Principal Planning Officer
Responsible for a range of complex planning casework to deliver strategic outcomes for the Council. Accountable for negotiating on proposals to deliver high quality development in Somerset in accordance with national guidance, planning law and adopted local plans/other guidance.
• Responsible for decision taking under the officer scheme of delegation for planning and other related applications.
• Provide clear direction to deliver the Council’s strategic priorities and meet the Council’s financial targets, as a member of the Development Management Service Team.
• Support senior colleagues at Area Planning and Strategic Planning Committees and present applications for decision.
• Update and advise elected members in respect of strategic sites and associated matters including briefings and training.
• Using professional knowledge analyse and evaluate complex technical information to provide professional advice to statutory consultees, other departments of the Council, developers/applicants, members and communities to ensure high quality outputs which support the delivery of the Council’s objectives.
• Balance the competing demands of other council services and the viability of the development to make recommendations/determine priorities and negotiate complex S106 agreements to ensure high quality development is brought forward meeting the requirements of adopted planning policy and the delivery of infrastructure.
Qualifications:
- Degree in Town Planning or related subject and equivalent experience. The postholder will require membership of (or be eligible to join) the RTPI (Essential)
Knowledge:

Main Duties and Responsibilities
The post holder will contribute to the delivery of a service plan, for their team, which will be managedthrough a performance framework.
The post holder will be required to:
1. Gain a full understanding of the current and ongoing clerical and administration needs of the service. Identify and develop systems and procedures necessary to meet these needs.
2. Maintain systems and procedures necessary to ensure that the Home ImprovementsService effectively and efficiently manage their caseload. Monitor progress on individual cases toensure that output targets are achieved.
3. Develop and maintain a database for the storage and effective retrieval of information, for casereview and statistical analysis purposes, to individual clients of the services.
4. Provide a focal point for communications with Home Improvement Clients and others; ensurethat correspondence is relayed efficiently and in a timely manner.
5. Support in the maintenance of procedures for seeking customer satisfaction information. Input,analyses and provide statistical information as required.
6. Gain understanding of the roles and duties of Home Improvement colleagues and provide tosupport their workload as required. This may, from time to time, include duties having additional responsibilities.
7. Maintain and develop a Building Maintenance ‘Helpdesk’ function providing a focal point for Clientswho have reactive maintenance requirements. Process maintenance requests in accordance withdefined procedures and guidelines to works contractor and / or Building Maintenance officer as appropriate.

1. Deliver high quality Environmental Health Services as part of a team of officers,

SUMMARY OF RESPONSIBILITIES AND DUTIES:
1. Job Purpose
To act as the key point of contact for the young person and family, and to coordinate any activities

This post will require travel in the community to fulfill their duties, a valid Clean driver’s license would be an advantage, so they can also utilise the Youth Bus and Health and Well-being bus.
Experience of delivering psychosocial and harm reduction interventions to young people to support them in stopping their substance misuse. This includes Cognitive Behavioural Therapy, Motivational Interventions and advice and information to prevent substance misuse related injure and risky behaviours. A qualification in Youth Work or equivalent to NVQ Level 3 or other relevant professional qualification. The candidate will need to be flexible and available to work during school hours, evenings, weekends and holiday periods.
To contribute towards Enfield achieving the National Drug Strategy aim of bringing about a generational shift in the use of drugs across society so that fewer people take drugs or feel drawn toward taking drugs, and today’s children and young people grow up in a safer and healthier environment. This project will contribute towards this aim by delivering interventions to young people aimed at deterring them from starting to use drugs and alcohol and to support those young people who already use drugs and alcohol to stop their use and reduce associated harms.
The post will be based in the Youth Development Service and will work across projects to increase the reach of substance misuse interventions to young people engaged with the service which include, but is not limited to, Youth Centres, Schools, the Youth Bus, Health and Well-being Bus, Peer Support Programme, Outreach Team and Summer University.
• Increase awareness of substance misuse through the universal delivery of information, advice and guidance to support young people in making informed and healthy choices.
• Deliver targeted support to young people who are at risk of substance misuse, or already engaged in substance misuse, aimed at helping them to reduce or stop their substance misuse and minimising the associated harms.
• Undertake substance misuse screening as appropriate and make referrals to Insight Enfield Sort It! ensuring continuity of care for the young person by supporting their treatment commencing with the substance misuse treatment service.
• Be able to provide structured care planned interventions to a small caseload of young people engaged with the Youth Development Service who require treatment but refuse a referral to Insight Enfield Sort It! The expectation is this will be small caseload of approximately 7 young people as the preferred approach to treatment is a referral to Insight Enfield Sort It! As part of this the post holder will need to report treatment caseload data to the National Drug Treatment Monitoring System.
• The definition of young people’s substance misuse treatment is ‘Young people’s specialist substance misuse treatment is a care planned medical, psychosocial or specialist harm reduction intervention aimed at alleviating current harm caused by a young person’s substance misuse’ NDTMS Young People’s Treatment Business Definitions, PHE.
• Support young people who are in receipt of substance misuse support to access Youth Development Service activities and opportunities as part of their intervention and upon exiting support.
• Alignment with the substance misuse treatment service
• Work in partnership with Insight Enfield Sort It! to ensure seamless referral pathways into and out of treatment. This is likely to include attendance at treatment service team meetings, some element of co-location and co-delivery, introduction of robust referral pathways between services as relevant, and accessing specialist training and expertise for the assessment of substance misuse and delivery of interventions from the Insight Enfield Sort It! service.

Family Safeguarding Social worker Required for 12 months fixed period
We have an exciting opportunity for an experienced Social Worker to join our Family Safeguarding South Somerset team. We are passionate about improving the outcomes for our most vulnerable young people and families in Somerset to encourage positive change.
We have successfully embedded the innovative Family Safeguarding model; working alongside adult-focussed practitioners you will be able to access intervention and advice in the specialist areas of substance misuse, domestic abuse, and mental health, to inform assessments and plans. You will also be able to access expertise in child exploitation from the Wider Safeguarding Team, to address this growing area of need.
Manageable caseloads will let you be the innovative and creative social worker you want to be – a key part of this is supporting direct work with children to hear their voice and understand their experiences. You will work with parents, the wider family network and whole system in a strengths-based way to support change. With permanent Team Managers, Consultant Social Workers and an established senior leadership team you'll be well supported with regular and reflective supervision.
