Job Purpose
Based within the Commissioning & Placements Group, the Service Organiser will be responsible for co-ordinating, managing and supporting a range of specialist functions within the Commissioning and Placements Group. The post will support commissioning and contract management work across the group, including but not confined to children in care and care leaver residential placements, short breaks and respite care, and education placements within the independent specialist schools sector.
Key Responsibilities

To hold responsibility for the progress chasing of information from social workers, partner agencies, providers and families needed to inform a range of functions in the Commissioning and Placement Group
To support the team in preparing information for quality assurance, audit reviews and contract arrangements
To ensure accurate recording and administration of documentation for the functions of the Group
To support with correspondence and reporting as part of the Group’s quality assurance, audit reviews, commissioning processes and contract management arrangements.
To provide data analysis regarding all commissioned services across the Department, including statutory returns
To support the up keep of accurate records across the Local Authority databases e.g. Capita and Mosaic
To have working knowledge of relevant legislation in relation to the functions of the Group e.g. The Children and families Act, SEN Code of Practice, and Short Breaks regulations
To be competent in drafting relevant letters on behalf of the Group.
To maintain a good working knowledge of service provision across the county.
To participate in regular supervision.
To have regard at all times for the confidential nature of the work and not to discuss or disclose information to unauthorised parties.
To contribute to, as appropriate, service development and efficiencies
To co-ordinate meetings with stakeholders, when necessary, as part of the Group’s commissioning and contract management activity

We are seeking an enthusiastic, highly motivated and innovative individual who has experience in the recovery of all service charge income. You should have experience of dealing with Leaseholders and a basic understanding of Leasehold Law.
You must have direct experience of delivering a front-line service in the challenging housing environment and possess excellent written and verbal communications. You must be proficient in IT and able to provide advice on availability of financial assistance for leaseholders in respect of major works debt, including basic benefit advice and make referrals to Debt Advice Agencies as necessary.
You must have experience of working in a team as well as on your own initiative and must be organised and able to work under pressure to meet tight deadlines. • To ensure the maximum recovery of all service charge income, including the recovery of debts and arrears, in accordance with Enfield Council procedures.
• Submit cases to HMCS for on line Judgement and monitor progress accordingly.
• Determine which cases should be submitted for enforcement action, using appropriate legal processes. Liaise with legal representatives and attend court as necessary.
• Provide advice on availability of financial assistance for leaseholders in respect of major works debt, including basic benefit advice and make referrals to Debt Advice Agencies as necessary.
• Deal with leaseholder enquiries regarding outstanding debts and through liaison with other departments ensure all debts are recoverable.
• Provide a full dispute resolution Service taking ownership of the end to end process and taking full responsibility for liaising with other Teams to secure information and work with leaseholders to resolve the issues and maximise income in relation to charges and debts.
• Administer suspense account, identify and reallocate payments accordingly, assist in reconciliation of service charges accounts as necessary. Request refunds from Leaseholder accounts as necessary.
Experience of dealing with the public and giving clear and unambiguous advice on complex issues.

Southwark Repairs
Southwark Repairs provides 24 hours, seven day a week repairs and
maintenance services to the residents of Southwark Council housing stock. The
service delivers approximately 50,000 individual repair orders and over 1000
refurbishments to void properties each year.

The main purpose of the role of HGV Technician is to maintain the fleet in line with the undertakings of the authority’s operator’s licence.
Powys’ fleet consists of various types of equipment and vehicles, such as Mowers, all the way to 32 tonne, 4 axle trucks.
The role will mainly focus on HGV, LGV and specialist vehicles, but you will also be asked to look at items of plant equipment within the fleet.

- Preventative Maintenance Inspections, on vehicles and equipment within the fleet.

Your responsibilities will be:
- To support and assist the Fleet Operations Supervisor to deliver a high functioning, customer focused HGV & LCV Inspections and maintenance service in accordance with DVSA regulatory standards, Corporate Fleet Policies and manufacturers’ recommendations.
- To provide an ‘out of hours’ service during the winter period and bank holidays to provide assistance to other service areas across the Council as required.
- Provide a proactive approach to maintaining the councils fleet of around 150 HGV’s to ensure compliance with the legal requirement in relation to the operation of the Council’s plant and transport fleet, the Council’s Operator’s license and DVSA. You will play a pivotal part in the service income maximization by logging and recording work activities, labour charges, ordering parts and monitoring impress stock on the digital database.
- Provide a specialist resource to the Council to promote an understanding and use of HGV & LCV preventative maintenance when carrying out vehicle and inspections, maintenance, servicing and repairs, following Council maintenance schedules to minimise vehicle downtime and disruption to service users and avoid unnecessary vehicle hires.
- Using the online Fleet Management system, complete and maintain accurate documentation including Vehicle Safety Inspection and service sheets. To sign each Inspection sheet at the end of the Inspection and record all repairs as required. To report any damage repair or non-predictable maintenance undertaken on a vehicle/plant, to enable appropriate costings to be captured.
- Using the specialist IT equipment, undertake vehicle diagnosis and identify faults, errors and engine management codes then order parts required to complete satisfactory repairs on vehicles. Parts drawn from stores will be recorded. Then, undertake road testing of vehicles (and plant) if appropriate driving license held. You will also be expected to use craft skills for specialised work.
- Create positive, beneficial and effective working relationships with all Highways, Transport & Recycling staff and other stakeholders such as income generating customers and suppliers to ensure the service is delivered to a high standard of customer care. This will include being available on the ‘Out of Hours’ stand-by rota and attend call outs as required.
- Provide data and analysis to other teams within the Fleet service in relation to proactive maintenance and best practice to ensure a consistency of approach is taken across both workshop sites.
- Keep up to update on changes to heavy goods vehicle maintenance legislation and regulations and fault diagnosis, and in particular the DVSA guide to Maintaining Roadworthiness and to be able to give advice and information on current vehicle maintenance provision to help inform policy and practice to colleagues within the Fleet Service.
- Be involved in the development of processes and procedures for all matters relating to Health & Safety in the Vehicle Maintenance Workshops and continually apply this to the working environment on site and when working off-site as and when required.
- To maintain the Workshop house-keeping to a high level to ensure that there is a “Safe, Clean & Tidy” approach to the Workshop.
- Attend all relevant training programmes as identified by the Workshop Manager and mentor and train apprentices or career graded positions and approve any of their work carried out as and when required.
