementation of specific service improvement strategies across either Children and Education or Adults and Housing services.
- To lead and act as project manager on specific improvement projects as identified and commissioned by the departmental leadership team.
- To lead the input of strategic services in the preparation for and process of external inspection, regulation and peer review, including self-assessment, the provision of required data, information and evidence and fieldwork planning.
- To lead on the engagement of partner agencies in governance bodies, strategic and service planning and in performance management of either Children and Education or Adults and Housing services.
- To lead on the co-ordination and servicing of Bromley’s multi-agency Children’s Executive Board and the borough’s Children and Young People Plan (Children and Education postholder).
- To lead on the development of partnership governance structures in respect of adults social care and health services in conjunction with the Director of Adult Social Care.
- To lead, manage and deploy Strategy Officers; Performance Team Manager and Performance Analyst to ensure this capacity is maximised and adds value to the delivery of services.
- To provide effective supervision to these staff, undertake appraisals in line with council policy and ensure the learning and development needs of all staff in the service area are identified and met.
- To manage appropriately all budgets in this service area and comply with the council’s budget setting and budget monitoring procedures.
- To liaise with corporate Audit, sign off audit terms of reference and lead on post audit compliance in respect of services within this portfolio.
- To work closely with the equivalent Head of Service for Strategy and Performance in respect of the overall use of capacity and resilience across these service areas, deploying staff and deputising for the equivalent Head of Service as required.
- To deputise for the Assistant Director as required.
- To undertake any other duties commensurate with the level of post as required to ensure the efficient and effective running of the department/section.
