Cardiff North, South and East Locality team are looking for 4x Grade 8/3 years post qualifying agency social workers to join our CASP, CP, PLO and Court team. The Team is based at Hafan Gobaith, Fairwater and St Mellons Cardiff and offers a friendly and busy working base within the locality of the City you will cover. Whilst we continue to offer flexible, hybrid working hours many staff enjoy being in the office and this provides the pre-covid team support and office spirit.
The Team you will be working in has been fully staffed and stable for a long time however due to a recent restructure and new employment there are 4x Grade 8/3 years post qualifying social worker positions available. The team manager and principle social worker have both been in their roles for a number of years and offer a wide range of experience and skills, high levels of support, guidance and advice and the team comes with varying levels of experience both as qualified and unqualified. The team have a second PSW who case holds court cases but also provides additional support to the team and team manager. "The Market Management Service was established to ensure that Enfield’s private rented sector meets resident’s needs. • Work with the market to improve the supply of TA and PRS Housing to fulfil the LA homelessness duties
• Increase the number of households exiting emergency and temporary accommodation, by efficiently securing PRS for residents in need.
• Procuring Private Rented Sector properties on commercially sustainable terms for use by Enfield households and manage relationships with landlords on behalf of Enfield Let (Housing Gateway) and the Council
• Procure Private Leased Annexes (PLA) and Private Sector Leased (PSL) properties suitable for use on a temporary basis by households while more sustainable housing solutions are secured
• To provide advice and guidance to landlords with the purpose of gaining trust in the PRS market and develop relationships with those landlords therefore increasing supply of accommodation for use.
• To record and monitor service delivery issues and complaints as they arise to implement correct processes to address and remedy issues, as appropriate. "
Accountabilities
1. To negotiate with managing agents and landlords to procure and renew various forms of leased temporary and settled accommodation, to meet the needs of homeless clients to whom the Council has a statutory responsibility.
2. Monitor, maintain and carry out all duties and responsibilities to achieve the target levels of procurement within timescales. As part of the process ensure all properties are compliant, of good quality and meet our property standards; visit accommodation to carry out condition inspections, and/or to take an inventory; and set up and raise rental payments to managing agents and landlords, as required.
3. To negotiate with managing agents, landlords and tenants to procure and allocate suitable private rented accommodation as a homeless prevention measure, or as a means of discharging duty for clients accommodated in temporary accommodation.
4. Monitor, maintain and carry out all duties and responsibilities to achieve the target levels of procurement within timescales. As part of the process ensure all properties are compliant, of good quality, suitable and meet our property standards; visit accommodation to carry out condition inspections; visit managing agents to build and maintain relationships; and carry out housing suitability assessments in accordance with homelessness legislation, code of
guidance, policies and procedures, and assisting welfare benefit cap affected households with moves to affordable accommodation; set up and raise rental payments to managing agents and landlords.
5. To monitor, maintain and carry out all duties and responsibilities for the hand back of leased temporary accommodation and PRS housing; and negotiate with landlords and managing agents to minimise dilapidations claims and process payment, if required.
6. To act as a first point of contact and offer advice when dealing with landlord, managing agent and tenant enquiries and complaints, which arise as part of your day-to-day activity and through dedicated channels of communication.
7. Monitor, maintain and carry out all duties and responsibilities to deal with enquiries and complaints within timescales. As part of the process follow up enquiries to ensure that they are resolved as quickly as practicably possible, and where applicable within contractual obligations; building relationships with stakeholders to both increase accommodation supply and to ensure that tenancies are maintained to minimise the need for formal action being taken ultimately ending in eviction.

About the team
The East Support and Safeguarding Service works with children, young people, and their families from early help through to permanence. We are looking for an experienced Social Worker to join the team. The team benefits from a management structure headed by Team Manager, with Assistant Team Managers who offer direct supervisory role to Social Workers and pride themselves on offering quality monthly supervision through reflective, open, and strength-based support. We offer multi-disciplinary team support including key workers who will co-work cases with you as lead social worker. We offer dedicated Practitioner Support; these roles are in place to support with minute taking of your meetings with families and professionals (CIN and Core Group review meetings). We offer access to wider wellbeing support service for practitioners which includes a brand-new support service to reduce the likelihood of secondary trauma in our staff. Through our teaching partnerships with Bournemouth University, we offer you teaching opportunities, masterclass and more.

The successful candidate will be provided a protected casework, using a case weighting tool. The successful candidate be able to apply a hybrid working model, so you will also have more opportunities to work remotely from home or across the county.
