As a Senior Social Worker within a busy community team, your role will involve working with young people and/or adults from 16 years and upwards (depending on which team you are part of) with lifelong disabilities, including physical and learning disability and autism. You will be responsible for achieving positive change and improved outcomes, managing a busy and varied caseload by providing a statutory accountable social care service to those people who access or need the service. Qualifications and/or experience:

Job Context:

JOB PURPOSE
To effectively carry out the responsibilities of either the Commercial or Residential Team, delivering statutory and non-statutory functions including in the Commercial Team food safety, workplace health and safety, private water supplies, infectious disease control, animal welfare licensing and the regulation of cosmetic treatments; and in the Residential Team environmental protection, statutory and public nuisance, public health, private sector housing, housing assistance, contaminated land, air quality, environmental permitting and the regulation including licensing of caravan sites.
The post holder is expected to support the Team Leader in meeting objectives and priorities of their team and the Service.
DUTIES AND RESPONSIBILITIES SPECIFIC TO THE POST
- To be competent to carry out the appropriate functions of either the Commercial or Residential Teams.
- Undertake inspections, visits, interventions and investigations in accordance the Environmental Health Service functions, regulatory role and priorities.
- To have knowledge of and be able to interpret and assist with the interpretation of relevant legislation and guidance; and advise on matters of service policy and procedure.
- Develop and implement special projects in response to new legislation and other matters to improve service delivery; produce reports and give presentations as appropriate.
- Carry out legal investigations including taking statements, gathering evidence and preparing investigation reports/case files; provide recommendations in respect of legal action to the Commercial or Residential Team Leader or Environmental Health Manager in accordance with relevant legislation, guidance and the Directorate Enforcement Policies. Attend and give evidence in court proceedings.
- Supervise and contribute to the development of Technical and other officers where appropriate and contribute to and assist with the implementation of officer development programmes and the identification of training needs.
- Liaise with internal and external stakeholders and ensure an effective response to public demand and ensure that good public relations are maintained including attending public and other meetings and events to promote the Service where appropriate.
- Co-operate in the management of the Service to develop and implement service and operational work plans and other policies and procedures as appropriate.
- Participate in the overall provision of services by contributing to the various communication and ICT systems within the Council; and carry out administrative duties commensurate with the post and ensure that accurate records are maintained compliant with legal standards including the submission or assisting with the submission of statutory returns to the relevant Government agencies and responding to requests for information held by the Service where appropriate.

As a Children’s Social Worker you will be at the forefront of assessing need and risk for vulnerable children and their families. Working arrangements - Mix of home and office - 1 day in the office and 4 days from home ( candidates can choose to spend more time in office if wish ) There may occasionally be ad hoc additional meetings requiring colleagues to come into the office.

Working as part of a team this role will play a key part in delivering that commitment, working in partnership with customers, Providers, other departments in WSCC and external organisations.
The key purpose of this team will be:
- To be responsible for the provider monitoring cycle with initially a primary focus on domiciliary care providers
- Support and assist with responses to provider concerns/failure with a focus on improvement and development in quality. This may include other types of contracted providers (e.g. residential care providers).
- Support development of clear processes and responsibilities enabling effective coordination and response to performance related information within AS Operations, Safeguarding and Contract colleagues in the H&SC Commissioning teams. Supported by Team Manager and the broader team, you will identify performance issues, agree performance improvement plans and use your knowledge of the contracts performance framework to improve the quality of delivery for customers. This will include both onsite and desktop performance checks as part of the monitoring cycle. In addition this will require close working relationships with your colleagues in Adult Services Operations, Health and Social Care Commissioning and Contracts teams and Adults Safeguarding.
The Provider Monitoring & Support team will have a countywide remit and some travelling will be required. This team will form part of the Adults Social Care Quality and Improvement team.
Experience
Experience of collation and management of data and production of management reports.
Experience of using information systems and reporting tools.
Experience of analysing and interpreting data and producing conclusions and recommendations.
Experience of resolving customer care issues.
