The Head of Strategic Finance is responsible for providing high-quality financial, strategic accounting advice to major services within the Council. They are responsible for the financial health of Somerset Council, working closely with the Service Director Finance & Procurement to ensure the development of the financial strategy, assessing investments, and ensuring legal and regulatory compliance.
Leads and co-ordinates the Council’s key financial processes of Budget Setting, and Budget Monitoring for both revenue and capital funding and spend. Lead the Council’s Tax Setting and managing the Collection Fund.
Undertake strategic and tactical financial analysis, modelling, and evaluation to support leaders with data-driven decision making. Ensuring the Council meets its saving targets and other financial aims and objectives.

Responsible for Somerset Pension fund and the Council’s Treasury Management activities around investments and debt management. The fund’s investment will be managed to achieve a return that will ensure solvency of the fund and provide long term cost efficiency and effectively manages risk
Responsible for the Council’s capital programme, including the Council’s investment portfolio and Council owned or part owned investment companies. Work closely with the capital team to lead the improvement of the budget setting process, and monitoring of the programme. Make authoritative recommendations that have a significant impact on the business over the short and long term. Recommendations could be technical or professional in nature.
Lead the development and implementation of strategy for an important area of responsibility within a function, anticipating complex issues, challenges, and opportunities, whilst ensuring integration with wider functional strategy.
This position is to cover 3 months long term absence.

PURPOSE OF POST:
To work alongside the Team Manager to lead the team. Line managing, supporting and
coaching a team including ASYE’s, Social Workers and Senior Practitioners. Assisting
with training and ensuring that standards of social work practice are maintained and
reported to the Team Manager.
To prioritise the most vulnerable and at risk children and recommend appropriate advice
and action, escalating to relevant services as required and in line with Luton’s thresholds, working with our Practice Framework.
PRINCIPAL RESPONSIBILITIES:
Work closely with the Team manager in managing in the day to day

Principal Accountabilities and Responsibilities
1 Carry out Waste collection services as agreed with your Supervisor and Waste Team Leader.
2 To liaise with the Waste Awareness Officer/Enforcement Officer where there are areas of non compliance by residents of Torfaen.
3 To contribute to raising public awareness of the twin bin scheme currently being utilised throughout Torfaen.
4 To identify and provide additional assistance for members of the public who are experiencing difficulties in carrying out the separation of their waste.
5 To carry out regular audits of the number of bins, bags or boxes collected by your team, and relay this information to your Supervisor.
6 To gain an accredited professional award such as the Institute of Customer Service Communications Award Level 1. Training and advice will be offered in order to gain this award by your designated coach.
7 To work with the Education Officer, which involves school visits and road shows where you will be expected to interact with students and residents of Torfaen helping and advising on any twin bin related issues.
8 Work in a safe manner, with safe working practices. Ensure that all protective clothing is worn, boots, gloves and reflective waistcoats.
9 Work within the Councils Health and Safety Policy.
10 Ensure all spillages are removed, however created, where there is evidence of Waste spillages, the location and spillage type should be reported to the Supervisor immediately.
11 Report additional bins, excessive extra plastic sacks, and contaminated bins to your Supervisor.
12 Be courteous and polite to members of the public at all times.
13 If access is impaired you must pull out the bins, bags and boxes and return to collection point. All bins, bags and boxes must be emptied.
14 To work with your Team Leader when they are reversing the vehicle, Banksman training will be provided.

Main Purpose of Post/Job Summary
Working within the Environmental Cleansing Service (Refuse Collection), the post holder will be required to provide, in a safe and effective manner, a quality and efficient Refuse Collection Service including all recycling collection activities, in all weather conditions.
The post holder, as Team Leader, will be expected to interact with the public in an appropriate manner and within own initiative to ensure service is provided within the area of responsibility of the post holder.
The post holder may be required to drive any vehicle requiring a LGV Category C class of licence, providing relevant training has been provided. The post holder will also be responsible for staff supervised on a day to day basis.
Duties and Responsibilities
• Drive and be responsible for the operation of a refuse collection vehicle or skip collection vehicle for the purpose of the removal and disposal of refuse and recyclable material.
• Responsible for ensuring with the crew, the best operational relationships between the service and members of the public, and that the crew observe Council policies and procedures and operate efficiently to work schedules.
• Drive and be responsible for any vehicle up to LGV Category C standard requiring specialist driving skills. Duties will include:
o Vehicle checks requiring routine maintenance (e.g. Oil and water checks).
o Cleaning and operation of any power mechanism which may be fitted.
o Ensure all safety stops, chains etc. are available and operating.
o Cleaning, transporting goods equipment and personnel, and completion of associated paperwork.
• Whilst not driving, undertake ancillary duties as appropriate to the type of work undertaken by the teams being serviced. Such duties may specifically include: Undertaking, either individually or as a member of a team, duties connected with the removal of household, industrial and commercial refuse from a variety of locations, e.g. houses, shops, schools and on premises assisted collections. This could involve the full use of refuse containers, e.g. plastic sacks, wheelie bins, and paladin bins.
• Clean up spillage, loose refuse and litter debris in any area whether arising from skip collection operation or refuse collection and disposal of waste in an appropriate manner at designated disposal point.
• Take note of any premises that appear to have a refuse storage and/or prevention problem and alert the Refuse Supervisor in this regard.
• Report bins damaged or not emptied in accordance with procedure, giving necessary detail relating to same. Affix detail to bin affected. In the event of any lost bin, notify Supervisor to daily report sheet.
• Responsible for the use of radio communications equipment assigned to the vehicle, in accordance with Road Traffic Legislation.
• Notify the occupants of premises as to any change as to collection arrangements through agreed systems that are currently in operation.
• Identify, log and report any public safety hazards and other issues as detrimentally affect the appearance of the environment, on a daily basis.
• Identify, log and report any public safety hazards relating to the service, on a daily basis.
• Provide, where directed, a Bulky Collection Service to hereditaments within the Council District which will involve the post holder with collection of unwanted items of household waste from locations, using appropriate Manual Handling techniques and equipment, and their subsequent disposal at a designated disposal point.

Experience
• At least 6 months’ relevant experience of handling cash and keeping associated records in a work environment.
• At least 6 months’ relevant experience working with members of the public in a customer service environment.
• At least 1 year’s previous experience of customer service and reception duties.
• Experience of patrol and enforcement duties, eg collecting and issuing of tickets and maintenance of orderly conduct by public.
Skills and Knowledge
Be able to demonstrate competence in use of Microsoft office applications including word, email, spreadsheets, and databases.
Good understanding of health and safety practice relevant to the post.
Ability to work on own initiative with minimal supervision.
Other Requirements
Hold a full current driving licence and access to transport, or access to transport to meet the requirements of the post.

The post involves working evenings, weekends and public holidays and involves basic grounds maintenance, traffic management, waste management, customer service and cash collection.
The basic rate of pay is £12.18 per hour. After 12 weeks a 10% shift allowance is added to all contracted hours and the post-holder is eligible for overtime and public holiday rates. Enhanced weekend rates are not applicable to this position.
The post is primarily based at Slieve Gullion but, from time to time, the post holder may be required to assist at Kilbroney Park and Camlough Lake. Mileage will apply for distances greater than the return journey to Slieve Gullion Forest Park.
Main Purpose of Post/Job Summary
To supervise the public ensuring the safe and orderly usage of facilities.
Duties and Responsibilities
1. Instruct and supervise public at all times ensuring safe and orderly usage and visitor
satisfaction is maintained.
2. The prevention of unauthorised activities and compliance with Management procedures
and Council Bye-Laws.
3. To collect and ensure the safety of monies in accordance with procedures, and to
disseminate information and prepare and maintain records/reports.
4. To report defects and undertake general maintenance, cleaning duties, security/safety
checks and emergency action/repairs.5. To open and close the facilities or premises ensuring they are maintained in a suitable
condition.
6. To operate and use a range of tools, power tools and plant.
7. To administer First-aid as appropriate.
8. To ensure that Corporate policies and procedures are adhered to at all times.
Education / Qualifications &
Experience
GCSE passes (Grades A – C) in both
