Cardiff are recruiting a Business Support Manager to work across our Childrens Services Social Work Teams to help with the supervision of staff.
This post will be office based in one of our offices in Fairwater.

The Business Support Manager role, plays a key part in supporting the North Locality Social Work, Unaccompanied Asylum Seeker and Personal Adviser teams in safeguarding and promoting the wellbeing of children, young people and their families.

You must be able to work flexibly and adaptably to changing priorities. You will have excellent verbal and written communication skills and be experienced in working to agreed standards and deadlines. You must be able to work on your own initiative and as part of a team. Experience in maintaining databases and experience in working with figures is advantageous. A positive and customer focused attitude is essential, as is an understanding of staff motivation and support.
You will hold regular team meetings and one to one supervision with staff.

Connected Care is a 24 hours, 365 days a year emergency service provided in house by Haringey Council. It offers vulnerable residents a personal alarm system which can be activated in case of an emergency. Additional it provides a mobile response service if there is an emergency in the residents home. The Digital Care Technician play a vital role in ensuring that all equipment is installed, deinstalled and maintained safely and effectively in a timely manner to ensure service is maintained (this involves use of tools and ladders). As well as ensuring all customers and their family members/carers understanding how the equipment works and can use it effectively.

The role is Monday to Saturday - only 1 Saturday will be worked within the month and the shift pattern is 9am to 5pm. 36 hours per week.
The candidates we are looking for should have experience of installing and maintaining lifelines and telecare equipment in vulnerable service users homes. As this role requires the candidate to drive to service users home to install equipment, we are looking for experienced and competent drivers who hold a full clean UK driving licence. Council fleet vehicles are provided but passing the council driving assessment would be a requirement to use these. Job Summary
Supporting the Payroll Supervisor, undertake and be responsible for the efficient, accurate and
confidential processing and generation of the Councils Payrolls and Pension administration.
The post holder will be required to have the knowledge and capability to perform all duties within the
Payroll Section to ensure required levels of service quality are maintained.
Key Tasks

  1. In the absence of the Payroll Supervisor ensure that all appropriate procedures are carried out in
    accordance with agreed schedules in line with Council Policies and Procedures.
  2. Work in conjunction with the Payroll Supervisor in the delivery of the Payroll functions and associated
    expenses including processing, validating, and generating Bank Automated Clearing System (BACS)

    in accordance with PCSP Financial Guidelines.
  7. Prepare and process payment of Basic Salary, Special Responsibility Allowance, travelling and
    subsistence allowances to Councillors in accordance with Councillors Regulations and Councils
    Scheme of Allowances.
  8. To process Real Time Information for HMRC and Automatic Enrolment Pension returns for NILGSOC,
    in accordance with their regulations.
  9. Prepare and calculate statutory and miscellaneous payments e.g. Holiday Pay and Pay-in-Lieu of
    Notice and process redundancy payments in accordance with regulations.
  10. Provide a range of gross cost reports on payroll system with regards to claims and drawdown for
    funded posts to Council as well as labour costs and function by allocating hours and payments by
    cost centre in accordance with procedures.
  11. Responsible for the implementation of job evaluations i.e. updating computer and personal records
    and calculation and payment of arrears due.
  12. Ensure accurate implementation of annual pay awards to individual employees and Councillors and
    where necessary prepare, calculate and input arrears of pay due.
  13. Assisting in preparing information for management accounts or other management information as
    requested.
  14. Assisting with the provision of pension related information and the preparation and submission of
    the Annual Year End Return.
  15. Co-ordinating Automatic Enrolment and communicating with eligible jobholders and other employees
    on the right of opt out, in order to adhere to Pension Regulator Guidelines.
  16. Superannuation – record new entrants, withdrawals, transfers and retirements, complete and submit
    the appropriate forms/ spreadsheets to the NI Local Government Officers’ Superannuation
    Committee. Calculate and verify amounts payable arising from breaks in service
    (Employee/Employer Costs) e.g. Career Breaks, Unpaid Maternity. Implement and maintain AVC
    and SCAVC schemes.
  17. Responsible for the maintenance of the mileage system for payments to Officers, Councillors and
    PCSP Members claims, e.g. new employees, leavers, updating car cc, apply new mileage rates and
    liaising with software supplier. Balance and create export file for each payroll and import to payroll
    system. Assist in the maintenance and administration of Council Cycle to Work Scheme and Car
    Loan Scheme.

Responsible for managing and delivering Vehicle MOT Testing on fleet vehicles, taxi vehicles and private vehicles. Also assist to with vehicle servicing and repairs.
Principal duties and responsibilities:
. To deliver Vehicle MOT Testing.

  1. Maintain records for all MOTs undertaken.
  2. Responsible for maintain the MOT bay and station.
  3. Responsible for the Council’s ATF. ???
  4. Undertake vehicle servicing and repairs.
  5. To undertake any other duties as may be reasonably required
    Qualifications, Knowledge, Experience & Skills:
  6. Must hold a current drivers licence
  7. Qualified to a City and Guilds Standard or equivalent
  8. Minimum 3 years’ experience as a qualified vehicle fitter
  9. Qualified MOT tester Class 4,5 and 7
  10. Will need to work well within a team, as well as on own initiative.

EXPERIENCE AND KNOWLEDGE
● Hold a clean UK Drivers Licence
● City and Guilds in Heating & Ventilation or NVQ Level 3 equivalent or
relevant experience.
● ACS qualifications CCN1, CEN1, HTR1, WAT1, CKR1, MET1, C&G
6084 Energy Efficiency.
● Part P Electrical

SKILLS & ABILITY
● Able to work as a member of a team and self manage duties when
working alone.
● Able to prioritise and use own initiative in organising and undertaking
tasks.
● The ability to follow drawings and plans.
● Good practical skills with a careful and methodical approach to work.
● Good numeric skills for calculating quantities.
● A polite and professional manner for dealing with customers.
● Able to work from heights and follow safety instructions.
● Has good communication and customer service skills both verbally,
written and face to face.
● The ability to erect a temporary platform to carry out work from,
following appropriate Health and Safety procedures.
● To work in confined spaces, with noise and dust etc. while wearing the
correct PPE.
● Provide reasonable performance and productivity in conducting all your
duties in relation to your work and all work related documentation.
