The Council has a challenging period ahead, where it seeks to return more staff to working in its offices, whilst also consolidating its corporate accommodation.
The overall purpose of the assignment is to provide programme management for accommodation moves. To support and enable the council’s change and transformation corporate programmes via the planning and delivery of office relocations, workplace refurbishments, property vacations/disposals and small relocations
To be responsible for space planning across the Council’s offices.
To prepare plans and schedules to achieve the decant of Council buildings; and any enabling moves within/between other buildings • To engage with service area directors and managers to organise and manage the moves and decants • To oversee the preparation of CAD drawings • To advise on office design and management considerations as requested

Knowledge, Qualifications, Skills and Experience
Experience
Substantial experience of successfully delivering office move projects or similar.
Experience of working effectively across a range of stakeholders to provide customer focused services and deliver objectives.
Experience of commissioning and managing consultants and construction contractors, ensuring that works are delivered effectively.
Experience of working within the education sector or with schools, and an understanding the specific issues relating to school premises.
Demonstrate experience of managing budgets, spend and savings through effective budgetary management/planning and adherence to budget governance principles.
Experience of developing briefs, service specifications and scoping services in conjunction with stakeholders.

Qualifications
Educated to degree level in a project management related field (or three years relevant experience).
Holds a relevant professional body qualification or accreditation (for example RICS, MCIOB).
A relevant health and Safety qualification e.g. NEBOSH, IOSH.
Project Management qualification

Knowledge/Skills
Knowledge of facilities management/ property management with strong technical understanding and experience.
Good IT skills including CAD software
Ability to use property/construction expertise to assist in service planning and achieving outcomes for customers and service users.
Ability to work positively with stakeholders at all levels including, head teachers, service users, partners and businesses to deliver complex services, policies and projects, demonstrating sound judgement.
An in depth understanding of Health and Safety policy and legislation in relation to building management and construction matters.
Excellent problem solving and negotiation skills.
Excellent written, verbal and interpersonal communication skills, including the ability to communicate technical and/or complex information to a range of audiences.
High level of self-management and organisational skills and ability to manage a complex and demanding workload with multiple priorities.

About the role

. Purpose of the Job:
To support in leading and managing in the provision of high-quality administration and systems, that support Children’s Services.   2. Ensure work output is in line with compliance, relating to legislation, policy and procedures. This includes: Performance; Learning and Development; PDPs/Appraisals; HR-related functions; Absence (Sickness/Annual Leave) and Recruitment.
  3. Work closely with the Head of Service, Service Manager and other Managers to ensure appropriate administration of business needs and requests.
  4. Liaise with internal and external bodies, dealing with enquiries and initiating action where necessary and refer when appropriate.
  5. Support the Head of Service and Team Managers with staffing (recruitment and interviews) and business-related areas (administration management and business performance data analysis).
  6. Apply the necessary timescales and protocols for completion of meeting minutes, correspondence relating to statutory meetings, maintaining all related data entries to the electronic record system relating to statutory functions regarding the central administration service and complaints meetings for children and their families.
  7. Undertake the responsibility for the management of the general running of the office (i.e. equipment, stationary inventory) and plan and arrange inductions and IT for new staff, following the corporate and service-specific induction procedures.
  8. Work in partnership with other administration staff throughout the division to ensure consistency, efficiency and quality.
  9. Develop, monitor and review systems in accordance with service needs across a range of areas, to ensure good practice is being adhered to.
  10. Be fully conversant in IT as a requirement to carry out the post and assist teams with queries.

ROLE & PURPOSE OF JOB:
To provide a cost effective support service to the Hull and East Yorkshire LEP including administration, and implementation of HR, Health and Safety, Finance, Procurement, Risk Registers, IT and Facilities policies and procedures to support management and operational staff and ensure the safety and integrity of the LEP office environment. Also provides performance and monitoring information to demonstrate compliance and assurance of systems and processes in place to the Chief Operating Officer.

PRINCIPAL ACCOUNTABILITIES
Review, develop, manage and implement an effective and efficient business support service for the organisation, ensuring that service priorities are promoted through continuous improvement in systems, policies and procedures, implementing and monitoring Service Level Agreements, where appropriate.
Take the lead in giving professional support, advice, guidance and direction on operational matters in line with LEP policies and priorities in order to comply with the requirement of the Accountable Body and Government
Customer Focus - Provide an effective and confidential executive support to the Chair of the LEP, Chief Operating Officer and provide a secretariat role to the LEP Board, providing background information for key meetings sufficiently in advance to ensure that the Chief Operating Officer and LEP Chair are effectively prepared.
Performance Management - Review, develop and implement new office systems with the management team to achieve efficiencies and improve levels of customer service by anticipating future needs of the LEP and by identifying and responding to the implications of changes in legislation and government policy.

Qualifications:
Degree or equivalent experience.
NEBOSH General Certificate in Occupational Health and Safety or willingness to undertake course. Desirable
Relevant Experience:
Experience of delivering and planning services at an operational level.
Experience of successfully managing activity and performance targets.
Ability to build and maintain effective teams, ensuring the health, safety and wellbeing of all staff within the team.
Significant office management experience including managing others, anticipating future service needs and the development, implementation and monitoring of policies and procedures.
Working in a partnership and multi-service environment.
Experience in developing and managing procurement and contracts for services.
Experience of establishing and maintaining effective information management and administrative systems.
Experience of working in a senior administrative role and managing projects and programmes of work.
