Role purpose

The role reports directly to the Senior Broker.
The role is responsible for securing and setting up packages of care and support from within the local marketplace for adults with assessed care needs. This team are also responsible for any contracting activities required as a result of the commissioning process, generating the appropriate contract, Service Level Agreement and requisition, and overseeing payments for services and authorising expenditure. In addition, this role provides advice, guidance and source services for self funders as a paid service. Payments for services are the responsibility of the service user or their carer.

Delivery
● Technical brokerage specialist, aligned to a designated portfolio of services (LD, MH & Day Care Services, PD & PD). Act as the primary interface between providers and the Council for sourcing services based on the aspirations and needs of the service user
● Ensure packages of care and support are set up that can meet the aspirations and needs for the Service User, through call-off processes from established framework agreements, commissioned services, spot purchasing, and direct negotiation (as appropriate).
● Provide advice, guidance and sourcing services for self funders as a paid service
● Lead negotiations with providers in accordance with guidance given by the Partnership, Strategy and Transformation team, Commercial team and Brokerage Lead and agree any variations to fees and payment arrangements. Ensure placement and package costs are within agreed rates, alongside securing value for money and a high standard service for service users and the Council
● Work with ASC Operational teams, and relevant professionals, to prioritise and monitor cases that have been approved and broker services in a timely and effective fashion, accurately reflecting the requirements of the Care Plan. Ensure all relevant processionals are kept informed of progress for sourcing services.
● Where appropriate, liaise with service users and their families to discuss and prioritise requirements to inform sourcing approach, to keep them informed of progress and to finalise arrangements for care arrangements to commence, change or terminate
● Resolve supplier queries and where required, support onwards referral and handover to the appropriate team
● Ensure contracts and Service Level Agreements are signed, returned and implemented appropriately
● Maintain detailed records and systems for monitoring vacancies, allocations and placements across ASC to ensure utilisation and costs effectiveness is achieved
● Develop and maintain good working relationships with service providers
● Support, monitor and enforce sector wide service performance improvement and transparency
● Support any necessary action required to manage suspensions or provider failure that will impact service delivery
● Maintain up-to-date knowledge of services, service providers, market demands and any relevant regulations or good practise

PURPOSE OF THE JOB:

ESSENTIAL REQUIREMENTS

Knowledge, Skills and Experience:
- Numerate and literate.
- Excellent working knowledge of the full range of welfare provision, benefits and localised schemes that are applicable to customers and to work with them to identify the benefits and welfare support they are entitled to.
- Ability to select and deliver an interim discretionary award or item from a range of options to satisfy urgent identified need within a budgetary framework.
- To ensure value for money by comparing and negotiating most affordable solution available at the time.
- Excellent organisational skills and the ability work as part of a team as well as on own initiative, including prioritising of own workload to meet required deadlines.
- Good communication skills including oral, written and presentation skills.
- Experience of using a wide range of IT software and adapt to changing IT requirements, particularly MS systems.
- Awareness of confidentiality issues and understanding of the Data Protection Act and its significance within the role.
- Ability to manage conflicting priorities in a pressurised working environment that are subject to frequently changing circumstances in order to achieve targets within challenging timescales.

The Family Support Worker will work in close partnership with children and their families to assist social workers in undertaking assessments and investigations. About you
You should have good interpersonal skills with the ability to relate to and engage with children, parents, carers and other professionals. Experience of delivering front line statutory interventions is an advantage, but not essential, and you should be willing to attend training and learn from other professionals too. You will be resilient, flexible and a good communicator and it would be helpful to have some knowledge of legislation applicable to this role e.g. Children Act 1989. You will also need:

Royal Borough of Kingston is currently looking to recruit an Engineering Services & Compliance Lead to support our corporate buildings portfolio. The role will span operations, building services technical management, statutory and contractual compliance. The role will report to the Building Services Manager. This is a varied role where you will have the opportunity to raise standards in on-site performance.
This role will support the compliance framework of technical services to ensure our sites are compliant with statutory legislation and the contractual requirements of contracts. You will deliver a variety of compliance audits and provide pragmatic advice to promote improving standards for the council.
The ideal candidate will need to have a good understanding of Hard FM in corporate environments, and a wide variety of compliance issues including Health and Safety, Environmental, Quality and technical issues. You will have proven experience in both preparing for audits and also conducting them.
It is also essential that you have a formal qualification related to
Mechanical and or Electrical building services.
Auditing in safety, technical compliance and environmental.
Role Responsibility
Responsibility for reviewing and auditing compliance against Statutory legislation and the contractual requirements of Corporate Services portfolio.
Deliver a variety of compliance audits in line with programme which is influenced by changing risk profiles.
Day-to-day coordination and management of engineering services.
Gather data that allows the Building Services team to make decisions to improve and promote compliance.
Provide support to the wider Building Management and Corporate Property, RBK Health & Safety teams.
Qualifications and Experience
Essential
Formal qualification related to auditing in safety, technical compliance and environmental.
Relevant engineering (mechanical/electrical engineering) ONC/HNC and/or degree.
Practical and theoretical mechanical and electrical engineering in the built environment - including SFG20 maintenance regimes.
Experience preparing for audits and conducting audits.
Demonstrable background of improving statutory compliance and full understanding of UK standards.
Full UK driving licence.
Minimum NEBOSH certificate.
High level of literacy and numeracy.
HIgh level of IT skills - we use Google Workspace.
High level of accuracy and attention to detail.
Great people and communications skills.
These will be a multi-tasking, high-performance role.
