The Families & Singles Service was established to help applicants who are threatened with homelessness or homeless to sustain their present accommodation or move into suitable private rented accommodation. Purpose of Job

The post holder will be responsible for investigating and responding to all challenges, representations and appeals received at all stages of the statutory process in regards to Penalty Charge Notices (PCNS), the removal of vehicles and Fixed Penalty Charge Notices (FPNs) in line with Lambeth policies, procedures and any legislative responsibilities. The post holder will ensure they produce high quality responses to set productivity targets. The post holder will be expected to produce work to a consistently high standard often to strict and tight deadlines. He/she will be expected to have the knowledge, experience and aptitude to weigh up the evidence of each case to make balanced judgements.

This post is based upon a career grade of Sc6 to SO1 and progression can be made once the expected levels of experience and performance standards are achieved to a satisfactory level for all duties of the post.

Principal Responsibilities Sc6/SO1

To prioritise and manage own workload and tasks in response to changing demands from management.
To investigate all challenges and representations received against disputed PCNs/FPNs, critically assessing the outcome before responding to the motorist with the formal decision. If evidence is incomplete the post holder will request additional information to support either party’s claims.
To deal with transfer of liability in change of ownership or contract hire, payment related enquiries, and enquiries or representations with payments attached.
To ensure that all correspondence is replied to in accordance with best practice and in plain English.
To ensure that daily quality and quantity performance standards are met or exceeded and that letters conform to relevant quality, policy and legislative standards.
To request refunds of PCNs/FPNs when required in accordance with Parking Service processes and policies.
To administer and respond to Charge Certificate correspondence in line with quality and performance standards.
To liaise with the County Court to administer Witness Statements (or statutory declarations where necessary) and Late Witness Statements and outcomes, ensuring that relevant policies and procedures are maintained and followed.
To liaise with outside Debt Collection or Bailiff Agents to resolve disputed PCNs and to administer the bailiff returns process ensuring that the debt is administered within legal constraints and according to policies and procedures.

Experience
At least 2 year’s experience of working in customer service or administration, having to compose formal letters and correspondence

Somerset Council is the second largest unitary authority in the Country which is on a journey of transformation.

We need to build capacity within the HR Advisory Service and require an experienced HR Officer to undertake casework over the next few months.

The HR Officer must be experienced in managing HR Casework and be able to hit the ground running with a varied caseload which may include sickness, grievances and disciplinaries. They will be required to advise on Somerset Council policies alongside protected arrangements under TUPE Regulations. The Officer will provide advisory support to Managers and will also be required to engage with employees and Trade Unions.

The HR Officer must have:
Sustained experience in an Employee Relations operational HR role within a large organisation with a diverse workforce.
Proven experience in managing and advising on complex cases including, but not exclusive to sickness, disciplinary, grievance and equalities issues. And supporting at Hearings and Appeals as required.
In-depth knowledge of relevant legislation and recognised ‘best’ HR practice.
Be able to effectively communicate on complex issues at all levels in an appropriate and concise manner, both orally and in writing.
Relevant degree/ professional qualification or experience
Self motivation, be self reliant and able to work both autonomously and as part of a team.

This position is not hybrid, it is office based with the possibility of only 1 day WFH. We are based in Peckham, South East London.

Responsibilities

  1. Register and assess housing applicants on the Housing Registrations database, to make a final decision on their eligibility to join or remain on the Housing List in accordance with Council policy, procedures and housing legislation.
  2. Provided detailed advice to service users and external agencies regarding priority for housing as outlined in the Council’s allocations scheme and relevant to their circumstances.
  3. Provide information and support, including training to internal departments on the Council’s housing registration policies and procedures.
  4. Assist in the development of fraud prevention measures. Make referrals to relevant departments other Local
    Authority, Housing Associations and agencies.
  5. Maintain systems to record and amend housing applications, including identifying errors, to store and retrieve such information from the computer systems. Produce statistical data to assist in the monitoring of performance and contribute to service improvements.
  6. Develop and update the applications functions of the Housing Applications database.
  7. To deal With enquiries and complaints form the public, other departments, division and other local authorities/agencies including senior management and assisting in the provision of information for elected representatives, and provides response to freedom of information request

Knowledge, including educational qualifications:
Knowledge of housing legislation as it affects local authority lettings schemes, tenancy matters and homelessness duties including knowledge of relevant Codes of Guidance, case law and good practice
Knowledge of Equalities legislation and good practice and its application in relation to housing services

Experience:
Must have experience of administration and word processing.
Experience of inputting and validating data on a computer
Must have prior experience of preparing statistical information
Experience of service delivery to applicants in housing need

Ability to plan and organise own work to achieve tasks within tight deadlines
Ability to maintain accurate files and records (both manually and computerised)
