MAIN PURPOSE:
The post-holder is responsible for:
⦁ The end to end strategic delivery of integrated commissioning, transformation and service improvement activity programmes/projects across the London Borough of Bromley (LBB) Council’s Education, Care and Health portfolio and NHS Bromley CCG (CCG) - with a particular focus on health and social care for children and adults

⦁ To provide senior programme leadership across a portfolio of commissioning and transformation projects and lead cross-functional project teams to ensure the delivery of improved service outcomes, value for money and financial savings.

⦁ To provide cross-cutting commissioning and commercial expertise at each stage of the commissioning cycle.

⦁ To ensure that commissioning and transformation activity provides solutions that reflects local needs and drivers.

⦁ To support the Head of Service and the Joint LBB & CCG Directors of Integrated Commissioning in the design and delivery of the integrated health and social care arrangements between LBB and CCG

SKILLS & ABILITIES

  1. Proven ability to manage complex projects under pressure, ideally in an education health and social care settings

KNOWLEDGE

  4. Understanding of the principles of co-production and co-design of public services

EXPERIENCE

  1. Experience of managing change projects
  2. Substantive experience of leading commissioning projects through all stages of the commissioning cycle
  3. Experience of working with partners, providers and communities to co-design service delivery models
  4. Experience of working within adult social care, public health, children’s social care, education services, housing commissioning and commissioning early intervention and prevention services; with substantive experience in at least two of these areas
  5. Experience of working either within a CCG or working alongside CCG partners.

Qualifications

Higher Certificate in Food Control (HCFC) or Higher Certificate in food premises inspections (HCFP) or a suitable qualification as outlined in the Food Code of Practice.

Vale Communities for Work (CfW) is an ‘employability-support’ programme funded by the European Social Fund (ESF) and the Welsh Government and managed by the Vale of Glamorgan Council.

We are seeking up to 2 Mentors on a temporary basis until at least 31/3/22 to help us manage the increase in our workload due to the impact of the Covid crisis on the local employment market and the resultant increase in the number of people looking for work in the Vale of Glamorgan area.

Our CfW Mentors support participants on the programme to look for work by;
• Providing 1:1 bespoke support, initially via phone, with face-to-face support (hopefully available again very soon) in a safe, local setting.
• Creating or improving their CV.
• Providing support with completing Job Applications (especially online).
• Improving ‘job-search’ techniques and information e.g. by identifying the best websites.
• Improving our participants’ interview technique and confidence.
• Assisting participants decide on the best training course options.
• Providing expertise about career options.
• Passing on general and specific employment-sector knowledge, particularly in respect of the local labour market.

We receive over 70% of our referrals from Barry Jobcentre Plus and have excellent working relationships with the staff.

To lead the Insurance team and provide a service to the organisation
ROLE PURPOSE:

The Insurance team provides support to all Council services with the aim of minimising the Council’s exposure to financial loss and liability. The team are responsible for developing and implementing an active operational risk management programme across the Council and at all levels, coupled with the provision of appropriate insurance cover.

This post can at times be under significant time pressures which need to be managed effectively; externally from claimants solicitors, the Council’s Insurers and the Courts, and internally to obtain prompt co-operation and information from service managers.
To ensure efficient operation of the Council's insurance claims process, by managing the team budget and providing value for money.

To contract manage the Council’s insurance portfolio during renewal and tendering exercises, which involves considerable contact with other Council services, insurers, loss adjusters, solicitors and sometimes members of the public.

Managing the Insurance team and support the team with their development and performance.

A significant part of the work that the team undertakes is affected by reforms to the Civil Justice System (the ‘Woolf’ reforms) which lay down strict time limits for filing defences and supplying supporting evidence. The deadlines are stringent which means that significant cost can fall to the Council, including fines imposed by the Court as well as compromising the Council’s defences, if the right quality and quantity of work is not achieved in line with the statutory timetable.

EXPERIENCE
Experience of processing complex, technical insurance claims within a busy insurance team.
Experience of operating in a team required to adhere to the relevant professional insurance standards.
Experience of dealing with signifcant insurance tenders and renewals
Experience of building strong working relationships with a range of key stakeholders in an insurance environment, including senior managers.

Child Protection Conferences Minute Taker - Full Time Mon-Fri 5 days /37 hrs
The main duties will include supporting the admin team with Child Protection Conferences minute taking, preparing email info packs to send out before the Conferences, sending out the minutes after the Conferences, logging data in the trackers for Conferences, sending out relevant email communications with the social workers and Child Protection Conference Chairs, sending out email invitations to Teams meetings, setting out and booking in Conferences in Outlook/ Teams. Also use of our internal system Mosaic - recording and entry of Conference dates and steps for arranging the next conference.
The role will require confident use of Word, Excel, Outlook and fast and accurate typing and minute taking. The Child Protection Safeguarding Conferences are complex meetings with many participants and the discussions will involve child safety and safeguarding so it can be intense and will need a certain level of emotional resilience.
The role is face to face working in the main Council Office Time Square, Bracknell. Office working only required when Conferences are taking place so this is a flexi position with home working also in place.

An excellent opportunity for an experienced Occupational therapist to be part of the West Sussex County Council’s well-established Blue badge eligibility assessment team for a duration of 2 to 3 months, which is governed by the council’s Access Team. We are a small but dynamic county wide service, providing Blue Badge Assessments in West Sussex in line with the Department for Transport (DfT) Blue Badge Guidance for Local Authorities.
We are looking for a registered Occupational therapist with experience in assessing and treating individuals with visible and invisible disabilities. Blue badge scheme is now open to people with any form of long-term disabilities, which can significantly limit their ability to access the community. This position is to cover staff shortage and increased caseload within our team, and this post will be mainly desk based. You will receive professional support from the team manager and will have the opportunity to work flexibly according to the council’s guidelines and business needs.
We provide a robust assessment service, and you will be at the forefront of delivering high quality assessments in line with the government guidelines and relevant legislations.
The job will involve carrying out desk-based assessments of Blue badge applications. You will be responsible for completing complex clinical assessments of customer’s disabilities and to analyse and interpret complex information including research in order to prepare reports, evaluate data and a range of written material. You will need to apply excellent person-centred clinical reasoning skills and also use your therapeutic skills to signpost, provide advice or interventions (where necessary) and make any relevant referrals to various services that may benefit the applicant/customer.
You will need a good understanding of various medical conditions (eg: physical and mental health) and its impact on an individual’s mobility. CPD opportunities are available.
Current registration with the Health Care and Professions Council for the UK
This role will require excellent verbal, IT and written communication skills.
You will be reporting to the Team Manager of the Blue Badge Assessment Team.
