Licensing Enforcement Officer required to cover the range of licensing functions inc Licensing Act, Gambling Act, caravans. Experience in taxis would be of special benefit. Attendance at the office required 2 days per week to carry out enforcement duties and liaise with the team. A degree of administration work is also required e.g. entering actions onto our idox Uniform database, drafting letters and notices.
Main duties and responsibilities relating to accountabilities
Takes a lead role for the provision of complex specified service areas. Deals with complex and non-routine enquiries.
Responsible for developing and reviewing policy and procedures e.g. Taxi “Rulebook”, Criminal Record, Enforcement, Licensing Act, Gambling Act, Street Trading, charity collections etc.
Interview drivers for licences to drive Hackney Carriages and Private Hire vehicles. Decides on the fitness and suitability of applicant’s, vehicles, premises and records to comply with the standards required under legislation before the issue of licences. Meets and deals with licence holders on problems they may have regarding the regulations etc.
Delivers a risk based inspection programme of all licenced premises focussed on performance targets e.g. animal boarding, riding establishments, zoos, scrap metal, licenced premises, alcohol, gambling, caravan sites etc.
Decides when a licence application has been properly submitted, and where relevant, decides what conditions should be attached to a licence. Decides on licence approval or refusal making reference to local procedures, council policy, legislation, government guidance and regulations to a greater or lesser degree depending on availability. Refers to a hearing when appropriate.
Determines contested applications, reports to hearing and court at appeal
Investigates complaints concerning licensed premises, vehicles and unlicensed activities.
Works with partner agencies such as police and trading standards to ensure compliance with legislation.
Takes enforcement action, serves legal notices, suspends and revokes licences as appropriate. Has responsibility for enforcement outside of normal working hours. Undertakes recorded interviews under caution. Prepares prosecution file in accordance with the Safer Communities Enforcement Policy. Prepares own witness statements and those of witnesses, attends court and gives evidence.
Arranges vehicle Compliance Tests in accordance with the Hackney Carriage regulations and issues certificates. Liaises with garages re problem vehicles, visits garage if required and adjudicates where vehicles have failed. Handles any complaints from the garage against the driver of the Hackney/Private hire vehicle when attending their Compliance Test.
Ensures taxi fare meters are sited and operated and calibrated correctly. Carries out checks on suspected abuse of meters. Undertakes meter tests of vehicles over a measured distance.
Represents Harrogate Borough Council on external groups/forums and participates in Corporate working groups relating to all Licensing matters.
Prepares and presents reports on all aspects licensing work for Head of Service, Cabinet Members and Committees, attends meetings giving advice, guidance and evidence.
Responsible for the enforcement & recovery of Licence fees throughout the year. Must follow agreed accountancy and audit procedures in handling, banking, receipting and balancing of all money.
Liaises with the trade in relation to matters such as policy, compliance etc. Facilitates forum groups such as Pubwatch, Offwatch, Taxi Liaison group and other local liaison groups.
Checks and determines eligibility using Disclosure and Barring Service, Police and medical reports.
Works with immigration and safeguarding agencies to prevent and detect serious crimes.
Reviews and updates as necessary all systems, forms and procedures in liaison with Technical Support Team.
Participates in and provides training and education in Licensing matters/updates to staff.
Ensures that all relevant targets and performance standards are met.
Identifies and delivers opportunities for fee paid services in accordance with the Charging for Services Policy.
Prioritises and plans own work programme.
Is required to work outside normal office hours.
Carries out any other duty that may reasonably fall within the general nature and level of responsibility and competence of the post as required by the FLOS/EP Manager or Head of Safer Communities.

The role requires an standard DBS check. The post holder will be required to work on rota basis with a rotating shift pattern across the 24/7 period. Job Purpose:
The Contact Centre Operator will be responsible for receiving and responding to a range of calls including emergency and priority calls from vulnerable or elderly callers. Managing a range of support services to employees and customers of the council including lone working, virtual concierge and CCTV monitoring.
The position is a joint Telecare and CCTV Operator role.
Duties and Responsibilities
• To deliver services to customers across a range of services including making outbound welfare calls vulnerable or elderly customers
• To understand, support and advise a wide range of customers who will be making enquiries concerning Council services through multiple channels of access
• To work with colleagues within the Contact Centre and other service areas to ensure the highest levels of call resolution and customer satisfaction
• To have an understanding and knowledge of technology used within the centre for lone working devices and CCTV images
• To deal with sensitive and emergency situations effectively and efficiently liaising with other customers, care agencies are/or emergency services
• To take responsibility and follow protocols for virtual concierge requests, capturing and utilising CCTV images and any emergency requests for lone working devices/anti-social behaviour.

MAIN PURPOSE OF THE JOB:
To work as part of the Leasehold Finance Team responsible for; the calculation of service charges; major works; reserve fund; shared ownership rent and ground rent; the production of the estimated, interim and actual invoices; and, the billing of service charge and rent payers, including service of Section 20B notices.
To prepare and issue appropriate Section 20 notices for all schemes and services, including Qualifying Long Term Agreements.
To ensure the provision of a high quality customer services to the Council’s residents.
To effectively maintain the service charge and major works database/module making accurate changes to customer accounts.
To carry out a range of financial administrative functions to ensure the successful delivery of Leasehold and Right to Buy Services (LRTBS).
MAIN AREAS OF RESPONSIBILITY:
- In collaboration with Leasehold Finance Colleagues calculate annual and major works service charges to produce estimated, interim and actual invoices which are accurate, reasonable, and in accordance with legislation and local procedures and policies.
- To collate all financial records pertaining to communal and structural expenditure in relation to property service charges and major works, and be responsible for the high level of accuracy and maintenance of financial information provided for the calculation of service charges and major works.
- To carry out necessary accountancy functions for the production of service charges, major works, reserve fund, ground rent and shared ownership rent.
- To calculate and issue Section 20B notice to protect the financial position of the landlord.
- To maintain and update electronic and manual records, including supporting documentation, in relation of annual and major works properties.
- To provide clear and timely reports for investigations, as and when required, to leaseholders and/or representatives.
- To record and report any errors or inaccuracies within the accounting processes and financial recording systems, and to implement any appropriate improvements to ensure an efficient service.
- To liaise with appropriate Council departments, sections, regulatory bodies, auditors and partners to encourage good practice and effective service charge accounting.
- To provide appropriate background information and to perform necessary calculations for all service charge and major works enquiries, including Section 125 offer notice information.
- To prepare and compile Leasehold Services monthly performance reports, distributing necessary information to appropriate parties throughout London Borough of Hackney (LBH).
- To assist the Senior Leasehold Finance Officer with reviewing and benchmarking key performance strategies and effective working practices for managing a successful LRTBS, focusing particularly on local and national housing organisations.
- To verify all payments made by the Service Area, both externally and internally, ensuring that they are correctly authorised and coded.
- To liaise with internal and external auditors (or any other similar group, person or body) providing required information and to assist with implementing agreed recommendations as directed by LRTBS Managers.

Your new role:
An exciting opportunity has arisen for a self-starter who is experienced in Programme Management, able to hit the ground running and passionate about driving change and is looking to take up a challenging newly created role of Programme Manager to provide key support for the successful delivery and development of the Children’s Services Improvement Plan. As Programme Manager you will be provide strong visible proactive leadership and a deliver a collaborative approach to change. You will be expected to work flexibly as required.
This role provides an opportunity to contribute to the delivery of best possible outcomes for our children and their families and play an active role in the leadership, management and development of change.
What you’ll need to succeed:
In addition to all the responsibilities you would expect of a Programme Manager role, you will be passionate about delivering improved outcomes for children and their families.
You will have ability to work with a wide range of stakeholders and excellent analytical skills to develop business cases for change.
You will be technically competent with experience in delivering complex projects working with a range of stakeholders both internal and external to the Council.

Early Help Worker:
Early Help Workers based and work agilely in Family Wellbeing Centre’s and people’s homes across Sefton.
The successful candidates will form part of a multi-disciplinary team, be responsible for safeguarding and promoting the welfare of children, young people and families, act as a single point of contact and coordinate a holistic temporary offer of early help and intervention support with their cases.
You are expected to have procedural and practical knowledge of Early Help Services and experience of working with children and young people 0-19.
This will include experience in one or more of the following:
• Family Wellbeing Hubs or Children Centre’s
• Working with children 0-19years, at home, community or school environments
• Supporting young people with mental health and wellbeing needs
• Supporting school attendance and achievement
• Working with young people and adolescence
• Supporting children and young people with SEND/ASC
• You will have knowledge of safeguarding and be an advocate for strength-based approaches underpinned by an awareness of Adverse Childhood Experiences (ACE’s) and trauma informed practice.
Experience:
- Experience of delivering support to individuals and families in one or more of the service areas within the localities model
- Experience of developing family action plans based on assessment
- Experience of identifying levels of risk, vulnerability and needs
- Practical experience of supporting resident’s independence
- Experience of using IT systems to maintain accurate records and management data
Knowledge / Skills / Abilities:
- Practical and procedural knowledge of delivering support to individuals and families. Procedural and policy knowledge relative to assessments, case management and safeguarding
- Ability to manage casework and utilise case management methodologies
- Ability to assess and deliver activity within the early help offer as the lead professional
- Ability to demonstrate a high level of empathy across a range of users, be non- judgemental and build trust

- Excellent interpersonal and communication skills and a person/family centred approach
- A broad knowledge of safeguarding procedures and when to implement the escalation policy

- An ability to advise, guide, negotiate and influence children, families and individuals in terms of delivering appropriate levels of care.
