Levelling Up Fund – Programme Manager
Newham Council is excited to offer this new opportunity to an experienced project and programme management professional with a proven track record for governance, management and delivery.
Newham is to be the recipient of substantial funding from Central Government for two ‘Levelling Up’ fund submissions made earlier in the year and a substantial proportion of the funding is for projects to be delivered by the Environment and Sustainable Transport team, including an active travel corridor, low traffic neighbourhoods, healthy school street schemes, urban greening and other walking and cycling connectivity improvements.
Now that these bids have been confirmed as successful, the E&ST department therefore needs an experienced interim programme manager lead for a period of 3-6 months to:
• Confirm financial management arrangements with Govt. for the bids and for the individual projects in each, including budget management and invoicing and cost reclaim processes.
• Develop a delivery and resource plan for the projects within the timescales set by MHCLG, including the job specifications of the roles required and the team structure.
• Co-ordinate programme and project inputs across the department to ensure the successful and efficient delivery of all elements of the programme
• Implement a robust governance process, to effectively monitor and make decisions on the progress of projects and for succinct reporting on each scheme in the programme, to both a Departmental Levelling Up project board and also to an overarching Council-wide board
We would expect the successful candidate to have a proven ability to deliver a large, multi-million multi-project programme containing disparate projects types to time and budget, and to have the necessary organisational and interpersonal skills to ensure the smooth delivery of the programme outcomes. Experience in the area of transport, highways and greenspace would be an advantage as the projects are focussed in these areas, but is not considered essential if the other organisational and management attributes needed for the role can be demonstrated.
The role will also require the co-ordination of project team members spread widely across the organisation and the preparation of all necessary reports to Cabinet, Lead Members and the funding body as required for project delivery, so good multi-level communication and adaptable people skills will also be important for this role.
This is a one-off opportunity to be involved in the delivery of a truly transformational investment in Newham, with a real chance to impact positively on people’s lives with a level of funding not usually at a Local Authority’s disposal.

Corporate Finance - Wholly Owned Company (WOC) Management Accountant
Hybrid model for home working – Denis to clarify what the MDs need
Driving will be crucial – public transport not great across the whole area
This person will be a council employee but workload will be from the two MDs

Management account needs to do the hands on and the day to day but to help support the organisations to grow
Quite difference in culture already across the two orgs
MD of New Vista – will be the most demanding customer – high level process
As the organisations grow, they will likely need to separate out the roles given the two different markets and needs will be significant. Could end up with two teams, one in each organisation
More senior finance management will probably be needed – 18-24 months
Someone who is ambitious and looking to develop and quickly - the organisations will grow and this person will be able to have good choice

A very good senior business partner could have the potential to move to this level
Doesn’t need to be housing or care based – but the skill set to understand investments and appraisals
Housing or construction experience would be good but not essential
Public sector experience would be nice to have but not essential
