Job Purpose
Purchase to Pay (P2P) and Income aims to provide a comprehensive financial transactional and support service, maximising new and innovative technology to provide excellent customer service using a multi skilled workforce.
Working for a local government on a large-scale strategic Oracle Fusion EBS implementation, you'll be working as a valued member to develop and deploy the Procure to Pay solution. There will be various tasks related to the implementation, but there will be a focus on data migration, cleansing and testing.
There will be learning and challenges whilst working flexibly assisting with our Oracle Fusion implementation. This is a great opportunity for someone with moderate Oracle experience to get real professional development.
Service/Functional Accountabilities
Provides financial support in relation to the payments and collection of income, to both internal and external customers, contributing towards delivery of the business plan for financial transactions, in support of the wider organisational vision.
Provides technical support to team members and customers answering more complex queries in a professional manner in accordance with financial procedures. Acts as the subject matter expert for P2P, Assessment and/or Income processes.
Contribute to the identification and clarification of customer needs, to deliver process and technology changes, which drive efficiency and value for money.
Contribute to improving financial awareness and capability across the organisation, to promote the culture of empowering budget holders in line with financial regulations.
Carries out data analysis to produce reports for P2P & Income and external customers, to support the management of organisational performance, maximise income and ensure compliance to Financial Regulations and audit requirements.
Contributes to service improvement projects/programmes to achieve best practice and organisational efficiency by recommending process improvements and redesign.
Contributes to maintaining currency on legislation changes and translating these into local policy and procedure, to identify and review potential changes in technology.
Working collaboratively and flexibly across teams within P2P & Income to deliver a high level of service to all functions.
Contribute to identifying risks and supporting the resolution, to minimise financial impact and loss to the organisation.
Skills, Knowledge and Experience
The ideal candidate will have an eye for detail, good communication skills, accuracy, and the ability to work with a team remotely. You will have support and training, but at the same time, you'll need an understanding of Oracle systems and have experience in business processes, functional requirements analysis and following test script documentation. We are looking for someone ideally with a minimum of 12 months P2P, oracle Purchasing and AP experience.

Claims Handler , to handle claims against the Council

MAIN PURPOSE OF THE JOB
- To support the Risk and Insurance Manager and Senior Claims Officer in providing a comprehensive claims handling service to the community, outside bodies and officers of the Council dealing with all claims made against the Council’s Public Liability and Employers Liability policies, including repudiating or settling claims in accordance with current guidelines directly with the claimant or their representative.
- Work with the Head of Claims to ensure maximum flexibility to meet changes in litigation practice demands and priorities in order to deliver a quality front line service.
- Implement the prompt administration and investigate claims internally to enable legal liability to be decided, and claims to be repudiated or settled in accordance with legal protocols ensuring performance and functions carried out are achieved to the highest standard.
- In the absence of the Senior Claims Officer, and when delegated to do so by the Risk and Insurance Manager, oversee some aspects of claims administration ensuring tasks are completed to a high standard.
- Adhere to protocols that detect and deter fraudulent & exaggerated claims. Promote effective financial management and the pursuit of value for money.
Qualifications & Experience
Certificate in insurance from the Chartered Insurance Institute or equivalent qualification in a related field (e.g. Law).
Experience of claims management in the public sector.
IT literate and keyboard skills with experience of using, Word, Excel and claims
database software packages.
Good organisational skills and be capable of achieving agreed deadlines and targets, whilst staying motivated and focused.
Good verbal and written communication skills, able to demonstrate tact and diplomacy.
Able to write, clear, concise reports.

Job Purpose
This role is responsible for delivering high quality financial advice within a service area, proactive in providing comprehensive support and innovative advice to all levels of management and Members across the finance elements, including budget setting, budget planning and project support. Proficient analytical skills will be key to interpreting financial results for the business whilst influencing more robust decision making by evidencing greater awareness and understanding the impact of decisions on costs and risks.
An experienced financial expert, building strong relationships with internal and external partners will maximise the opportunity to influence stakeholders and partners and contribute fully as a member of management forums. Service/Functional Accountabilities
- Responsible for supporting the business by understanding all the financial assets, liabilities and priorities for a business operation(revenue, capital, funding streams & debt) & present options to senior managers to drive change and improve efficiency to meet strategic objectives.
- Responsible for partnering and supporting Service Directors and stakeholders to carry out financial performance management, pricing and investment analysis. In addition, support the business planning process by advising senior managers and supporting the maximisation of external funding to the Council.
- Accountable for supporting business development by using insightful predictive analytics, optimising financial modelling and commercial acumen.
- Support cross organisational projects and ensure the best commercial & value considerations to drive transparent and robust decision making. This support will involve detailed analysis and interpretation in communicating financial and performance data to support evidence-based decisions.
- Work collaboratively with Senior Finance Business Partners and Management Accountants in the development and review of financial policy and plans ensuring they reflect the Council’s strategic objectives and promote continuous improvement
- Responsible for promoting delivery of value for money services, as evidenced by benchmarked cost driver comparators to analyse financial trends and drive efficiencies. Develop networks with best in class peers.
- Support timely preparation of robust business cases & decision making documents by quantifying associated costs, benefits, risks and funding solutions, being solely accountable for the financial implications Responsible for compliance with financial regulations and professional accounting standards and financial impact assessments relating to changes in legislation or service initiatives
Skills, Knowledge and Experience
- Full CCAB / CIMA qualification with evidence of continuing professional development
- Experience in application of financial management and financial frameworks - preferably public sector, through a full financial cycle
