CONTEXT
The Civil Protection (CP) Service is responsible for the strategic and operational management of the Council's Public Space Surveillance (PSS), Emergency Planning & Response (EP&R), Emergency Logistics provision and various engineering functions such as Optical Fibre cabling networks and UHF radio voice systems. The Service is placed within the Public Realm Directorate and forms part of the Community Safety, Enforcement & Business Regulation Service.
The CP Service is an important component of the Council's work countering crime, disorder, terrorism and anything that disrupts the normal fabric of Hackney’s life and well being. It provides the Borough with a:-
Centralised PSS capability, with experience, expertise, and knowledge of systems, as well as operational, management and legislation oversight for other council PSS systems. The PSS team operates on a 24/7 basis all year.
EP&R Team which operates an on-call system to provide an immediate response to any Incidents / Emergencies that require a council response under the Civil Contingencies Act 2004.
Emergency Logistics - the Covid-19 pandemic has brought about new logistical and operational challenges within the borough which are managed by the service . These challenges include:-
The new demand for a consistent and reliable supply and distribution network to provide Personal Protective Equipment (PPE) to council workers, contractors, care settings, charities and other organisations who need it, in order to carry out their duties safely, as well as reducing the risk to the public that they work with.
A new demand for the ordering, receipt, storage and distribution of COVID-19 test kits: home-test PCR/lateral flow/Community Collect (Home-Test LFD); supporting care homes, care settings, individual carers, community test stations, educational settings and other users throughout the City of London and Borough of Hackney.
Operational oversight of Asymptomatic (Rapid) Test Sites - Working closely with Public Health to ensure smooth operation of ATSs within both Hackney and City of London and managing the external staffing providers to ensure they meet the KPIs set out in the service specification.
The requirement to have in place surge testing equipment and tests which can be deployed within 24 hours to target specific postcode areas within the borough with unique Home-Test PCR kits - capable of identifying specific Variants Of Concern (VOCs).
A new demand for hardware such as fencing, containers, furniture, electronic equipment, waste bins, vomit bowls, tongue depressors, test tube racks, and all the other paraphernalia necessary for COVID-19 response and to service testing sites throughout Hackney.
A Sub Regional Hub to order, receive, package and dispatch the PPE necessary for 7 London Boroughs.Engineering management for specialist fleet vehicles, civil engineering, CCTV & radio maintenance, optical fibre networks
Equipment stores facility for CP Service staff and other services equipment needs, from bullet proof vests to waterproofs and boots.
- PURPOSE OF THE JOB:
The post holder will be responsible for the operational oversight of approximately 4 Asymptomatic Testing Sites (ATS), a Mobile Testing Site & Surge Testing activities in the event of targeted testing becoming operational within London Borough of Hackney or the City of London Corporation. This work will be clinically led by the City & Hackney Public Health team who will provide complete clinical oversight and control. The Deputy Test Operations Lead will hold ATS staffing providers to account for the clinical and other operational standards set out in the service specification/KPIs.
Each Test Site has a manager and test operatives provided by an external company (the provider) which works to a Standard Operating Procedure (SOP) provided by the City & Hackney Public Health team / Department of Health and Social Care (DHSC).
The post holder will:-
Inspect the sites for compliance with the SOP.
Inspect compliance with staffing levels.
Measure the test rates and customer satisfaction levels.
Liaise with Site Managers and Staffing Provider Manager and ensure their needs from the Council are met, and ensure they (and test site operatives) uphold council standards at all times.
Assist the City & Hackney Public Health Practitioner in delivering training and clinical governance to test centre staff and site managers
Maintain control of all council-owned assets held at testing sites
Provide advice to Provider Site Managers on all operational matters
Report testing operation status to the Test Operations Lead, Emergency Logistics Manager and various weekly meetings with Public Health / Hackney Learning Team / Adult Social Care / Communications Team / Dept.Health & Social Care (DHSC) / other departments as relevant.
Identify potential risks and/or issues to the Principal Public Health Specialist.
Identify National and International best practice to inform strategies.
Liaise with the Emergency Stores Manager to ensure all test sites maintain sufficient stock of consumables (tests and PPE).
Oversee the site management of Community Collect (home-test LFDs at ATSs) ensuring the processes are managed smoothly and tests remain available / collections are logged.
Identify ways to improve and extend the services.
Provide support to the Test Operations Lead - City & Hackney.
Deputise for the Test Operations Lead - City & Hackney when absent.

- KEY ACCOUNTABILITIES
2.1. Manage and supervise the ATS Provider Team in order to deliver services to the borough in accordance with the current and future guidelines and best practice ensuring that the authority’s specific duties are professionally implemented and maintained.
2.2 Manage the overall test site operations on guidance from Public Health.
2.3 Development of the councils test operations strategy and associated documentation.
2.4 Create and maintain a register of council owned assets held at test site locations
2.5 Liaise with the Public Health team and report on all matters operational.
2.6 To manage and coordinate the ATS operations, whilst advising on best practice and potential improvements.
2.7 Manage the collation of test site data on a central document, accessible by public health.
2.8 Develop and maintain a Business Continuity Plan for the Councils ATS operational needs, and take appropriate measures to put in place contingencies or mitigations where necessary.
2.9 Ensure the Emergency Logistics Manager is provided with the right information to best support strategic decision making at the weekly LFD Test meeting, when required.
2.10 Manage the ATS Provider to ensure the council is ready to support the surge testing operational needs, if required.
2.11 To ensure PPE and test provisions in test sites stocks do not fall below a 1-week supply (aiming to maintain a 2-week stock).
2.12 Ensure the ATS provider manages a constant turnover of stock, ensuring that older stock is used first, to prevent stock going out of date.

PURPOSE OF JOB:
To provide information and advice about all aspects of rent and other charges due to Hackney Council, in order to maximise payments and minimise arrears and to take appropriate action to recover new debts and cases at the early stage of the arrears procedure.
KEY ACCOUNTABILITIES:
- To advise tenants and external support workers on the tenants’ rent obligations and how to pay rent at the application assessment and commencement of a tenancy. To attend sign-ups, make early contact and carry out settling in visits where necessary.
- To be responsible for the collection of rental income and other housing related debts. To arrange for the production and distribution of regular rent statements to tenants.
- To advise and take relevant action to prevent tenants falling into arrears by giving housing and welfare benefits and debt advice or referring to the appropriate agencies. Where necessary individually consider the needs of vulnerable residents and provide suitable arrangements for meeting their requirements.
- To escalate cases through the arrears procedure after completing all necessary actions within agreed timescales. To manage caseload and ensure all individual cases are regularly monitored so that all court protocols and good practice is complied with.
- To visit tenants who are in arrears or who require advice and support and/ or telephone tenants who are in arrears to successfully negotiate repayment plans. Regular outgoing calls and visits will be required each month as agreed with the Team Leader - Credit Control.
- To have a clear understanding of Hackney Council policies and procedures and follow these when taking action to recover rent arrears and other charges.
- To maintain knowledge on welfare benefit entitlements, new changes to welfare reform and to provide advice to customers on their eligibility for entitlements and any changes in policy or legislation.
- To take arrears actions in a prompt manner in line with the procedures and maintain high levels of customer care and support. To ensure repayment agreements with tenants are based on an analysis of tenants’ income and expenditure.
- To ensure tenant records are kept updated and that rent debits and credits held on the system are correct. To make the best use of technology in order to maximise income and meet performance standards.
- To contribute towards targeted and team projects which enable specific income collection and rent arrears to be properly effective and in some cases developing new services.
- To prepare case reports with supporting information to enable decisions to be facilitated for arrears escalation, suitable notices to be issued and specific actions taken for each case.
- To form part of effective outgoing calls and out of hours projects which ensures tenants can be contacted, payments received at various times outside of normal working hours.
- To undertake home visits to give welfare advice and in the pursuit of rent arrears. For more complex welfare advice, ensure tenants have access to appropriate independent debt and money advice services.
- To make applications for Department of Work and Pensions (DWP) Direct payments and assist tenants with the completion of housing benefit forms, any future Universal Credit and chase up any progress of these.
- To arrange and attend any benefits take up campaigns or surgeries as required and to maintain up to date records of outstanding housing benefit claims, welfare benefit entitlements and inform the appropriate agency for any housing benefit overpayments.
- To take ownership of complaints and enquiries and resolve them promptly to residents’ satisfaction. Where risks have been identified in the day to day duties, ensure these are promptly brought to the attention of the Team Leader - Credit Control.
- To ensure all services are provided in accordance with Hackney Council Delivery Plan and overall commitment to high quality service provision.
- To take responsibility and contribute to own continuous development and to keep up to date with trends and changes in the housing sector, legislation, policies and best practice and deliver services accordingly.

About you
We are looking for a qualified social worker with in-depth experience in the field of child and family social work. You’ll need experience of coaching and mentoring including practice teaching, however we do not require you to have a Practice teaching qualification. We need someone who has knowledge of children’s safeguarding and management of risk.
Our ideal candidates will need to be able to negotiate, organise, prioritise and plan tasks and work to competing deadlines while meeting agreed targets. We need you to be confident in making and acting upon sound professional judgements based on levels of risk.
You will have the opportunity to develop on your already existing knowledge and understanding of current legislation, national guidance and best practice relevant to this role as well as knowledge of social care need of children and families.

Job Purpose
ECC Adult Social Care, through effective practice, is moving towards a transformational shift from a focus on long-term care support, to a model with four key principles:- prevention; early intervention; enablement and safeguarding. This will enable people, their families and carers to be able to access information and tools to live healthily and independently. Providing an opportunity to respond pro-actively to growing service demand in a sustainable way, within the financial constraints of the Council.
Whilst undertaking this work internally, the Council is also a member of the Southend, Essex and Thurrock Transforming Care Partnership, consisting of the 7 CCGs and three Local Authorities. As part of these arrangements, it is hosting their All Age Health Equalities Team, working across this whole footprint, to lead the transformation of the health and social care system, to deliver improved health outcomes for people with learning disabilities and/or autism.
The team are looking for an organised and efficient person to support the work of the LeDeR Learning Disability Mortality Review programme on a temporary basis. The key areas of work will be:
Ensuring records and data are available to reviewers to enable accurate completion of reviews. This might entail contacting GP surgeries, care homes, hospitals or accessing social care systems to safely access, store and share information.
Summarising complex and sometimes distressing information from reviews for Quality Panels.
Keeping databases up to date so that the programme can meet key performance targets
Analysing data and using excel spreadsheets
Liaising with reviewers and the Local Area Coordinator to answer queries and make sure systems work efficiently and enable the completion of reviews.
This position will be key to the success of the LeDeR Mortality Review Programme, which is expanding and developing. The post holder will be managed and supported by an LD Integrated Health Commissioner and will have regular supervision.
Service/Functional Accountabilities
Act as the first point of contact for the Health Equality Strategy and its programmes of work, dealing with routine and specialist enquiries to communicate relevant information to stakeholders, referring to others as appropriate.
Arrange contact or meetings with organisational/individual stakeholders, including families of the deceased individuals, within the LeDeR Programme, to take minutes, collate information and prepare documentation as required.
Responsible for maintaining an up-to-date list of local LeDeR Reviewers, ensuring all case allocations and progress is accurately recorded.
Develop and manage systems to ensure safe retrieval, storage and return of any medical notes, social care files or other sensitive personal data, ensuring timely progression of reviews and other projects and the escalation of any issues to the Learning Disabilities Commissioner.
Maintain local and nationally required data sets relating to individuals in the community or in hospital requiring a Care and Treatment Review and the independent personnel required, ensuring a pro-active approach to their delivery is achieved.
Collate and evaluate data relating to LeDeR, Transforming Care and other aspects of the Health Equalities Strategy, to provide accurate and timely information to support local and national reporting deadlines, including completion of the Assuring Transformation System.
Work collaboratively both nationally and regionally, to ensure local processes for the delivery of the Health Equality Programme remains in line with national requirements.
Responsible for ensuring all complaints, comments and suggestions are dealt with appropriately, in accordance with policy, resolved where possible and escalated to the
Learning Disabilities Commissioner when appropriate.
Specific individual and shared targets and objectives are defined annually within the performance management framework.
Special Conditions: The role requires the postholder to be mobile throughout a wide operational area including travelling around the county of Essex and beyond, transporting service users and their belongings and to be able to do so in an emergency. Driving licence and car or ability to meet the mobility requirements of the role through other means is essential.
Skills, Knowledge and Experience
Educated to RQF level 3 (A level) or equivalent by experience.
Evidence of development within role.
Experience of working in an administrative environment, with a working knowledge of Microsoft Office including Word and Excel and other computerised data systems, with evidence of accurate data entry.
